safety should be a pri-

mary concern.
Boating-related fatalities
in Florida numbered 77 in
2007 and 69 in 2006, said
Stan Kirkland of the Florida

Fish and . Wildlife
Conservation Commission.
The FWC compiles statis-
tics on accidents, but the
state agency also has plenty
of safety advice to offer.
"One point we really want
to stress is that 55 percent of
those fatalities involved
individuals drowning.
Almost every one was not
wearing a life jacket,"
Kirkland said.
And that's the point. A
life jacket almost always
prevents death when some-
one falls out of a boat. Other
than being struck by the
boats' motor or some unusu-
al circumstance, a properly
fitted life jacket will save the
life of the person overboard.
"Officer go back and
interview family members
of a victim, and it's a diffi-
cult thing for everyone,"
Kirkland said. "But so many

times we are told that the
victim was an excellent
swimmer, that he or she
could swim like a fish. That
doesn't replace the value
and protection of a life jack-
et."
When someone falls out
of a boat, for example, there
is a chance that the person
could be stunned or knocked
unconscious. Panic could set
in, too. Without a life jacket,
drowning becomes a great
risk.

Blue Springs opens Memorial Day

FLORIDAN STAFF REPORT
Blue Springs Recreational Area
will open for the season Monday,
May 26. , -
Visitors can arrive at the park
beginning at 10 a.m. on Memorial
Day. The park will open until 6 p.m.,
according to a news release from the
Jackson County Parks and
Recreation Department.
On May 24-25, the park is hosting
NSS-CDS International Cave
Diving Convention. More than 300
cave divers from around the world
are expected to attend.
Because of this large event, the
park will not be open for swimmers
on these days. On Sunday, May 25,
the public is welcome to attend the 9
a.m. free talk and exhibition on cave
diving at the Blue Springs
Recreational Area. An admission
fee of $2 per person will be required.
After Memorial Day, the park will
open for the summer season on
Saturday, May 31. Hours of opera-
tion for the park will be 11 a.m. until
6 p.m., Tuesday through Sunday.
Admission to the park will remain
$2 per person. Jackson County resi-
dents may also purchase a $20 sea-
son pass. Non-residents may pur-
chase a season pass for $30, accord-
ing to the news release.
The recreation department also
outlined the following rules for the
park:
- all radios must be turned off
upon entering the park.

Blue Springs Recreation Area. - Mark Skinner / Floridan

- portable radios must be used
with headphones.

- no alcohol allowed.
- no weapons.

- no profanity.
- no pets, except service ani-
mals.
- proper swimwear must be
worn, including, but not limited to
no swimming in blue jeans, no
thongs (guys or girls), no underwear
can be visible. These rules will be
enforced and patrons may be
removed from the park for violation
of any of these rules.
"We want to go back to the family
atmosphere that we used to have
when we all were growing up. Last
year we set a park attendance record
of nearly 27,000 visitors, and with
gas prices higli'and going higher we
expect to' have another record sea-
son. The park has a concessions
stand for any food or beverage
needs," said Chuck Hatcher, director
of parks and recycling for Jackson
County. "There you can rent canoes,
kayaks and paddleboats."
For swimmers, the park has tube
rentals available. For the younger
kids, there is a multi-station play-
ground.
Older kids and adults can enjoy an
official beach volleyball court.
"We have just about anything you
could want at a swimming facility.
We are so fortunate to have such a
great facility like this," Hatcher said.
"We also have pavilions for rent, but
you need to call quick, because they
are going fast."

