Mr. Farhat was a life long resident of Jacksonville, having graduated from Robert E. Lee High School. His proudest accomplishment was his sign company, Neon Riders of America, Inc. Survivors include his mother, Betty Farhat; his brother, Albert Farhat; his (continued on pagel4) Joseph Joseph M. Joseph, Sr., 86, a native of Jacksonville, Florida, died November 30, 2002 at Baptist Hospital. Mr. Joseph was retired from the wholesale grocery industry. -He was a graduate of Robert E. Jubran (Nawal) and dimmy Jubran (Nuha), 16 (continued on page 14) Jordanian Judges Explore U.S Legal System Details A group of Jordanian judges visited all of Jacksonville' s courthouses yesterday, exploring the differences between the two nations' legal systems. The group includes several of Jordan's top judges who are visiting the United States on a 19-. day tour that includes stops in Washington and New York. During meetings with Jacksonville judges and court administration personnel yesterday, the Jordanian judges asked basic questions about how American courts coordinate their docket, while also touching on more complicated issues. "Doesn't being an elected judge cause you a conflict of interest in some cases?" Judge Yousef Hmoud, the head- appellate judge in Amman, asked County Judge Roberto Arias through an interpreter. After almost two decades of continuous feuding there is now some hope Sudan's main political factions will be able to agree a peace. Sudan has seen almost nothing but fighting between K h a r t o u m governments and the south since independence from Britain in 1956. But now peace talks between the two sides have offered a way out, which could see Africa's largest state achieving political harmony. The deal offers southerners a referendum on their future after six years of autonomy and a "waiver on the Islamic Shariah law applied in the north which has sharply drawn into focus the cultural differences between Sudan's north and south. Nabil Fahmy, Ambassador of the Arab Republic of Egypt to the United States recently was the guest speaker at the Town Hall members meeting. He discussed the breakdown of the Middle East Peace talks and the ensuing period of violence which has seen yet another dramatic escalation of abnormality and the need for new diplomatic agendas to save the peace initiatives in the Middle East. He stressed that the Egyptian-US relation will not be effected by the September 11 tragedy. He noted the fact that violence was present in every civilization and culture, adding that violence was not directly related to religion. Three of the resolutions were introduced by Arab- American DNC Executive Committee Member Dr. James Zogby and included significant passages regarding Arab American and Muslim American civil rights. In cooperation with Canadian authorities, CAIR is also calling on those who were defrauded to present evidence to local police, who will in turn offer that evidence to their Canadian counterparts. The alleged con-artist's primary method of operation was to place phone calls claiming to be a well-known Muslim leader, official or scholar, stranded at an airport after his money, passport and tickets had been stolen or lost. He would ask the intended victim, typically a leader or activist in a local Muslim community, to wire cash through MoneyGram or Western Union to help him out of the crisis. After receiving the funds, he would disappear. The impostor, a 37-yeai-old Israeli national named Mohammed Mustafa Agbareia who was arrested December 5th on fraud charges, used this technique to steal hundreds of thousands of dollars from Muslim individuals and institutions in the United States, Canada, Europe, Australia, and the Islamic world. The Jordanian judges arrived in Jacksonville on Sunday and will leave for New York tomorrow. During their stay, which is being coordinated by the International Resource Center of Jacksonville, the judges have participated in a panel discussion at the Florida Coastal School of Law and attended a workshop on small claims court. While visiting the current federal courthouse yesterday, the Jordanian judges posed for pictures in one of the larger courtrooms, which they said were far more ornate than most Jordanian courtrooms. Judge Mohammad Samid Al Raqqad, the head of Jordan's Judicial Council and delegation leader, said in an interview that American and Jordanian legal systems also have a number of fundamental differences. For example, Jordanian cases are decided only by judges, not juries. And judges are appointed by a judicial council, which comprises high-ranking members of the legal system such as the top prosecutor and investigator. Al Raqqad also said the news media is forbidden from reporting on court proceedings, though those proceedings are open to the public. "The media can have an inflammatory effect on the public,. and we do not want that influencing a judge's decision," he said through an interpreter. According to a recent article in the Wall Street Journal, the U.S. Food and Drug Administration's position on Americans importing cheap prescription drugs from Canada is that it is illegal, A senior FDA official, acknowledging the fact that the FDA bas not enforced the importation of .prescription drugs by 'Americans for personal consumption from foreign countries, says .it is cracking down on itarge commercial drug ,supplies and narcotics. SWhile purchasing ,prescriptions from foreign countries may ,be more appealing for most Americans, one local pharmacist cautions consumers about the validity and potency of these prescription drugs. "The U.S. FDA has strict rules and inspections to protect the American public," said David M. Bateh, R.Ph., a local pharmacist and owner of Premier Pharmacy in the Springfield area. "Storage of drugs and raw materials affects the response of prescription medications. When drugs are purchased in foreign countries, they may be under poor quality-control and unsanitary conditions. During the campaign, Islamists leaders, unhappy about the notion of women voting in the first place, declared publicly that 'voting for an unveiled woman is a sin in Islamic teaching'; this led to five of the eight female candidates appearing with scarves round their hair in subsequent election rallies. The first ever public debate of women candidates to be held in the Gulf was organized by Sheikha Sabieka, the Mng's wife, at Bahrain University before the election took place. Until Bahrain's First Lady she prefers the traditional title of Sheikha to that of Queen decided to become involved, women candidates were still shy of entering the political fray. Some did a bit of talking in shopping malls. But the main breakthrough came when Sheikha Sabieka called the meeting at the university and suggested each female candidate prepare a manifesto to be included in the program. For the north, then, Arab- Islamic identity has been essential to the complicated process of Statebuilding in a country with over 500 tribes and 150 languages. They are aspiring to quality, in a very pleasant environment with water frontage, and this is proving to be a very successful combination," added Hinchey. There have been a number of legal changes aimed at encouraging more residential buyers from abroad. The most obvious is the ability to now buy on a freehold basis; previously, all villas and flats were sold to expatriates on 99-year leases. EMAAR has also just launched the UAE's first mortgage company, Amlak Finance, which provides financing not just for their own properties but for any residential property in Dubai. A new property law is also in the making. "The government is holding workshops with the local business community, not just on real estate law but on other laws relating to visas and business as well. They want to find the best way forward and are acting very .transparently, which is a major shift in attitude and one that separates them from their neighbours," added Hinchey.
