Wild ride ends after six crashes

By DEBORAH BUCKHALTER
FLORIDAN STAFF WRITER
Charges are pending against a
Marianna woman following a
series of traffic accidents
Saturday, one of which left her
critically injured and another
woman seriously injured.
According to the Florida
Highway Patrol, Beth R. Fowler,
40, was traveling recklessly on
State Road 73 around 6:32 p.m.
when she approached another car
that was attempting to turn left
into a driveway just north of
Loblolly Drive.
Fowler's vehicle, a white 1998
Toyota passenger car, rear-ended
the other car, driven by 18-year-
old Courtney Hodges, according
to the highway patrol.
Fowler and Hodges were both
taken to Jackson Hospital for
treatment.
The accident ended a series of
hit-and-runs Fowler was alleged-
ly involved in, according to the
highway patrol. Prior to this
crash, Fowler struck into and left'

three vehicles on SR 71, and two
more in the city of Marianna.
According to Capt. Bill Bryant
of the Marianna Police
Department, Fowler also struck'
two stop signs and a power pole.
She also is alleged to have nearly
run over firefighters who were
assisting a man who was suffer-
ing from exhaustion just after the
Marianna Christmas parade.
Bryant said the in-city inci-
dents happened just after the
parade had ended.
The first incident occurred
around 6:18 p.m., when Fowler,
northbound on Jefferson Street,
allegedly struck a car parked in
front of the Presbyterian Church.
The car, owned by Megan Rose
Scott, sustained roughly .$4,000
in damage.
Moments after that, around
6:24 p.m., officers were dis-
patched, to an area near ,the
Jefferson' Street and Kelson
Avenue intersection in reference
to Fowler's Toyota and its alleged-

Christmas Fund faces 'crisis'

BY DEBORAH BUCKHALTER -
FLORIDAN STAFF WRITER
Organizers of the Jackson County
Christmas Fund are afraid some families will .
have a blue Christmas this year if donations. ,.
don't pick up.
The news isn't all bad. The children in
Early Childhood Education are doing their
part, providing Christmas goodies for seniors
who are lonely or in need. Chipola College ": .
students are also pitching in to help. People -3
have stepped up to provide for all-the foster' ' ..
families in reed who are being helped
through the fund this year. -.
But the money that goes, to purchase toy'" "'
and food coupons for families with children is ' '.
very slim right now, according to Christmas
Fund project coordinator Bonnie Williams. '
She said donations are-running far behind V
what they-should be right now. .
"We have less than a half of our target
amount right now," Williams said. "We need
to be at least two-thirds of the way there." ..
She said organizers of the fund would like to
help 100 families this year. That's about a quar-
ter of the number -who applied, 'she said. She's
not sure the Fund will be able to even stretch to Pat Hall and Leigh May look through some of the gifts for seniors being given by student

Open house for Habitat's 'green' home

Eric Anderson checks the paint around one of the special insulat-
ed windows installed in Habitat for Humanity's latest home. It is
Habitat's first "green" home in Jackson County. -Mark
Skinner/Floridan

BY DEBORAH BUCKHALTER
FLORIDAN STAFF WRITER'
Habitat for Humanity went
"green" when building its 44th-
home in Jackson County.
Because its unique, eco-friend-
ly features may be of interest to
the general public, the new
homeowner is allowing people to
tour the structure Dec. 10. Thq.
open house begins at noon and
concludes with a dedication cere-
mony at 5 p.m.
The house is located at 4137
Cedar St. in Marianna.
The home is certified as a
Leadership in Energy and
Environmental Design, or LEED
structure.
Several green features are
expected to make the home more
energy efficient, give it a longer
life, and create a superior air-
quality standard.'.
The home's metal roof, its spe-
cial insulation, its energy-effi-
cient air and heating unit and its
specially treated windows are
some of those elements.
The insulation is a spray-on
foam called icyene. It is believed'
to create better heat flow resist-
ance because of its uniformity, a
feature that reduces heating and
cooling costs. Less air' gets in
from the outside, and sound is
better insulated as well. It is also
believed.to provide better mois-
ture resistance than traditional
insulation.
The home's glass windows are
coated with an ultra-thin metallic
layer that helps insulate the house
against heat and cold from the
outside.

Owner Cananea Staley said
she's excited about all the home's
green features.
She's a single mother with
three sons, ages 11, 9, and 2, and'
all of them are asthmatic with
allergies.
"It does help having all those
features," Staley said. "There
aren't as many chemicals in the
process of building, it has certain
types of treated wood and materi-
als, so it really feels good to
know that I'm moving my boys
into a comfortable, safe environ-
ment."
She said' she' was more than
happy to invite the public in to
see the finished product, which
she helped work on at every
stage.
"It gives the community an
opportunity to see what'can hap-
pen when .people come together
and volunteer, to see what good
can .come out of it. I met people
from everywhere, volunteers who
might call and say, 'Hey, I've got
some time, can I come and
help?'" Staley said. "I got a
chance to meet a lot of people
and make a lot of new friends. I
want people to be able to see
what a good product came out of
all that."
Work started on her home Oct.
3, but Staley was learning con-
struction techniques long before
that. Habitat provides up-front
funding for the homes it builds,
but homeowners must pay the
money back and also invest some
"sweat equity" in the process.
Once Staley learned in January.

