Appraiser's budget not adding up

is trying to clean up a significant
budget discrepancy, and" the
process is leaving' the Jackson
County Commission with more
questions than answers. Sha

approve the budget amendment, until they
have more information about how and
when the situation developed.
According to a chart obtained from the
Department of Revenue, prepared by the
bookkeeper in the office of the property
appraiser, salary totals are not accurate for
any employee in the office, other than
Cox is seeking to rectify the record, and
claims the discrepancy began with the

administration of her predecessor,
Liz Alford. However, she said it
continued to worsen over time
under her own stewardship.
Cox said Alford gave significant
raises toward the end' of her term,
and that those may not have been
depicted in the budget going for-
iron ward. With that inherited discrep-
ox ancy, Cox realigned some duties
and the salaries changed again.
But the chart prepared by her office
may not have reflected all the changes that
began before and during her administra-
tion. The chart also may not reflect the
annual base increases each employee was
given each year.
The chart is meant to show the annual

that needs to be made. Cox now says.she's.

Hospital donates first aid kits

Deputies with the Jackson
County Sheriff's Office got new
first aid kits for their cruisers this
week, thanks in part to the assis-
tance of Jackson Hospital.
The hospital's emergency
room crew put the kits together
and the hospital donated bags to

carry the materials. The sheriff's
office paid $1,300 for the first aid
supplies, and will get new sup-
plies free of charge from the hos-

Look out, Florida lawmakers, four
former governors are conducting a
full-court press to convince you to
resume funding the state's farsighted
land-conservation program, Florida
Forever. Legislators should heed the
governors' call. Floridians need all the
open space we can get.
Though Florida's population dipped
slightly this year, 19 million people
live here. That's projected to grow to
34 million by 2100. Will there be
enough parks, open spaces and pro-
tected watersheds for so many?
The key to answering that question
in the affirmative rests with today's
state leaders. It's hard to take the long
view when budget shortfalls are forc-
ing everyone to tighten their belts, but
courageous, visionary leadership is
what's called for now.
All it would cost to get Florida
Forever back on track is an allocation
of $15 million in the 2010 legislative
session. That's minuscule, but it repre-
sents a huge investment in Floridians'
future quality of life.
Last year, faced with a crushing
budget deficit, the Legislature diverted
Florida Forever trust-fund money to
the general revenue fund. Thus, 2009
became the first time in 35 years that
Florida had no new money to acquire
The Legislature's decision frustrated
Florida Forever supporters, including
former Democratic Govs. Reubin
Askew and Bob Graham and former
GOP Govs. Bob Martinez and Jeb
Bush. Now, they're co-chairing a
coalition of 100-plus groups pushing
for restored funding for the program.
As governor from .1979-87, Graham
started the Conservation and
Recreational Lands (CARL) program,
which morphed into today's Florida
Forever land-buying plan. He recalls
that, early on, all the land bought for
preservation was open space north of
The funding mechanism for CARL
and its successor. is a documentary
stamp tax on real-estate transactions.
At the height of the housing boom in
2006, the tax brought in $4 billion.
In 2008 the Legislature reiterated its
commitment to Florida Forever, but
then cynically turned around and tried
to cut its funding by 90 percent. Gov.
Crist vetoed that measure, but he
couldn't stop the drive in 2009 to kill
the program's funding altogether.
The acquisition money is raised by
selling bonds, and all the Legislature
has to do next session is appropriate
$15 million to trigger the process of
raising the maximum it allows for
land acquisition: $300 million a year.
That money would buy some prime
real estate at bargain prices, all for the
public good.

Cub Scouts in Pack 170
enjoyed a day full of honor-
ing veterans and collecting
food items for the local
food bank on Saturday,
Nov. 7.
Scouts rode in Assistant
Cub Master Steve Hutton's

truck through the Marianna
Veterans Day parade.
Webelos Hunter Hutton fol-
lowed the Scouts, as he
drove his 1950 FarmAll
Cub tractor. Both of the
restored vehicles have won
numerous awards over the
years in various shows
throughout the Panhandle.
The activities continued

nationwide Scouting for
Food program. Work sta-
tions were set up at Winn
Dixie and Grocery Outlet
from I to 5 p.m. Scouts
informed shoppers of the
facts and purpose of the
program, which is to collect
canned goods and non-per-
ishable food items to be
donated to our local food

there were 1,076 food items
collected by Scouts in this
very special service project.

