Super at Dozier steps down

The Arthur G. Dozier
School for Boys' sixth
superintendent in eight
years, Mary Zahasky,
stepped down as head of
the facility last week.
The Department of Mary
Juvenile Justice conduct- Zahasky
ed an employee perform- :,
ance review on Zahasky last week.
According to the evaluation report, DJJ
officials found that Zahasky lacked the
leadership skills necessary to. manage and
supervise the complex.


The report, a copy of which was
obtained by the Floridan, stated areas
needed for improvement on Zahasky's
behalf, and highlighted the neglect of the
superintendent and her staff to identify
safety and security issues "before they
are known to outsiders."
The evaluation report also cited a "need
to increase presence on the compound
with both the youth and Direct Care
staff."
According to DJJ officials, youth sur--
veys were conducted during Zahasky's
leadership and many of the youths
- claimed to not even know who the super-
intendent was.
Another issue addressed in the report,


was the lack of reprimand by Zahasky
after her staff had been observed violat-
ipg standards of youth supervision. * I
Following Thursday's evaluation,
Zahasky responded in writing, stating
"due to the Dept. feels I am unable to do
this job and has lost faith in me, has left
,me recognizing I need to step down with
Residential." '
DJJ's Communication Director Frank
Penela said it was her decision to resign
as superintendent, not the department's.
"She chose to step down as superin-
tendent for her own reasons; but, she only
chose to resign from her position as
superintendent. She will still be with
DJJ," Penela said.


Penela stated Tuesday that Zahasky's
new position within the Department of
Juvenile Justice will be released later this
week, and will be effective after
Zahasky's holiday leave.
Zahasky was hired as superintendent
in 2007. She has been replaced by James
Godwin, who was superintendent at the
adjacent Jackson Juvenile Offender
Correctional' Center.
With Dozier's rumored potential clo-
sure and sudden new leadership, the
school's fate continues to be in question.
Zahasky's evaluation cited that the sys-
tem needs to "develop plans for reducing
physical restraints, youth grievances ...
and staff turnover."

Marianna. resident Rhonda
Alday, 32, was arrested Monday
evening following a- traffic stop
which resulted in her detention
on drug charges.
According to a press release
from the Marianna Police
Department, Alday -was stopped
around 8:45 p.m. by Marianna
police on Hannah Street for a
faulty equipment violation.
According to the' release, the
officer conducted an initial back-
ground check and discovered
Alday's license was suspended.
Alday was then placed under
arrest and charged with knowing-
ly driving while license suspend-
ed.

The Wal-Mart Supercenter in
Marianna will get a major remod-
el in August, according to store
Manager Mickey Gilmore.
Those plans have one segment
of his customer base worried;
people who like to sew have
heard that the fabric department
Will be dismantled.
OGilmore said he hasn't seen the
blueprints yet from corporate, but
is confident that department will
be downsized rather than done
away with . How much of a
downsizing, he said, remains to
be seen.
"There will be some change,
but I can't say and confirm that
we won't have fabric. It probably
will be downsized. It doesn't do
as much (business) as everybody
thinks it does," he said. "We may
have to lo6k at which fabrics sell
the best and concentrate on those.
We'll have to try to do more with
what we wind up with."
Some sister stores have
reduced their sewing departments
significantly, he . acknowledges,
but others have reduced by less.
Like so much else in the retail
world, such decisions are based
on overall customer demand, he
said.
A key demographic - working
mothers - just aren't sewing
very much, he said. And prices
for ready-made clothes compete
well these days with the cost of
buying fabric, zippers, thread and
other pieces needed to make an
outfit.
Whatever corporate has in
mind, he. said, no employees in

Police search for makers


of homemade explosives


STAFF REPORT
Neighbors near the center of Marianna are making
noise about some improvised fireworks being set off
in the wee hours near their homes.
Marianna Police Chief Hayes Baggett is asking for
information from anyone who may know who is
responsible.
The police can be reached at 526-3125, or call
CrimeStoppers at 526-5000.
A resident on Broad Street reported hearing four or
five loud bangs around 1:20 a.m. Tuesday morning,
sounds she though were gunshots.
About. five minutes later, a resident on Madison
Street reported hearing similar noises, also describing
them as gunshots.:
Officers went to the area and started looking for
potential suspects, but came up empty-handed.
Around 4:40 a.m., the noise started anew. Residents
on Madison and Putnam streets called police around
that time to report hearing three sounds they thought
were gunshots. Officers went out again, but were still
unable to find the responsible party or parties.


