Subject: Legal responsibility of contractors, subcontractors,
lessors and lessees
Dear Mr. Blain:
Enclosed is a copy of a letter which we received and which has brought
up yet another problem. If a contractor subcontracts a job to a driller
and through the actions of this driller the resource is damaged or en-
dangered, does the District take legal action just against the driller or
against the driller and the original contractor?
Also, if a company leases equipment to a drilling firm on a full-time
basis, does the lessor have any legal responsibility to the District or
is the entire responsibility incumbent upon the lessee?
We would appreciate your sending us some guidelines for this type of
problem. Thank you for your time.