The Malone Lady Tigers suf-
fered a disappointing season last
year, failing to make the playoffs
for the.first time this decade.
Attempting to revive the tradi-
tion-laden program is the sister
coaching duo of Kyndal and
Marcy Murdock.
The former Malone players
look to lead the Lady Tigers back
to the state semifinals, as did for-
mer coach Doug Powell, and
more recently, Vemette Skeete.
"So far, so good," Kyndal said
of her team's progress. "We've-
got a young team this year, but I
think we'll be pretty good. We're
pretty quick on defense, which is
something we're very excited
The Lady Tigers lost top scor-
ers Tosha Hall and Breanna
Laster from last year's team, but
they return starting point guard
Vanessa Olds, who will be the
only senior on the team.
Sophomore Shakira Smith will
be stepping into a larger role this
year, as will fellow sophomore
Olivia Daniels, and juniors'
Venisha Hearns and Autumn
Kyndal is aware of the chal-
lenges of having an, inexperi-
enced team, but she likes the
potential of her squad.
"I'm not too worried about
youth, because some of the
young girls are really stepping up
and becoming leaders," she said.
"They love the game.
"We've got some big girls, and
some quick and fast girls. We
should be pretty good all-around
this year."

varsity last season, and freshman
guard Tessa Shack, who will be
making her high school debut this
"Tierra will be one of our bet-
ter big girls," Kyndal said, "and
Tessa is fast as lightning. She'll
help us a lot on defense.",
Boih coaches said it has been a
challenge to learn about their new

players on the fly, but Kyndal
said it was obvious that the Lady
Tigers would need a big year
from Olds.
"We hadn't seen much of her
before, but we know she's good,"
Kyndal said of her only senior.
"She's going to have to handle
the pressure and provide leader-
ship for this team, but we know
she can do that."

Kyndal is a physical therapist's
assistant; Marcy is a registered
nurse at Jackson Hospital.
Both said that when contacted
about taking on the Malone
coaching job, it was something
they were excited about - get-
ting to work together at some-
thing they both love.

Bulldogs fall short, Toole qualifies

for regionals at district meet

The Marianna High School cross country
team fell just short of its goal to qualify for
regionals at the District 1-2A meet in
Tallahassee Saturday.
However, Marianna did see five runners
set personal record times Saturday, with
Lindsey Toole qualifying for regionals.
Toole finished 15th in the race - runners
have to finish in the top 15 to qualify for
regionals - with a personal-best time of
22:16, over a minute better than her previous
best of 23:32.
"She knew she had to get to 15th to get out
of district," Marianna coach Allan Gibson
said of Toole, "and she stepped up and ran a
big (personal record).
"Lindsey and Samantha (Arroyo) have
traded places being our No. 1 female runner,
so Lindsey back with a big race."
Toole will compete at the regional meet
Saturday at Sunny. -Hills Farms in
Tallahassee, where she'll need to again finish

in the top 15 to move on to state.
"It's a tall order because that meet is pret-
ty competitive," Gibson said. "But she's only
a 10th grader, so we look for her to maybe
make it to state next year if we don't this
The Bulldogs' boys team was right on the
edge of qualifying for regionals, but finished
seventh, with a top six finish needed to move

points, while West Florida was second with

Walton sixth with 149. Marianna was just 23
points off, at 172.

Saturday's action starts at
noon with Tallahassee and
Wallace (Han'ceville). At 2
p.m., Monroe plays Pensacola.
The final two games of the
day promise to provide some
great basketball as four top-
seven teams are in action.
At 4 p.m., No. 5 Trinity
Valley (TX) battles No. 7 Gulf
Coast. The 6 p.m. contest fea-
tures a top-three match-up
between No. 2 Jefferson
College (MO), and third-
ranked Chipola College. Two
games are slated for Sunday,
Nov. 15, with Gulf Coast and
Monroe at noon, and Chipola
and Trinity Valley at 2 p.m.
Chipola defeated Florida
State Community College at
Jacksonville 84-75 in the first
game of the season.
