She was preceded in death by her husband, Robert B. Ashmore, who died in 1985. Helen Khoury Ashmore was born in Waco, Texas on May 3, 1914 to John and Charlotte Khoury. Aboussie, one of the founding members of the ALSAC/St. Jude Boards of Directors and Governors, died July 12, 2002, of cancer at Missouri Baptist Medical Center in Town and Country, MO. It's feathers were covering the pond. The dog almost got hold of the duck with his paws and teeth. I jumped from my seat, chased the dog away, and rescued the poor duck from certain death. Introduced on April 18 in both the US Senate and House of Representatives, the bill would enact economic and diplomatic sanctions against Syria. There are lessons Arab Americans are learning. Too many Arabs in the Middle East on the other hand still don't get it. Out of their own sense of frustration and powerlessness, or out of a lack of understanding, they have mystified U.S. politics and policy. Failing to understand how policy in the U.S. is shaped by politics, they project that policy as immutable and impervious to change. This, in turn, only serves to reinforce their sense of passivity and powerlessness. It even justifies it. One way this view is expressed is that U.S. policy is what it is and, therefore can't change. A dangerous corollary to this view is that the only recourse is to violently confront the U.S. Following that course has led to tragic violence with deadly consequences. Passivity and surrender are not an answer, nor is foolish anger. There is no short way to victory or change. Success and change will' only come through a clear-headed understanding of the political processes at play and a commitment to hard work over the long-term. Politics is not won through whining or self- pity, nor is it won by a temper tantrum. And if the Iraqi leader decides to invade Kurdistan again, they will have no choice but to flee for their lives to the borders of Turkey and Iran, as they did during the tragic exodus of 1991. Conflicts between Kurdish factions also play an important role in stoking the fires of discontent. Relations between the two main Kurdish parties, Massoud Barzani's KDP and jalal Talabani's PUK, have recently improved but Kurdistan is still defacto partitioned into two zones, three if one includes the area controlled by Islamists. "Due to the partition of Kurdistan, my life is in the hands of anybody and everybody', says young Kurd from Halabja, who wants out. "One day there is a skirmish between the Islamists and PUK, another time, between PUK and KDP or even between PUK and PKK (Abdullah Ocalan~s party, now called KNDEK). It is easier for me to go to Iran or to Baghdad than to Erbil (a city controlled by the KDP), where I am constantly stopped at check-points by peshmergas who suspect I am a spy or intent on sabotage". The Kurdish region has no international status - although it is protected by US and British planes based in Turkey. Therefore, officially, it is still part of Iraq. One reason the agreements may be abandoned is that OLNG's output is priced significantly above competitors, notably. Qatar. With Saudi Arabia expected to enter the market by 2005, this problem is unlikely to ease. While further long- term deals may prove hard to find, the government of Oman appears to "be anticipating the problem by developing its ability to sell LNG on the spot market. In January the government acquired Enron's 40% stake in the Lakshmi, a tanker built to transport gas to Dabhol. The other owners are Mitsui OSK lines and SCI. At a time of world shortage of large ships, and a particularly acute lack of LNG tankers, this seems an astute move. Spot deals tend to be less price-sensitive than long-term deals, depending more on factors such as availability, proximity to user and access to tankers. If the Omani government owns tankers, it will greatly bolster OLNG's position in the world spot market by. bundling the product and delivery. Industry watchers expect further vessel purchases, essentially as an insurance against failing to find enough long-term buyers. Conventional wisdom has it that LNG projects, with their hefty capital costs, must rely on fixed contracts. Ownership of tankers may be a way of increasing security of income, when fixed contracts are hard to come by, and this may be especially true at a time of growing demand for natural gas. The oil ministry is also pressuring PDO to increase oil production to bolster the state. coffers. As PDO produces 85-90% of the country's oil, it is facing most of the pressure to increase production. However, the oil situation only serves to emphasise how important natural gas will be in Oman's future; whereas the average lifting cost of a barrel of oil in Saudi Arabia is $ 1, in Oman it is closer to $4. To make matters worse, many of the larger fields are mature, with declining pro d u c t i o n, necessitating investment over the coming five years in production- boosting techniques such as flooding. Whether PDO has the heart to plough large sums of money into what are already relatively unrewarding fields remains to be seen. The saviour may well be exploration by independent oil companies like Anadarko, Triton and Maersk, several of whom are optimistic about reserves in their concession blocks, and who are happy to take capital risks and returns on equity the oil majors are increasingly shy of. The oil ministry hopes, that recent exploration will bear fruit in the next few years and bolster PDO's shaky production. There are still several concessions on offer and generating considerable interest from oil companies. In April, for example, a delegation of Chinese diplomats and executives from Petrochina. made a low- profile trip to Oman to discuss the possibility of taking on Blocks 3 and 4 in eastern Oman. The government's response to the Chinese overture has yet to come, but whatever the outcome, it seems likely that such exploration blocks will not be vacant for long.
