RE: Application of City of St. Petersburg for Modification
of Regulation of Cosme-Odessa Wellfield located in
Northwest Hillsborough County

ATTN: Mr. D. S. McAteer, Chairman

Gentlemen:

Hillsborough County, Florida, files this its protest and ob-
jections to the application of the City of St. Petersburg
for modification of the regulation of the Cosme-Odessa Well-
field located in Northwest Hillsborough County, and as grounds
therefore, says:

\ 1. The relief sought would violate the specific provisions,
general intent, and co-operative spirit of the 5-party
Agreement, entered into on the 14th day of November, 1973,
by and between this District, the City of St. Petersburg,
Hillsborough County, Pinellas County and Pasco County.

2. The intended use would not be a reasonable, beneficial use.

S 3. The intended use would not be consistent with the public
"- interest.

4. The intended use would interfere with the legal use of water
presently existing.

S5. The withdrawal of water will cause the level -f i" ppfEn-
tiometric surface to be lowered below the regulatory level
\ established by this Board.
