New plans for old high school Recession

Plans to renovate and utilize the agriculture
and science buildings of the old Marianna
High School were discussed by school board
members Thursday night at the monthly
workshop.
The plans for the two buildings were pro-
posed by Facilities and Construction Director
Stuart Wiggins.,
. Wiggins' proposal was to consolidate the
Adult Education and Teen Parenting pro-
grams into one location. The. proposal aimed
to create a "campus" by adding administra-
tive offices to:the facility, making it more than
just classrooms.
According to Wiggins, the Adult Education

Center and leen Pregnancy program are otm
currently located in two separate, older build-
ings in Marianna owned by the school dis-
trict. They could be more effective as a single
campus, he said.
Renovations, should they be approved,
would include the addition of bathrooms in
the agriculture building..
This building currently has two functional
classrooms, so the only renovations would be
the addition of the bathrooms.
The science building is set to house the
administrative facilities, to include a resource
room, conference room, guidance office,
principal's office and reading room. There
would be a bathroom addition to this building
as well.

"This is a lot of square footage we're talk-
ing about for a small amount of people,"
board member Kenny Griffin said.
Griffin explained that the board needs to
further discuss if this amount of space will
actually be utilized by the two programs, in
order to justify such big renovations.
Phase one of this project was set to be
voted for approval at the Dec. 15 meeting;
however, board member Terry Nichols
requested its deletion from the agenda.
"I really don't feel comfortable approving
this Tuesday," Nichols said.
"This is a lot of money we're talking about

The Jackson County Health
Department has seen an influx of
patients over the past year due to
the rising number of low-income
families seeking affordable health
services.
According to a Florida Health
Department report, most county
health department services are
available at no charge, or a small
fee based upon income.
' Jackson County Health
Department official Wanda
Sullivan explained that with the
recession and Florida's skyrock-
eting unemployment rates,
Jackson County residents are try-
ing to stretch dollars wherever
possible.
In some cases, loss of employ-
ment may mean loss of health
insurance. In other cases, patients
may find it cheaper to visit the
health department.
Health department officials
declined to state just how big an

The Graceville city commis-
sion met Tuesday and dealt with a
.light agenda, a sigh of relief for
commissioners who stated that
the last month's meeting was very
extensive ' regarding project
progress, as well as upcoming
projects.
City manager, Eugene Adams
briefly discussed an ongoing
issue relating to parking in down-
town Graceville, on Brown
Street. Brown Street is home to
several businesses; however,
parking has been an .ongoing
problem for quite sometime.
Adams recently completed a
survey with 14 of the businesses
located on Brown Street, regard-
ing a proposal which would pre-
vent through traffic on Brown
Street. The proposal is to turn it

Rotary gives

$40K to Habitat
STAFF REPORT

The Marianna Rotary Club pre-
sented the final) installment of a
$40,000 commitment Wednesday
to Jackson 'County Habitat for
Humanity....-.
The .money was donated in
order to fund the building, of a
new Habitat for Humanity home,
as part of rotary International's
100th anniversary celebration.
Jim Hart, Marianna Rotary
Club president and Dr. Joseph T.
Sherrel, former president,. pre-
sented the final payment to Leslie
Fuqua, exeCutive director of
Jackson - County Habitat for
Humanity. '
Habitat for Humanity builds
and rehabilitates houses through
volunteer labor and donations of
money and materials, in order to
provide shelter for the needy.
The Marianna Rotary Club
made an initial $20,000 contribu-
tion in 2905, and a pledge to con-
tribute an additional $20,000, in
five annual installments of,
$4,000.

Calhoun fugitive first of 12

To kick off its effort to round
up a dozen of its most wanted
fugitives, the state used the
story of a man who escaped
from an area prison almost 10
years ago.
The Florida Department of
Law Enforcement and the
.Department of Corrections are
partners in the campaign,' called
the. "12 Days of Fugitives" in a
.play oir its.Christmas season tim-
ing.
On launch day Tuesday, the
state featured fugitive Julio
Bonchea.,. who escaped from
Calhoun Correctional Institution
near Blountstown in March 2000.
He had been sentenced in 1998
to serve 18 years in prison for
two attempted murder convic-
tions.
According to a press release
from FDLE, Bonchea had headed
up a three-man home invasion
robbery in Miami, in which one
victim was stabbed and another
was shot at several times.
Authorities believe Bonchea
escaped after he changed into
civilian clothes his brother
brought into the prison, then put
on a disguise and walked unde-
tected through the front gate.

Bonchea was on the run for
most of a year, but was arrested
in June 2001 in San Jose, Costa
Rica for attempted murder with a
firearm.
Sentenced to serve 11 years
there, he escaped the foreign
prison in June 2005.
He is described as "highly vio-
lent," has family in Cuba and
connections in South Florida, but
could be living undetected "in
any Spanish-speaking communi-


ty anywhere," thd press release
advised.
-He is about 5 feet, 7 inches tall
and weighed about 155 pounds
when he escaped. He has worked
in travel, insurance and sales, and
speaks Spanish and English. He
uses several aliases, including
Julio Bonachea, Manuel Tata
Rodriguez and Migucl Tata
Rodriguez.
He was featured Tuesday on
digital billboards around the

state. A warrant is active charg-
ing Bonchea with escape, a first-
degree felony.