STAFF REPORT
Two juveniles are facing
charges of burglary and grand
theft in Jackson County.
The victim, who lives on Flat
Road near Greenwood, reported
Saturday afternoon that five
firearms and a gray briefcase
were taken from his home.
The deputy responding to that
call had recovered a firearm earli-
'er in the shift and showed it to the
victim, who identified the gun as
his.
A subsequent investigation
revealed that the two juveniles
were responsible. Other firearms
were recovered and returned to
the owner, according to a press
release from the Jackson County
Sheriff's Office.
. One of the juveniles was arrest-
ed and taken to Bay Detention
Center, charged with armed bur-
glary and grand theft.
A criminal affidavit was for-
warded to the State Attorney's
Office accusing the other juvenile
of the same offenses.
The suspects were not named
because of their ages.

Williams

sentencing

set for.

Friday
STAFF REPORT
Sentencing for Wesley
Williams is set for Friday at 9
a.m. in the court of Circuit Judge
Bill Wright.
Williams was convicted in
October of killing ex-girlfriend
Danielle Baker and her three
young sons, the two oldest of
whom were fathered by Williams.
Baker was shot to 'death. The
boys, ages three weeks, one year
and almost four years of age,
were suffocated with duct tape.
In addition to the four murder
convictions, Williams was also
found guilty of three counts of
aggravated child abuse in the
case.
After Wright rejected the death
penalty as a possible sentence last
week, State Attorney Glenn Hess
said he now expects Wright to
sentence Williams to four counts
of life in prison.

learned from reports com-
ing in as the pursuit contin-
ued.
At around 6:32 p.m.,
motorist David Fast called
to report that he was near
the Kelson Avenue and
Caledonia Street intersec-
tion when a white Toyota
left the road, struck a stop
sign, turned sharply onto
Kelson and hit his truck.
Fast reported the car then
went off the left side of
Kelson Avenue, struck a
power pole, backed up and
hit his truck again. The
Toyota lost its fender in the
collision, and sparks were
flying from the vehicle as it
traveled east toward
Jefferson Street.
A passenger in Fast's
vehicle, David Foster,
reported pain resulting
from the crash. Damages to
Fast's vehicle were esti-
mated at $8,000..
At 6:37 p.m., the owner
of a Nissan Pathfinder,
Melynda Ann Kutchey,
called to say she'd been
eastbound . on Kelson
Avenue when a white west-
bound Toyota crossed, the
double lines, . entered
Kutchey's lane and struck a
traffic cone that had been in
the road as part of traffic
. diversion for the Christmas
parade. The cone struck the
front of Kutchey's vehicle
and the Toyota had contin-
ued west on Kelson Ave.
In the Kutchey incident,

that she'd get a home, she
started working off her
sweat equity debt by work-
ing on another house in
progress at the time. By the
time she started working
on her own home, she had
a good base of knowledge.
"I got to experience a lot
of things," she said. "I
helped to do the cinder
blocks for the foundation, I
hammered nails, I helped
with the basic structure of
the walls, I came back and
did other things. I didn't
get on the roof, but every
other process they 'did, I
had an opportunity to
experience."
This is Staley's first
home, and her sons have
already laid claim to their
rooms. Her oldest is get-
ting the front room, her
middle and youngest are
sharing the center room,
and she's taking the back
bedroom.
"The fact-that I'll actual-
ly be a homeowner gives
me a sense of pride, and a
way to show my children
that hard work can really
come to something for
you," she said. "I'm a little
nervous, I guess, because
now I have to take on the
new responsibility of a
mortgage, but 'still it's a
very gratifying feeling."
Coincidentally, Staley's
home is located next door
to her aunt, and she's glad
to know she'll have family

against Fowler - leaving
the scene of a crash with
property damage (amount-
ing to $1,000 or more), and
careless driving.
In the Fast accident,
Marianna police also plan
to level two citations, for
reckless driving with prop-
erty damage ($8,000) and
personal injury, and leav-
ing the scene of a crash
with injuries.
In charges related to the
overall the chase, Marianna
plans to issue citations
against Fowler for failure
to obey a traffic control
device, fleeing and
attempting to .elude a law
enforcement officer, reck-
less driving and a safety
belt violation.
After Fowler passed
Kutchey's vehicle, the pur-
suit of the Toyota contin-
ued, with four Marianna
patrol cars and a, Jackson
County Sheriff's Office
cruiser in pursuit by the
time the car turned off U.S.,
Highway 90 and continued
south on SR73 South.
According to Bryant, the
car didn't slow to cross the
railroad tracks and ran sev-
eral vehicles off the road. It
may have reached speeds
of up to 100 mph in the
chase at this point.
Marianna officers even-
tually slowed their pursuit
in hopes of allowing the
driver space to think it
through and stop. As a
result, they briefly lost
sight of the car on a hill. As