Chipola students will learn more of the technical side of theater

BY KATE McCARDELL
FLORIDAN STAFF WRITER

Chipola College Theater Director Charles
Sirmon is excited.
I In the next few years, Sirmon will be able to
teach his students more of the technical side of
theater, with state-of-the-art equipment an
expected feature of the school's current big
project, the Chipola College Center for the
Arts.
"I think it's fantastic," said Sirmon.
The project recently moved further, with the
selection of Tallahassee-based construction
firm Allstate/Southland chosen by the college
board of trustees to design and build the $16
million center.
According to Chipola's Project and
Contracts Administrator Louy Harris, ground-
breaking on the 56,000 square foot center is set
for this November.
The center will house all of the college's fine
and performing arts programs, as we as serve as
community space for art exhibitions.
Sirmon, whowill soon begin his tenth season
with the program, said lobby space at the new
center will be vastly different from the current
theater building, which was built in 1958.
The lack of space, said Sirmon, hardly han-
dles the large musical productions for which
the college is widely known, or the popular
children's shows.
"It should have a lobby that not only serves

the public before, during and after shows, but
will also be a lobby that can be turned into an
art gallery," said Sirmon. "The reception area
when you walk into this grand space will be a
very nice area for the community."
The theater will have about 650 seats, with
about one quarter of the seats on a balcony, he
said.
Sirmon said the current theater doesn't have.
enough lobby space or restrooms to accommo-
date the crowd. He said backstage isn't much
different, offering no walking space, behind
stage and only one backstage bathroom for
each ,sex.
"This place has served us well over the last
ten years and more. People would be amazed at
what we've accomplished in that little space.
We'll be sad to leave it,but very happy to move
to the new one," said Sirmon.
The new center will afford theater partici-
pants room to build scenes inside, a stark con-
trast to their current situation of having to work
around the outdoor weather.
Instead of theater students having to walk
behind scene sets to get to the other side of the
stage, they'll actually have room backstage to
stroll.
They'll also have more room to dress, said
Sirmon.
"Right now, the dressing room has space for
probably eight actors, so people have to dress

One released

from hospital

after crash
BY KATE MCCARDELL
FLORIDAN STAFF WRITER
One of the victims of the fatal sin-
gle-vehicle crash on Interstate 10
near Chattahoochee Wednesday has
been released from hospital care.
The group of 20-somethings were
apparently on a road-trip to Disney
World, according to an employee of
the MarketPlace Grill in Arkansas,
where -most of the group was
employed.
Dorothy French, of Conway, Ark.,
was the only passenger wearing a
seat belt during the accident that
ejected six other passengers, accord-
ing to Florida Highway Patrol.
French has been released from
Tallahassee Memorial Hospital.
Two occupants, Lucy S. Bolton
and Ron Windole Elmore Jr., were
dead on the scene.
Three others, Kali Sparks, John
Tyler Bass and Sarah White, all from
Conway, remain in "extremely criti-
cal" condition, according to FHP Lt.
Kenneth Ellis.
Another passenger, Ashley Nicole
Spencer of Conway, is in stable con-
dition at Tallahassee Memorial
Hospital.
The accident occurred at about 8
a.m. Wednesday between the Sneads
and Chattahoochee exits on 1-10.
Several law enforcement agencies
and medical -personnel were at the
scene. Witnesses at the scene said the
bodies of the two people who died in
accident were still on the highway at
9:40 a.m.
The cause of the. accident is
unknown at this time, but Florida
Highway Patrol officers at the scene
said six of the seven people in the car
were ejected.
The one person who was not eject-
ed from the vehicle managed to crawl
out, an FHP officer reported.
The incident began when the gray
Nissan Pathfinder traveled off the
roadway, according to highway
patrol. The vehicle then began to
overturn and six unrestrained passen-
gers were ejected.
The five occupants who were not
pronounced dead at the scene were
.air-lifted to Tallahassee Memorial
Hospital, according to highway
patrol.
For more than two hours after the
single-vehicle crash at mile marker
162,about five miles of the interstate
was closed, with traffic diverted onto
County Road 286.
The Gadsden County Sheriff;s
Department, Chattahoochee Fire
Department and Florida Department
of Transportation assisted Florida
Highway Patrol at the scene.

