RE: Ridge Area; Proposed Regulations

Dear Dr. Griffiths:

I've discussed your letter of July 7, 1977 with Chairman McAteer and he
has asked that I respond for him.

Since your letter pertained to two separate areas, I've asked J. B. Butler
of my staff to respond to the regulatory matters.

With regard to the Governing Board designating the Ridge area a separate basin,
I'll take you up on your suggestion and ask you to provide us with the details
of your proposal along with your supporting arguments. Our intentions are to
review the matter and hold a public meeting to allow all interested parties to
have input.

As you know, the District is very involved in the complexities of implementing
its rules and regulations in the areas recently added to the District. This
is complicated by the increasing threat of salt water intrusion along the Coast,
lowered potentiometric elevations in the southern half of the District and our
current efforts to devise new rules to address these difficult problems. Due to
the considerable amount of staff and Board time required for these matters, we do
not find it feasible to hold hearings on the Ridge basin issue until the staff work
load has been decreased and the Board is in a position to give adequate attention
to your request. I am fully aware of the importance you and those you represent
attribute to this issue, but hope you'll be understanding of our situation in
this regard.