The caippaign is timed with
Christmas in the belief that this is
the time of year when Bonchea
and the other targeted fugitives
would most likely try to reach out
to friends, family and their com-
munities.
More than $22,000 in reward
money is available in the multi-
fugitive manhunt, with up to
$2,500 being offered for infor-
mation leading to an individual
fugitive.
The other eleven being sought
are Robert Finley, Robert
Baldwin, Glen Chambers, Phillip
Donovan, Jano Evans, Frederick
Schueler, Gary Prater, Harry
Braswell, Michael Salem, Fred.
Barrett and Oscar Richardson.
Some have been on the run as
much as 30 years; Bonchea is the
most recent escapee. Each. of
those will be featured on a differ-
ent day.

presentation on the hydro-
logic (�ater) cycle.


Discussion followed
about how to change salt
water to fresh; how to make
creek water drinkable when
you go camping; and water
conservation needs and
strategies.
. The group's hands-on
project was making a
"Water Cycle in a Jar."
Students filled individual'
containers with soil, sand,
small rocks, plants and a
bottle cap of water. The
containers will be placed in
a sunny spot, in order to
view the water cycle in
action.

Seminole tribe hits jackpot

TAMPA - Thanks to intro-
ducing blackjack table games
and advanced machine games
beyond bingo, -Florida's Indian
gaming facilities increased rev-
enue in 2008 by 19 percent to
about $1.9 billion, the'publisher
of an annual gaming almanac
reported.
That compares with 2 percent
year-over-year growth in 2007,
states Casino City's 2009-10
Indian Gaming Industry Report
released Wednesday.
Indian casinos nationwide
reported 1.5 percent revenue
growth in 2008, the slowest annu-
al growth on record, with $26.8
billion in gaming revenue amid
the recession.
Florida ranked fifth nationwide
in Indian gaming revenue;
California ranked first at $7.3 bil-
lion.
-The Seminole Tribe operates
seven casinos in Florida, and the
Miccosukee Tribe operates one in
Miami. The Seminoles added
advanced table games in
Hollywood in June 2008, in
Tampa in November 2008 and in
Immokalee in December 2008.

involving non-Indian gambling
competitors, conservatives in the
state Legislature and the goals of
the Seminole Tribe and Gov.
Charlie Crist.
The Seminole Hard Rock
Hotel & Casino in Tampa is plan-
ning a new hotel tower, addition-
al meeting and convention space
and a 1,500- to 2,000-seat music
venue, to be completed in phases
by December 2011.
The Seminole Tribe also plans
expansions at its Coconut Creek,
Immokalee and Hollywood, Fla.,
operations.
However, the Casino City
report states that expansion of
non-Indian gaming in Florida
could have negative effects on
Florida Indian gaming.
Crist had proposed giving the
Seminole Tribe exclusive rights
to blackjack and slot machines
beyond Broward and Miami-
Dade counties, which have voter-
approved slot machines, but
Seminole gambling competitors
oppose that plan.
Conservative lawmakers con-
tinue to oppose a Crist gambling
compact he forged with the
Seminoles in 2007 in which the
tribe offered to cut the state in on

Lane, Lady Indians overcoming

season's worth of adversity

Things haven't come easy to the Chipola'
Lady Indians this season.
In a year in which Chipola coach David
Lane brought in a completely revamped ros-
ter of all new players, the Lady Indians have
had to fight through injury, suspension and
inexperience for much of the first half of the
season.
The Lady Indians have lost two starters to.
season-ending injuries, lost another briefly to
a suspension, and fell out of the national
rankings after dipping below .500 with a loss
to Hillsborough' on Nov. 24.
It wasn't exactly the blueprint Lane had in"
mind before the year started.
"I think 'trying' would be a good word to
describe the season so far," the sixth-year
Chipola coach said. "I hope we reached our
low point right before Thanksgiving (with
back-to-back losses to St. Petersburg and
Hillsborough).
"If that's the low point and the kids can
build on that and use it to learn from what got
us there, then we'll be in pretty good shape
-this year."
It seems the Lady Indians have turned a
Scorer since their last losses, taking three
straight impressive wins to improve to 7-5.
Chipola posted a 92-52 victory over FCCJ
on Nov. 1 in Marianna. It dominated in a Dec.
5 rematch with St. Petersburg, 81-56, before
taking an 84-58 win over Miami-Dade the
following day.

