Council sets storm
water fee at $3 per
property owner.

Lake City City Council
accepted Tuesday a millage
rate of 3.555 mills by a split
vote.
As part of the 3-2 accep-
tance of the modified bud-
get, every residential prop-
erty owner in Lake City may
be paying $3 per month for
storm water management.
Mayor Stephen Witt and City
Councilman Mike Lee voted
against the acceptance of this
budget because they are not in
favor of imposing,storm water
management utility fees.
In regard to fire assess-
ments, Reynolds budgeted
$167 as the residential rate
and commercial rates will fol-
low with the samepercentage
of increase.
Neither the $167 fire fee,
the 3.555 mills or $3 monthly
storm water fee are final yet.
Lee said he voted against
the storm water utility fees
the previous night. Lee said
he is suffering from a, cold
and spoke low on Monday
night.

get, where Reynolds had
penciled in a millage of
3.9236 mills. Also, rather
than 3.55 mills, Reynolds and
Tyre added the .005 of one
mill for another $3,400 worth

The. City of Lake City City
Council agreed it would be a
good idea to give the county its
old city hall building, located at
150 NW Alachua Ave., but stated
no reason for the gift.
Dist. 1 Commissioner Ron
Williams wasn't sure why the
city would give the county its old
building, when told about the
city's gift.
"For what reason would they
give the county a sick building?"
Williams asked. "The reason (the
city) moved out was because it
was making .people sick. I have
no idea what the, county would
do with it. The city should tear
it down and put up a parking
garage."
The City Council also voted
unanimously Monday night that
it could not afford to pay the
accumulated $750,000 in unpaid
EMS fees that it owes the county
for providing its EMS.
Though the city's original posi-
tion was that it wouldn't pay the
fee because the county was tax-
ing it twice for the service, it now
appears that the city simply can-
not afford the fee and has stopped
budgeting for it altogether.

Tammy Robbins, owner of
Marion Street Cafe, said she
plans to protest the city gov-
ernment's choice to force her
to remove tables and chairs
from the sidewalk in front of
her business.
Practicing her right to
redress the local government
with grievances, she has
organized a "sit-in" of sorts.
Robbins invites everyone to
bring lawn chairs to the side-
walk in front of her business,
281 N. Marion Ave., from
4:30 to 5:30 p.m. today.
She has tagged the event
"Have a seat for free coffee
or tea."
Robbins said she will
serve coffee or tea to protest
participants.
"There isn't an ordinance
against sitting on the side-
walk, is there," Robbins asked.
"We sit on the sidewalk for.
parades. Where's the parade?
It would be nice to see Sheila's
mannequins marching down
the street."
Sheila Jones is the owner
of Sheila's, another Marion
Avenue business that has
been, warned to not put
articles on the street
Robbins faces a fine of up
to $250 a day if the city cites
her for violating an order to
remove her tables and chairs
from the sidewalk within a
certain number of days.
Today is the deadline to
remove the tables and chairs,
Robbins said.

county."
The county requires candidates
to remove signs seven days after
the conclusion of the race, Hemes
said. The city has a 30-day time

be decided. In the Dist. 13 City
Council race, it's Richard Hale
versus Melinda Moses, and with
only two candidates there, it will
be decided baring an exactly
equal number of ballots for both.
The Dist. 12 race, with Jake
Hill Jr., Harold Perry, Greg
Ridilla and Kurt Ruppert Sr.
vying against one another, a run-
off election in November is likely.
City Councilman Mike Lee will
retain his seat until that race is
decided.

hair-braiding certification
course on the first Monday
and Tuesday of each month,
salon owner Ann McKellum

money.
"If a salon owner has a
person who is not licensed
to do hair braiding, we
are encouraging them to
send the employee to us
for the 16-hour certification
course," McKellum said.
The 16-hour, two-day
course includes a five-hour
course on sterilization and
sanitation, five hours about
HIV/AIDS safety, four
hours about disease and'
disorders of the scalp and
two hours learning Florida
regulations and laws
governing hair braiding.
"We are seeking spon-
sors for our students who
cannot afford the cer-
tification cost of $345,"
McKellum said. "The cost
covers books, the course
and the license."
McKellum said that the
Community Development
Corporation, of which she
is vice president, will offer
a partial sponsorship to
help a student with the cost
of the certification course.
Students must be. at


least 16 years-old, have the
permission of a parent or
guardian and bring proof
of at least one-year Florida
residency. The license is
issued by the Department of
Business and Professional
Regulation, Board of
Cosmetology, which over-
sees all aspects of cosmetol-
ogy including the licensing
of hair braiders.
The board definition of
a licensed hair braider "is
a person who is licensed
to engage in the practice
of weaving or interweav-
ing natural human hair for
compensation without cut-
ting, coloring, permanent
waving, relaxing, removing
or chemical treatment and
does not include the use of
hair extensions or wefts,"
according to its Web site,

"Once they complete,
the 16-hour course, I give
them a certificate of com-
pletion and that is sent
along with their AIDS/HIV
certification to the state
board of cosmetology who
issues them a hair-braid-
ing license," McKellum
said. '"This qualifies them
to legally work in any salon
as a hair braider."
Registration for the class
is between 9 a.m. and 6 p.m.
Monday through Saturday,
and classes are held the
first Monday and Tuesday
of every month.