Later that morning, investigators searched the area
in daylight and found the remains of several home-
made "munitions devices" - described by Baggett as
homemade fireworks, discarded on private property
on Madison Street.
Officers also found places 'where several of the
devices were set off in the street, leaving evidence of
chemical residue and the contents of the bottles in the
street.
Two of the explosives did not activate and were
recovered whole.
Each of these devices consisted of a plastic bottle
filled with a chemical solution. When a small amount
of aluminum foil is added to the bottle and the top of
the bottle is screwed on tightly, a chemical reaction
takes place, producing a small amount of heat and
pressure. ,
The pressure increases until it blows the-top off the
bottle, making a loud noise that sounds like a gunshot.
Police stress that this type of homliemade device is
extremely sensitive and unstable. Serious burns, per-
sonal injury or death could occur if handled improp-
erly.

trucks in a Jackson County acci-
dent Saturday is calling her son's
survival and recovery a Christmas
miracle. - ,
Kristian Torano, 14, was
retrieving a coat from his family's
truck when another pick-up
backed intb him in the
McDonalds parking lot on State
Road 71, just. south of the
Marianna city limits.
The driver, Ronald Phillips, 50,
of Altha, is charged with improp-.
er backing.
But the boy's mother, Tatiana
Torano, isn't focusing her
thoughts on blame or anger.
Instead, she vividly remembers
that the .driver's wife held her,
prayed and cried with her as para-.

Monday after
allegedly choking
his sister and
throwing her six- Kevin

against a door and Just
a wall during a domestic dispute.
Kevin Just, 32, was charged
with domestic battery by stran-
gulation and child abuse by bat-
tery, according to a press release
from the Marianna . Police
Department.
According to the release, Just
came home at approximately
2:15 p.m. and began an argument
with his sister, Angela Wheeler.

Baggett said Just apparently got
angry because Wheeler had
knocked over a bag of fireworks
in the house they share at 2826
Stuart Ave.
The dispute became physical,
police said. After Just allegedly
grabbed Wheeler by the throat
and started choking her, the six-
year-old boy jumped on Just. The
child was allegedly thrown
against a door.
Wheeler tried to use the phone
to call 911 at that point, but was
blocked by Just, police said. Just
grabbed Wheeler again and
allegedly' choked her a second
time, with the boy again jumping
on his uncle.
The boy was then allegedly
thrown against a wall.
Wheeler was able to escape the
house with her son and crashed
through the gate of the fenced-in
yard. She made her way to the
A&S Food Mart on South Street,
where she called 911.
Just was arrested and taken to
the Jackson County jail, where
he remained on a $25,000 bond
as of late Tuesday afternoon.

on red ink

Last week, House Minority Leader
John Boehner, R-Ohio, characterized as
"shameful" the idea that Democrats
might use the military spending bill to
camouflage an increase in the country's
debt limit. It was shameful - almost as
shameful as Rep. Boehner intimating
that Republicans have been more hon-
est when making out the nation's credit
card and applying for another.
At this point, the government can
borrow no more than $12.1 trillion.
That soon won't be enough, The solu-
tion is simple enough; Congress raises
the limit. But with Republicans trying
to regain power by portraying them-
selves as fiscal conservatives and polls
showing more Americans anxious
about mounting budget deficits and ris-
ing debt, Democrats worry that their
votes will turn into ads during the 2010
elections.
Republicans, though, have con-
tributed to the bipartisan dishonesty
about federal spending. Congress, with
the GOP in charge for most of the time,
regularly raised the debt limit during
George W. Bush's presidency. In June
2002, Mr. Bush praised the move, call-
ing it necessary to "wage the war on
terror." In early 2003, Republicans
abolished on-the-record votes for rais-
ing the debt limit, which Congress
under GOP control did in November
2004 (to $7.4 trillion) and in March
2006 (to $9 trillion.) The national debt
increased 92 percent during the Bush
administration.
Both parties have run for years on the
contradictory platform of advocating
budget cuts while bragging, about how
much members bring home. It's been
40 years since the nation had a bal-
anced budget, and the worry about oil
shortages in the Middle East has been
matched by the worry that Chinese cen-
tral bankers will get tired of financing
America's government and consumer
debt binge.
Actually, the Democrats have two
decent ideas. The House wants to add
its pay-as-you-go rule to legislation
raising the debt limit. Under "paygo,"
as it's known, new spending or tax cuts
would have to be offset with spending
cuts. The Senate wants to create a
bipartisan commission on deficit reduc-
tion. Unfortunately, each chamber dis-
likes the other's idea.
Such obstinacy, though, could
amount to mutually assured political
destruction. Since neither party can
brag about its recent fiscal record, the
Democrats at least could start to look
serious about the country's red ink.
Granted, these moves only might make
the problem less worse, not better. Still,
one of the parties has to start. Ideally,
the move would be bipartisan, but
Washington doesn't work that way.
Shameful.