Indians looking to hit break on a high note

The No. 8 Chipola Indians head to
Ocala this weekend to take on Palm
Beach and .Hillsborough in their final
games before the Christmas break.
The 9-1 Indians are coming off one of
Their biggest wins of the season on Dec.
5, a 104-92 overtime win over No. 20
Central Florida.
It was the third straight win for the
Indians after suffering their first defeat
of the season, 55-53 to Howard on Nov.
28 in Niceville.
"Chipola bounced back with wins of 34
and 40 points over Enterprise-Ozark and
Georgi4a Perimeter, before the win over
Central Florida.
First-year Indians coach Jake
Headrick said the loss to Howard was an
enlightening experience for his team.
"Against Howard, it was all the little
things that got us beat," the coach said.
"We had so many opportunities that

"Palm Beach has a bunch of new guys,
but they're a very scrappy team,"
Headrick said. "They've got some
young guys who are still trying to.find
their role, but they've always got talent
down there."
Hillsborough boasts the nation's third-
leading scorer in Faisel Aden, who is
averaging 28 points per game this sea-
son. He is signed on to play for
Washington State next season.
They have a 7-foot, 3-inch starting
center in sophomore Marial Dhal, a
Houston signed, who averages seven
blocks per game.
Hillsborough's 6-foot, 8-inch fresh-
man Richie Edwards is also a major
prospect.
Headrick said his team will have his
hands full trying to deal with the Hawks.
"They've got three guys that are real-
ly. good," the coach said. "(Aden) can
really score the basketball in a lot of.

Lane said it's important for his
team not to lose any of the momen-
tum it has built heading into the hol-
iday break.
"Obviously, we want to end on a
good note and. have them feeling
good going out," the coach said of
his players. "We need wins as much
as we can.
"At the same time, we want them
to get on a good roll going into the
break, but we also need them com-
ing back from the break with a great
frame of mind.",
Lane said that.while this season
has presented a lot of issues to him
as a coach, he's actually more com-
fortable with these challenges than
some of those he dealt with last sea-
son.
"Last year, it was difficult even
though we were winning because
we 'were still dealing with issues,"
the coach said. "You can handle the
oi-court stuff, but it's off-the-court
stuff that can really age you. I think
we were dealing with that this time
last year and that was the frustrating
part.
"This year, yeah, it's frustrating.
But'you at least keep a good head'
about yourself. They're freshmen,
so you. stay focused and look for
those little improvements every day
that you're getting and build on that
to keep going. If we're able to get
through this, we'll be.fine."

Lindsey Carr made 10-of-18 from
the field to score 26 points in
Chipola's win over FCCJ.
Starting point guard Bianca
Jarrett knocked down 6-of-10 from
long range to finish with 28 points
in the win over St. Petersburg, then
bounced back with 25 more against
Miami-Dade.
"We've just shot the ball extreme-
ly well," Lane said. "We're going to
have to be a good shooting team.
"What we've also been able to do
is put some pressure on people
defensively with our quickness."
The Lady Indians will try to keep
it rolling this weekend in Pensacola,
as they take on Wallace State
tonight and LB Wallace on
Saturday.
Chipola will. return home on
Monday to play its last game before
the Christmas break against Central
Florida at 6 p.m.

The Chipola College
Lady Indians will hold a
softball camp on
Saturday from 1 p.m. to

in softball fundamentals

Small business banking
If we had no winter, the spring would not be so pleas-
ant; if we did not sometimes taste of adversity, prosper-
ity would not be so welcome. -Anne Dudley Bradstreet
Getting a small business loan now is extremely diffi-
cult as so many financial institutions - both communi-
ty and national - are not giving them out at all. If loans
are being offered, the requirements are onerous with
heavy collateral requirements and a heavy commitment
to a down payment.
'Our government has done so much to bail out big
business and big banks, but little of this has shown up to
help small business, which is the lifeblood of our coun-
try. We had one firm that had just gotten a contract from
the state of Florida to provide workers in the medical
field. They had a purchase order obligating them to sup-
ply over 100 jobs employment for over nine months, but
they needed additional funding to cover the initial pay-
roll, which amounted to about $150,000.
The state was going to guarantee payment once the
workers were found, but this young firm just could not
get the initial financing necessary to sustain them until
they got the first payment from the state. The firm had
tried almost every bank, but none were willing to loan
them funds. They were just unwilling to take the risk
required to create jobs that are so vital to our economy.
For most small businesses, there are, however, sever-
al avenues to acquire the funds that are needed to grow
and build the infrastructure for the coming recovery.
Firstly, look to credit unions as many of these financial
institutions have funds available and are now offering
small business loans with very attractive rates.
Additionally, the Small Business Administration has a
great program called the "504" loan program, which
furnishes loans to small businesses. SBA 504 loans offer
small business owners and manufacturers access to low
interest, long-term and fixed-rate financing with only 10
percent down payment requirements for the purchase,
construction or renovation of owner-occupied commer-
cial real estate and/or the acquisition of industrial equip-
ment or other fixed, assets. A firm called Florida First
Capital Finance, which has offices throughout Florida,
offers these services.
Finally, if you need financing, consider raising funds
from your friends or relatives, a method that is typically
called bootstrap financing. There are so many wealthy
investors, or "angels," that love to loan money to small
businesses if the deal is right. Ask your accountant and
possibly your banker if they know of any.
While the opportunities for acquiring funds to expand
your business are exceedingly limited right now, there
are still vehicles available to you to raise money. It takes
much more work than it used to, but it can be done. Like
most things, raising funds - especially in this market
- is tough, but with a plan it can happen.