Although this is the first
LEED certified house built
by Habitat, the organiza-
tion obtained an Energy
Start rating on house num-
ber 43, which was also
recently completed. That
one almost reached LEED
certification, meeting 80
percent of the requirements
for such a designation,
according to Habitat con-
struction chairman Eric
Anderson, of Compass
Homes of Northwest
Florida.
Leslie Fuqua, Habitat's
executive director, noted in
a press release about
Staley's house and the gen-
eral move toward green
construction that the LEED
for Homes Green Building
Rating System is an assess-
ment tool offered by the
U.S. Green Building
Council to promote sus-
tainable design and con-
struction practices.
"This fits with Habitat's
mission to eliminate pover-
ty housing by building safe,
affordable houses," Fuqua
said in the release. "This
not only includes the cost of
building the house, but also
utility costs and sustainabil-
ity. Habitat has been work-
ing toward a more sustain-
able house for many years,
starting when the board of
directors voted to build
only brick houses. With
energy costs skyrocketing,
Habitat has been looking at

they crested 'it, however,
they saw a cloud of smoke
and realized the car had
crashed into Hodges' vehi-
cle.
The Marianna police
officer on the scene report-
ed Fowler remained bel-
ligerent after the final
crash. Bryant said she. was
bleeding from the mouth
and deliberately spit blood
at the Marianna officer.
The latest Florida
Highway Patrol report
available indicates charges
from that agency, the coun-
ty and the city are. all pend-
ing against Fowler.
Bryant said it appears the
hood of Fowler's vehicle
was lost in an earlier acci-
dent outside the city, near
Greenwood, but he had no
details of that crash.
Major Donnie Branch of.
the Jackson County
Sheriff's Office said his
agency worked none of the
accidents.
Highway patrol reports
Fowler had crashed into
and left three vehicles on
SR 71, outside the city lim-
its, but no further details
were available.
, Nicky Lovett, Marianna
assistant fire . chief,
acknowledged he was one
of those who narrowly
avoided injury when Fowler
allegedly sped down
Jefferson Street near the fire
station headed south.
Lovett said the timing of
the incident was a matter of
divine intervention.

gy efficient house at an
affordable price."
Fuqua said Tammy Dean
from Woodalls, a home
energy rater and green
building certifying agent,
recently joined Habitat's
construction committee.
Shortly thereafter, David
Melvin, Habitat board
president, became certified
to design LEED structures.
"Anything we can learn
and put into practice that
will make the house more
energy efficient, more sus-
tainable, and improves air
quality in the house benefits
the homeowner," Melvin
said in the news release.
"The committee. decided
to build a LEED house and
leam all we could about
sustainable design and con-
struction," Fuqua said. "We
couldn't have done it with-
out the expertise of Tammy
Dean ..., The City of
Marianna also partnered
with Habitat and provided
the gas tap for the house,
and Tammy Dean was
instrumental in getting a
tankless hot water donated
from the Rinnai Company."
Another aspect of LEED
is the impact of construc-
tion on, the environment.
This means using environ-
mentally preferable materi-
als and the minimization of
waste during construction.
"We recycled everything
at the construction site,"
Habitat board Vice
President Isaiah Morgan

"I think it's partly the economy, but I'm
also very much hoping its just that people
need a little nudge, a little reminder. Some
of our larger sponsors have had to cut
back, that's part of it, but some of it, I
think, is just that people need a reminder,"
she said.
"If things don't change, we'll be lucky to
help 60 or 70 families. Although they were

all told that our assistance was dependent
on the donations we got, I don't want to tell
anybody that we can't do it," Williams
added. "Christmas is almost here. I know
people are out there who will help if they
know the need is dire, and it is right now."

"Thank God it wasn't 15
minutes earlier, because
she was out of control and
she probably would have
killed a lot of people,"
Lovett speculated.
Hundreds of pedestrians
were lining the streets just
a quarter of an hour earlier
for the city's parade, he
said.
"Myself and the lieu-
.tenant were standing in the
middle of the road to wave
traffic through while other
crew members worked with
the pedestrian we'd been
called to help," Lovett said.
"It was just around the cor-
ner from the fire station, and
all of a sudden, we heard the
acceleration of a car by the
sound of sparks. By the this
time, the captain had rushed
everybody up beside the
curb, but she was within
five feet of hitting us."
. The stunned emergency
responders- watched as car
sped off with law enforce-
ment just behind.
"We yelled for the police,
and some of them were by
that time getting 'in pursuit
of her," he said. "We turned
and watched, and at the
Jefferson and U.S. 90 light,
which was red, she never
slowed up. Fifteen minutes
earlier, and the parade
would have still been going
on. She came around some
cars that were stopped at
the four-way, tires blowing
'sparks and no hood, and I
know some lives would
.have been lost."
