Dear Mr. Feaster:
Your letter of July 14, 1972, arrived in this office
on the morning of the presentation of the item "Consider-
ation of Diversion of Water from Little Manatee River to
the Florida Power and Light Company." Obviously, it was
impossible to get this letter on the agenda for the Board,
but I did take the opportunity of reading it to the Board
and the Board unanimously voted to divert water in excess
of 40 cubic feet per second from the Little Manatee to
the Florida Power and Light Company. In effect, this
amounts to the passage of 40 cubic feet per second, and
the scalping of all flood water above an elevation repre-
senting this diversion into a holding pond from which the
company will operate and cool its generators. This is
approximately two times the computed low flow for the
lowest five months in a ten-year period, and since the
SWFWMD has no works below this point, obviously, the
scalping of the flood water would result in some pre-
servation from damage due to flooding in the lower part
of the Little Manatee River.
I favor the diversion for two other reasons. One, the
G-ame and Fresh Water Fish Commissi'on has agreed to under-
take a study of raising fish in this pond and to study
the effects of heat upon these fish, and second, the
need for power in the Manatee-Tampa area is critical.

In addition, there is the obvious fact of having the
power company as a proponent of the passage of an ad
valorem tax to support the SWFWMD should Manatee County
be placed in the SWFWMD next year.