dents in which an occupant is thrown out, Kirkland said.
"What happens is you can too much weight in the front or if
you take your hand off the stick for a moment it can cause a
problem," Kirkland said.
He also said stick steering should not be confused with tiller
steering, which is typically in smaller boats where the driver sits
back by the engine to control speed and direction.
In fact, Kirkland said having a kill switch on any vessel car-
rying a motor of 10 horsepower and greater, with open con-
struction, is advisable for safety's sake.
When the driver of a boat is thrown out, there is a greater risk
of injury when the boat begins circling in a doughnut pattern. A
kill switch will stop the boat and allow the person overboard a
chance to reclaim the vessel or get to other safety.
"It's always important to be attentive. Never take your hands
off when you're steering," Kirkland said.

New life jackets

Anyone who goes out in a boat should wear a life jacket, not
just toss it in the boat and forget about it.
"One of the big knocks against life jackets has been that they
are bulky and hot. But now there are some new types that are
light-weight and fit in a manner that you hardly notice them,"
Kirkland said.
The new life jackets come in a couple of different styles: one
that inflates immediately upon contacting water, and another
that inflates when you pull a chord.

wake ordinance passed by the Jackson County Board of
Commissioners. This no-wake zone is from the buoy line locat-
ed just south of twin caves to the fence at the swimming facili-
ty.
"This was passed to allow Fish and Wildlife to help monitor
the water in the Blue Springs Recreational Area," Hatcher said.
"It provides more safety for our canoes, paddleboats and swim-
mers. Everyone should check the requirements for boating and
snorkeling before entering this area."

in the cafeteria or SGA office. The scene storage space is also
serving as a dressing room," said Sirmon.
Where students must use a hand crank to move scenes now,
scenes at the future theater will be moved via a working pulley
system, said Sirmon.
What Sirmon seems most excited about is the state-of-the-art
rigging and lighting, which he plans to utilize in expanding his
students' education of technical production. He said he looks
forward to using more advanced lighting in future shows.
The center will also feature "black box" theater for theater
students and audiences of 100 or less, teaching studios, a recital
hall, recording studios and offices.
The college holds three annual college theater productions
and is home to four annual artist series events and other per-
formances for thousands of area school children.

ndians go for back-to-back titles

BY DUSTIN KENT
FLORIDAN SPORTs EDITOR

The Chipola Indians begin their quest for a
second straight national championship
Saturday in Grand Junction, Colo., Saturday
when they open first round play of the NJCAA
Baseball Championship.
Chipola opens the double-elimination tour-
nament with Connors State at 4 p.m., local time
Saturday.
The Indians have a chance to win back-to-
back national titles for the first time since 2000
when Grayson County College won its second
national crown in two years.
Only five schools in history have won the
NJCAA tournament in consecutive years, but
Chipola coach Jeff Johnson said that the
thought of such history isn't on his mind.
"I just feel great that we're here and that we
have an opportunity to be one of final 10 teams
in country and have a chance to win a title," the
coach said. "It took me 11 years to get here
once, so it's not something you take for grant-
ed. You better not come out here and not take
advantage of this environment."
Chipola has five players back from last
year's team and many more who weren't on the
field when the Indians took the title last season.
It's a point that Johnson said he emphasized
with his team with regards to the repeat talk.
"I told the team, 'you guys have nothing to
do with last year, so forget about that,'" the
coach said. "The thing is it doesn't matter if
you're the most talented team or the least tal-
ented team, it's the team that plays hardest and
plays the best that wins this thing.
"If we do win it again, that's great. If we play
as hard as we can and don't win it, that's fine
too. I just don't want us to have a poor effort."
Chipola rolled through the state tournament
in Winter Haven, winning all five games and
clinching the title with a 6-0 shutout of
Manatee in Winter Haven May 13.
The Indians got great offensive production
throughout its lineup in the state tournament
and a classic pitching performance in the title
game from sophomore Ryan Chaffee, who
tossed a complete game shutout and struck out
a whopping 18 batters.

