RE: Proposed Diversion of Water from Little Manatee River by Florida
Power and Light Company comments on memo by James A. Mann
dated August 23, 1972.


I don't see the concern unless we assume Florida Power and Light can scalp all excess
flow about 40 cfs.- this is only possible through damming the river.

The agreement does commit all flow above 40 cfs to Florida Power and Light unless the
request to use excess flow indicates a maximum pumping rate then It might be construed
to limit diversion to say 300 cfs the maximum pumping rate.