reverse driving on

ORLANDO - The oper-


ating manual for Walt
Disney World's monorail
trains warns against the kind
of reverse driving which
contributed to the death of a
21-year-old monorail driver
over the summer.
The Orlando Sentinel
reported Tuesday that the
operating manual put out by
Bombardier Inc. warned that
reverse driving is potentially
hazardous, even under the
best conditions.
Austin Wuennenberg was
killed July 5 when his train
and another monorail train
collided.
At the time of the crash,
Disney's monorail policies
did not require that someone
be watching the back of the
train being driven in reverse.
Disney on Sunday instituted
a new policy forbidding
trains from backing "up
unless a spotter is watching
the opposite end.

In the immediate after-
math of the accident,
Torano learned that some
caregivers thought her
son's leg or foot might have
to be amputated, that his
femoral 'artery might be
severed, that his pelvis
might be cracked, and that
he might be paralyzed.
None of those fears were
. realized, however.
After a few days in inten-
sive care, he is now recu-
perating in a regular room
at Tallahassee Memorial.
Surgery wasn't necessary,
as it turned out, and he is.
expected to make a full
recovery. An athlete in
practically very sport at
his school in Miami, the
teenager is bemoaning the
fact that, right now, he can't
move his injured leg very
well.
But his mother is relieved
and confident that he will
regain full use of it soon.
"I thank God. He's my
miracle of Christmas,"
Tatiana Torano said. "It's
going to take some time for
* him to move his leg like he
wants, but in the name of
God, he is intact, nothing
missing,. there's nothing
wrong that won't get bet-
ter."
On Monday afternoon,
she finally felt able to leave
Kristian's side long enough
to take her first shower
since the accident.
The Toranos were on
their way to spend
Christmas in California
when the accident
occurred. They won't make
it that far, with Kristian
likely spending more days
in hospital.
That hardly matters in
the face of the family's mir-
acle, his mother says.

cause to search the vehicle.
According to the release,
during the search both mar-
ijuana and crack cocaine
were found in the vehicle.
Alday was then addition-
ally charged with posses-
sion of less than 20 grams
of marijuana, possession of
a controlled substance and
possession of drug para-
phernalia. Alday was trans-
ported to the Jackson
County Correctional
Facility to await her first
court appearance.


Besides, they had brought
Christmas with them,
including a little tree that
might go up in Kristian's
room, or in the hotel room
where the other Totano
children 'are staying while
their brother recovers.
They'd packed their gifts,
too. So although it won't be
a Christmas in California,
the family has all it needs to
hold a proper celebration.
To top it off, some family
members came to be with
the Toranos because of the
accident. ,
Tatiana says they have
more to celebrate than they
ever imagined when they
pulled out of their driveway
and headed north last week.
"Today, I'm really kind
of seeing reality for the first
time since the accident. I
was traumatized, seeing it
all over and over again, but
everybody has been so kind
to us," she said. "It's been
blessings from the time it
happened. The nurses in the
hospital, and so many oth-
ers have reached out in love
and warmth. All the way to
,the hospital, I prayed, 'God
take my life, not my son,'
but he has spared us all."
She said she was out in
the parking lot with her son
and was reaching in to get
the coat herself when he
stepped up and .told her,
'No, mom, I'll get it.'
She moved out of his
way, and now realizes that
she, too, could have been in
harm's way if not for her
soni's chivalry. She has no
doubt that a higher power
reached down to save her
son.
"My child is alive and
nothing is missing. I'm
thankful to God for that,"
she said. "We're a very
united family, and we have
something very, very spe-
cial to be thankful for this
Christmas."

three basketball leagues.
Registration for youth
ages 5-13 will be held
Jan. 7 from 8 a.m. to 4
p.m. at the Marianna
Educational and
Recreational Expo locat-
ed at 3625 Caverns Rd.
in Marianna.
The registration fee for
basketball is $30 for
those who live inside of
the Marianna city limits,
and $45 for those outside
the city limits.
The fee must be paid
in check or money order.
No cash will be accepted.
Registration forms
may be picked up and
dropped off at City Hall,
as well as www.league-
lineup.com/mrd.
Participants must bring a
copy of their birth certifi-
cate. For more informa-