Chipola's Adam Duvall lays down a bunt in a game earlier this season. The Indians begin play
in the national tournament Saturday in Grand Junction, Colo. -Floridan File Photo

It was Chaffee who pitched the national
championship-clinching game last year in
Grand Junction.
However, it will be Drew Parker, also an

Indians pitching hero from last year's national
tournament, who gets the start Saturday.
"What was decided was that Drew Parker's
experience is a big key to us and he threw very

back and understands the reason

well in the state tournament," Johnson said
about choosing Parker for the opener.
"I feel like we have to get two starts from
him to win it."
Chaffee will start the second game, which
will be Monday if the Indians win Saturday and
Sunday if they lose, with Matt Jackson, who
was the ace of the staff in the regular season,
set to start a third game should the Indians get
there. .
Jackson, who still has not suffered a loss this
season, will be in the bullpen for game one
along with fellow rotation regular Jason
Townsend.
"We feel fortunate to have four guys who are
very good starters," Johnson said of Parker,
Chaffee, Jackson and Townsend. "If we have to
use one (of Jackson and 'IWwnsend) a little
longer in relief, then we'd start the other in the
third game."
Pitching depth has never been a concern for
the Indians this season.
However, after a long trip to Colorado and a
10-day break after a red-hot state tournament,
Johnson is not without any concerns regarding
his club.
"It's been a long couple of days, so we're
concerned with that," Johnson said about his
team, which left for Grand Junction Tuesday.
"We. didn't get a whole lot out. of practice
Tuesday and didn't get much done Wednesday.
"It's good to get back on field (Thursday), so
I hope we've started getting a little bit of our
focus back. Our concentration level has not

Infrastructure Needs
Affliction comes to us all, not to make us sad, but sober; not
to make us sorry, but to make us wise; not to make us despon-
dent, but by its darkness to refresh us as the night refreshes
the day; not to impoverish, but to enrich us. .
-Henry Ward Beecher

One of the most important tasks for each and every entre-
preneur is to ensure that adequate infrastructure is in place to
both operate the business and allow the business to grow. By
infrastructure, I mean the people, money and things that are
so necessary for operating a business.
Infrastructure is so essential because it allows a business to
serve its customers.- Both important and critical, infrastruc-
ture also costs money! It is something that must be funded
continually.
We were assisting a medical office and its doctor, who was
working extremely hard. He was acting as both a medical pro-
fessional and a business manager, and because he had no
training in business management, he was sinking rapidly. He
was about to implode from the stress of having insufficient
time to do both his medical work and run his office.
On the personal front, he was spending so much time at the
office doing the bookkeeping and the many other chores that
the staff just did not have time to handle, that his family was
suffering badly from his lack of time. with them. The man
simply had no life of his own, and because of all the work he
was doing, he always felt as though he was letting someone
down.
When we first met this doctor, he wanted our advice on a
number of issues, but the most critical was clearly an inade-
qtlate infrastructure. He just did not have .the necessary staff
to allow him to function and survive.
Initially, we recommended that he hire an office manager to
take the workload off of him. However, he was very reluctant
to do this as he thought that he could not afford the position.
Over the years, he had grown his practice by hiring staff for
specific jobs rather than by planning for the overall infra-
structure. This lack of planning was having a detrimental
effect on his and his family's lives.
We were able to show him how to easily cover the office
manager's salary by reducing excessive costs, and he went
ahead and began interviewing for an office manager. While
this assistance project is still in process, there is no question
in my mind that once this doctor hires an office manager, his
life will be so much better.
* Infrastructure is critical to each and every business. It just
cannot be added in a Willyy nilly" or .unplanned fashion.
Infrastructure must be planned in advance and put in place
through a strategic plan. This will flesh out necessary details,
such as what the infrastructure should look like and when
additions to it should be made.
Now go out and make sure that you have the necessary
infrastructure to allow your business to grow and prosper.
You can do this!