COUNCIL: Wants City to pay for EMS

pursue any type of legal
action, and we will continue
EMS in the city because it's
the right thing to do."
Weaver also said that
the county was hoping that
the city would continue to
honor its agreement to pay
the county the $250,000 per
year EMS fee.
He explained that the
money would have been
used to add an extra EMS
crew "to help relieve our
overworked crews."
The four crews that are
currently employed by the
county are overwhelmed
by the number of calls, said
Weaver, which results in
some people having to wait
longer than they should for
emergency service.
One crew is stationed
in Fort White, 'one in
Columbia City and two in
Lake City.
Weaver said that in
addition to the county
and city, the EMS crews
must also answer calls on
the two interstates that
pass through the county,
compounding the problem.

Recreation Complex, and
$8,000 worth of picnic

ber of times residential
2,087 square feet goes into
the number of square feet
of impervious surface at a
business.
For instance, the Lake
City Reporter office, with
its 30,800 square feet of
impervious surface, would
pay a monthly bill of
$44.27. Winn Dixie, with its
199,690 square feet, would
see a bill of $287.05 every
month.
Jeff Hampton, senior
appraiser in the office of
Columbia County Property
Appraiser Doyle Crews,
said Tuesday evening that
Crews' office is ready to
send the TRIM notices to
the printer.
TRIM notices are sched-
uled to be mailed Aug. 14,
Hampton said.
The fire fee hearing
is set for Aug. 25. The
Storm Water Management
Utility fee must be set by
ordinance.
Public hearings are
scheduled for Sept. 15 and
29, and that will be the last
possible time when the
millage can be reduced.

tall, 176 pounds, with brown

and houses adult male

Lady Tigers volleyball has a new
head coach in Casie King and she
has tryouts set for 4 p.m. Monday.

Southern Oaks Golf
Club's raffle for the
Jacksonville Area Golf
Association scholarship
fund was a big success and
even produced a bonus
winner.
Tickets were sold with
the prizes of a golf outing for
four at area clubs, including
green fees and carts.


Buddy Slay was drawn
first and chose Ponte Vedra
Inn & Club for his trip.
Connie Bennett picked
Amelia Island Plantation
and Ken Watson chose
Kinderlou Forest Country
Club.
Steve Rimmer and
Romona Hills selected
Southern Oaks and Robert
Eadie will play his round
at Quail Heights Country
Club. Orange Park Country


Club provided the bonus
pick and Jimmy Killian won
the trip.
"It turned out to be
extremely successful,"
Southern Oaks JAGA direc-
tor Howard Whitaker said.
"We raised almost $4,000
for the scholarship fund
and that was way more than
we anticipated. More than
300 people bought tickets.
I was so pleased with the
participation we had in the


endeavor.
"Columbia County is
one of the most benevolent
areas I have, been involved
in."
JAGA has awarded more
than $1.3 million since its
scholarship program was
launched in 1974.

Suggs is Lake City Open champion


The Lake City Open is
completed and thankfully
the rain held off. It rained
nearly every day prior to
the event, but both courses
were ready .for the com-
petitors. A great job was
done by the grounds crew
at both facilities.
The Championship Flight
was very close after the first
round with two scores at 72,
one at 73 and three at 74.
The second round at Quail
Heights came out with Brett
Suggs firing a 33 on the
front and 37 on the back for
a 70 and a total score of 142.
Suggs made one eagle and
five birdies the last round
and, despite a double bogey
on the 17th hole, won the
event by three shots.
A.J. Lavin shot his low-
est round of 72 the final
round. Buddy Slay won the
gross Senior Championship
shooting 76-81. Quail
'Heights players fared well
throughout the event.

bowhunting course

A bowhunting course
will be offered from 8 a.m.
to 5 p.m., Aug. 30, during
the Florida Bowhunting
Jamboree at the Citrus
Wildlife Management
Area.
The course will be con-
ducted by the Florida Fish
and Wildlife Conservation
Commission's Hunter
Safety Section and the
Florida Bowhunter's


Council. Participants can
compete in shooting skills
using broadhead-tipped
hunting arrows.
Participants must bring
all -equipment, including
bows and arrows. For
their comfort, they should
also bring a lawn chair.
Students should pre-
register for the course
by calling the Lake
City Regional Office at
758-0525 or by logging on
to MyFWC.com/huntered.

