finally brought us closer

the club to the members

government, they say

Kuwaiti government will

college, to train Shi'ite
imams, forcing students to
travel to Iraq or Iran.
'The Ministry ofAwqaf
and Islamic Affairs is
responsible for overseeing
religious affairs in
Kuwait. For Sayyed At
Mery and other Shi'ites,
the problem is that the
ministry is dominated by
Sunni Islam. Shi'ites
blame the ministry for the
scarcity of Shi'ite

Abdullah later said his
comments were

the Jordanian monarch
was merely expressing
what many Sunnis
believe. Diplomatic
relations between Jordan
and Iraq soured in the
wake of a suicide
bombing in Hilla on 28
February in which 125
Iraqis perished; the worst
single attack since the
downfall of Saddam
Hussein two years ago.

East is dominated
politically and
demographically by the
Sunnis, most countries
have significant Shi'ite
populations. Shi'ites
comprise the largest


communities in Iran, Iraq
and Lebanon. Syria is
ruled by the Alawites, a
splinter sect of Shi'ism.
There is a strong Shi'ite
presence around the rim
of the Gulf, in Kuwait,
Saudi Arabia and Bahrain.
Still, the fervent
speculation of a nascent
"Shi'ite crescent" being
developed by Iran perhaps
more reflects Sunni
concerns rather than
Shi'ite intentions.
"'There were days of
very public handwringing
after King Abdullah's
comments about a Shi'ite
crescent," said a western
diplomat in Kuwait. "The
Kuwaitis do pay close
attention to the Shi'ite
developments in Iraq."
During the Shi'ite holy
month of Muharrem
commemorated in
February, the Kuwaiti
authorities tightened
security due to concerns
about Islamic militants.
As a staunch ally of the
United States and host to
some 25,000 American
troops, Kuwait represents
a tempting target to
Islamic militants and

During his tenure.,

When Shadyac became
CEO in 1992, fund-
raising revenues hovered
around $100 million. In
fiscal year 2005, revenues
are expected to reach
$450 million. Today, the
hospital costs more than
$1 million a day to
operate, a far cry from the
$250,000 a year that
Shadyac, Danny Thomas
and the original ALSAC
members had to raise in
1962.
"When I took over as


CEO, we had a few
dollars in the bank, and
we were paying off all our
bills. We began a
concerted effort to expand
our fund-raising,"
Shadyac said. To do that,
the new CEO began
making a series of
changes that would reap
benefits for the
organization.
He created the Gift
Planning department to
work with donors who are
interested in leaving
estates or planned gifts to
St. Jude. "We have so
many wonderful donors
who leave us in their wills
that you have to have a
professional staff to
handle the matters," he
said. "I take great pride in
saying that I set up that
organization."
He also established the
Donor Services
department so that donors
could easily speak to
helpful St. Jude
representatives, a

Roberts embarked upon
an extensive tour of the
region. On his return to
London, he handed over
some 264 watercolour
sketches to be

Syria, Idumea, Arabia,

team has had a difficult

consortium of Irish
investors, Merrion
Capital, which sunk
$15.6m into the team to
take a 49,9% stake.
Merrion Capital will more
than double its money in
selling to GPI.
The deal includes the
purchase of the Jordan
team's factory at Britain's
Grand Prix race track,
Silverstone, as well as a
wind tunnet at the nearby
town of Brackley, located
five miles away from the
circuit. The Jordan factory
alongside Silverstone
employs about 200 people
who have been assured by
GPI that their jobs are

There is no intention of
picking up the team and
moving it luck, stock and

Turning to the
One of the first initiatives
of King Abdul Aziz Bin
Abdul Rahman Al-Saud,
following the establishment
Kingdom of Saudi Arabia in
1932, was to improve
healthcare facilities in the
country and to offer free
medical care to citizens and
the pilgrims who come to
Saudi Arabia to visit the
Islamic holy cities.
This was implemented by
ensuring each administrative
region in the kingdom set up
its own medical facilities.
Health in the country
improved substantially and
once-endemic diseases such
as malaria and smallpox
were virtually eradicated, the
infant mortality rate was
drastically reduced and life
expectancy increased
markedly. In 1970 the
Government introduced the
first of the five-year
Development Plans.
It was on the basis of
these plans that the Saudi
healthcare system underwent
dramatic improvement in
both quality and number of
healthcare facilities.
The continual upgrading
of medical technology has
run concurrent with the
expansion of the healthcare
services network. In a move
to relieve the financial
burden on the state for the
provision of healthcare, a

number of initiatives were
introduced at this time to
provide incentives to the
private sector to develop
healthcare facilities around
the country.
The move was successful,
particularly in cities such as
Jeddah, whose population
was growing fast and which
sees a great number of
pilgrims passing annually
through the city on their way
to the holy cities of Makkah
and Madinah.
This is where now large
hospital groups, such as
Saudi German Hospitals
Group, Dr .S Fakeeh
Hospital, Dr Bakhsh
Hospital Group and Magrabi
Hospital and Centres began
as relatively modest
operations. Overall, this has
enabled Saudi Arabians to
have access to a network of
thousands of hospitals and
clinics across the kingdom.
They are no longer obligated
to travel abroad to obtain
specialised medical
treatment.
Advanced surgical
procedures such as open
heart surgery and organ
transplants are routinely
performed in Saudi
hospitals. Several Saudi
hospitals rank with the best
in the world and serve as
models of healthcare to the
Middle East, such as the

Legal provisions
In March 1992 the
Constitution of Saudi Arabia
was adopted and
promulgated by Crown
Decree. According to the
Constitution the State is to
guarantee the rights of the
citizen and his family in the
event of emergency, disease,
disability, and old age; it is to
support the social security
system and encourage legal
and natural persons to
contribute to charitable acts
(Sec. 27). The State is to take
charge of all aspects of
health and ensure that
healthcare is provided for all
citizens (Sec. 31).
Health expenditure
The Kingdom of Saudi
Arabia has invested heavily
in healthcare. Facilities
generally have been financed
directly by the government
through the establishment of
hospitals and clinics and by
generous incentive and
support programmes to
privatesector institutions.
Nonetheless, budgetary
constraints, the rapidly
growing population and new


medical technologies are
causing the Government to
rethink how healthcare will
be financed. According to
(2001) figures from the
WHO, Government spent
4.6% of GDP on healthcare.
Key medical institutions
If the health of a nation
can be determined by the
easy access to and quality
of healthcare available to its
people then the kingdom of
Saudi Arabia must surely
rank among the best in the
world. The state has spared
no expense in providing
free access to quality
healthcare to all Saudi
nationals, as well as
pilgrims to the Islamic holy
cities and foreign workers
residing in the kingdom.
Middle East Health visited
the Kingdom of Saudi
Arabia in April to speak to
healthcare practitioners,
review key medical
institutions and catch up on
progress made since our
previous visit in May last
year.
Although we only visited
medical facilities in the
Riyadh and Jeddah (the first
and second cities) they are
by no means the only major
centres in the kingdom.
Others include Dammam in
the east, the Holy Cities of
Makkah and Madinah. In the
northwest is Tabouk, Hail in
the north and Al- Ahsa in the
southeast.
