Gentlemen:
Inclosed is bill for the required contributed share of the estimated
cost on continuing contracts in Fiscal Year 1972.
You will note that the inclosed bill includes the required contribution
for the continuing contract for C-135, Sec. 1C and 2, referred to in
paragraph 4 of State Cabinet Resolution dated 11 May 1971. There
should be no problem in satisfying the State's requirement on this
continuing contract by the end of June 1971.
Specifications for the continuing contracts require that the contractor
be notified 30 days in advance of the exhaustion of funds for the con-
tract. As most of these contracts will have used all of the Fiscal Year
1971 funds by 30 June, it will be necessary to obligate additional funds
to the contracts by 1 July in order to keep them going in accordance
with the specifications. The Congress usually passes a Joint Resolution
of Congress not later than 30 June authorizing Federal agencies to continue
to obligate and expend Federal funds that are contained in the President's
Budget pending before Congress. This resolution permits continuance of
work underway without interruption until the appropriations bill is
passed. As the Federal funds will be available by 1 July, the required
non-Federal funds will also be required by that date.