Wildlife Refuge announced
Tuesday it has found a wil-
derness canoeist alive and
well on Bugaboo Island
after a search that lasted
for three days.
Robert Snowden, 33,
currently living in Charlton
County was found about
100 yards from a Bugaboo
Island emergency landing
area as a ground search
crew was disembark-
ing from their helicopter
transport at approximately
8:50 a.m. on Monday.
Althoughverytired, dehy-
drated, dirty and scraped
up, Mr. Snowden was able
to walk with minimal assis-
tance and talked at length
with Emergency Medical
Technicians (EMT) before
being transported to a
near-by hospital for a full


medical evaluation.
On Thursday, Snowden
embarked from the East
Entrance of the Refuge at
Suwannee Canal Recreation
Area on a 10-mile trip into
the Okefenokee Wilderness
to camp overnight at Canal
Run Shelter Platform.
A Refuge issued over-
night Wilderness Canoeing
Permit indicated that
Snowden was scheduled to
return to the East Entrance
by late afternoon on Friday.
When Snowden did
not return as planned,
Snowden's father, Tony
Snowden, and Chip
Campbell, owner operator
of Okefenokee Adventures,
initiated precautionary
motorboat searches of the
Suwannee Canal.
Refuge staff along with
Tony Snowden, Campbell,
and Joey Griffin of the'
Okefenokee Adventures


staff, initiated a search the
following morning at about
6:30 a.m. Snowden's canoe
was located at 10:30 a.m.,
Saturday, with camping sup-
plies and food, 200 yards up
an historic boat trail that
leads to Bugaboo Island.
This.boat trail is grown
over with very thick vegeta-
tion and has been closed for
more than 30 years.
The Refuge then began
an intense search of the
area around the canoe that,
included a four-person crew
walking/wading and track-
ing Snowden's progress
toward Bugaboo Island.
They were aided by a fixed
wing fire detection aircraft
belonging to the Georgia
Forestry Commission.
The search party, was
able to track Snowden's
progress to Bugaboo
Island, where they initiated
a grid- search of the island.


Approximately 3:45 p.m.,
the Refuge's contract fire
helicopter arrived on scene
and began an aerial grid
search of Snowden's tracks
from the Suwannee Canal
and the Bugaboo Island
Area.
As of 1:00 p.m. Sunday,
the aerial crews had flown
approximately two hours of
low level crossing search
patterns over Bugaboo
Island without locating
Snowden.
The search by foot and
boat patrol continued until
low light conditions and
physical exhaustion halted
the operation.
At 8:50 a.m., Monday,
Snowden was found about
100 yards from a Bugaboo
Island emergency landing
.area. He was tired, hun-
gry, and sore of foot, but
he appeared to be in
reasonably good shape.

The Department of Environmental
Protection gives notice of its prepa-
ration of a draft permit for Elementa-
ry School "AA" WWTF [PA Num-
ber: FLA605778-001-DW4P] to the
Columbia County School Board, 372
West Duval Street, Room 234, Lake
City, FL 32055, to construct and op-
erate an 0.0075 MGD annual average
daily flow (AADF) permitted capaci-
ty activated sludge domestic waste-
water treatment facility (WWTF) op-
erating in extended aeration mode
with pre-anoxic biological nutrient
removal (BNR). The WWTF con-
sists of a static screen, a 4,538-gallon
flow equalization tank, a flow-split-
ter box, a 2,383-gallon anoxic basin,
a 6,001-gallon aeration basin, two
1,326-gallon secondary clarifiers,
one dual-chamber 1,072-gallon
chlorine contact chamber and two
4,326-gallon aerobic digesters. Re-
claimed water is land-applied to one
of two on-site percolation ponds
each with a basin application area of
1,852 ft2. Domestic wastewater re-
siduals are transported to American
Pipe & Tank (FLA356697) residuals
management facility (RMF), or to a
DEP-pennitted WWTF, or to a DEP-
permitted RMF for further treatment,
and/ or disposal in a Class I or Class
II solid waste landfill.. The facility
will be located at latitude 30010'24'
N, longitude 8244'19" W on 324
S.W. Gabriel Place, Lake City, FL
32024 in Columbia county.
Any interested person may submit
written comments on the draft permit
of the Department or may submit a
written request for a public meeting
to D. Anh Vo, PE., Northeast Dis-
trict Office, 7825 Baymeadows Way,
Suite B200, Jacksonville, FL 32256-
7590 in accordance with rule 62-
620.555 of the Florida Administra-
tive Code. The comments or request
for a public meeting must contain the
information set forth below and must
be received in the Office within 30
days of publication of this notice.
Failure to submit comments or re-
quest a public meeting within this
time period shall constitute a waiver
of any right such person may have to
submit comments or request a public
meeting under Rule 62-620.555,
Florida Administrative Code.
The comments or request for a public
meeting -must contain the following
information:
(A) The commenter's name, address,
and telephone number, the appli-
cant's name and address, the Depart-
ment Permit File Number and the
county in which the project is pro,
posed;
(b) A statement of how and when no-
tice of the Department action or pro-
posed action was received;
(c) A statement of the facts the De-
partment should consider in making '
the final decision;
(d) A statement of which rules or
statutes require reversal or modifica-
tion of the Department action or pro-
posed action; and
(e) If desired, a request that a public
meeting be scheduled including a
statement of the nature of the issues
proposed to be raised at the meeting.
