Washington County authorities say they
have been talking to a "a person of suspi-
cion" in the Saturday disappearance of a
baby from her home in Chipley. The name
of the suspect was not released, however,
and no one had been arrested as of late
Monday.
A missing child, or Amber alert was
issued Sunday for seven:month-old
Shannon Lea Dedrick. She .was reported
missing by her parents around'1-30 a.m.
Saturday: She is believed to havedisap-
peared between the hours of 3 a.m. and
11:30 a.m. that day.
At a press conference Monday,
Washington County Sheriff Bobby
Haddock gave few details'beyond what he
had earlier issued in a press release. The
names of the parents, for instance,, were
still being withheld, along with further sig-
nificant information about the case.
. The Jackson Count\ Sheriff's Office
and the Graceville Policc Department are
assisting; other Washington County law'
enforcement in the search for the baby.
Searcher%`' initially focused on a half-
mile radius around the youngster's home
at 793C Brown Street, the team members
walking arm-to-arm in a close ground
search. That circle is ever-widening; how-
ever, multiple agencies and volunteers
were as yet unable to fund the child.
The family's weather-worn beige trailer
sits along a dirt trail off Bro\ n Street, and
currently behind ia strip ot yellow crime
scene tape.

The neighborhood gives way to large
expanses of woods and occasional
swampy ponds to the south.
For the past two months, Tanya Wilt and
Tina Blaylock received periodic visits
from a mother and her docile infant daugh-
ter who lived next doorin this Washington
County town.
They've been neighbors for the past two
months. Their mobile homes are separated
by just a few feet at the end of a dirt road

Jackson County has applied for
an $800,000 grant to build a new
main fire station and another
$600,000 to buy and aerial truck
If they're successful, Jackson
County Fire Rescue will have
achieved a three-point score for
the department.
The Jackson County Sheriff's
Office just got word that it will be
able to buy a "skid unit," with a
50-50 match from the Florida
Department of Forestry.

Accomplished instrumentalists
in the Baptist College of Florida
Jazz Band in Graceville show-
cased their musical abilities and
eclectic compositions to hun-
dreds of high school students at
the District 2 Band Festival held
in Panama City on Oct. 24, and
then at the First Baptist Church
Cottondale Oct. 25.
The jazz band, conducted by
BCF Professor Ron Branning,
will be making an appearance at
the Florida Baptist Convention in
Pensacola Nov. 10, as well as
their traditional performance on
campus during Preview Day
which is scheduled for Nov. 13.
On Preview Day, the jazz band
always welcomes and entertains
prospective students, parents, and
guests as they enjoy lunch out-
side on the campus grounds.
There will be another opportuni-
ty to hear the jazz band two days
later, as they perform during the
6 p.m. worship service at
Springfield Baptist Church in
Jakin, Ga.

Informant recants at wrongful conviction hearing

TALLAHASSEE - A jailhouse
informant recanted and apologized
Monday for falsely testifying against a,
man ultimately cleared by DNA testing
after spending 27 years in prison for a
wrongful murder conviction.
Roger Dale Chapman said investigators
threatened him with prison on a bogus
rape charge if he didn't tell a jury back in
1981 that William Dillon, 50, had admit-
ted to him that he beat James Dvorak to
death on a Brevard County beach.
Dillon, who broke down in tears as he
began his own testimony, forgave
Chapman during a hearing on claims bills "
filed in the House and Senate that would
compensate Dillon $1.35 million.
"I'm very sorry for what happened,"
Chapman said from the witness stand.
He then walked over to Dillon, shook
hands and wished him luck. Outside the
hearing room, Chapman told Dillon "They
put everybody on the spot."
"I understand, believe' me," Dillon
replied.
It was the first time they had seen each
other since the trial. Chapman declined an
offer to submit a written statemeAt because
he wanted to tell Dillon in person.
Chapman told a pair of special masters
appointed by each legislative chamber that
an investigator told him to get a confession
from Dillon while in a large holding cell
together.
"I said, 'Look, he said he didn't do it,"
Chapman testified. "He said, 'You are
going to say this or you're going to go
back to prison."'
Chapman said he had been released four
years earlier but was in jail on a rape
charge. It was dropped several days later
based on a blood test. Chapman said
authorities, though, threatened to restore
the charge if he didn't testify against
Dillon.
The key to the compensation case is
DNA testing that resulted in Dillon's

release from prison last year. A judge .
ordered a new trial, but prosecutors then
dropped the murder charge that had put
Dillon in prison for 25 years to life.
Cassie Johnson, former supervisor for a
private DNA laboratory, testified the test-
ing excluded Dillon as having worn a yel-
low T-shirt splattered with the victim's
blood that the killer left behind.
DNA from at least two unidentified peo-
ple turned up but not Dillon's, Johnson


testified by telephone from Fort Worth,.
Texas, where she now works for the police
crime laboratory.
D'Alemberte also borrowed a tactic
from O.J. Simpson's playbook by asking
Dillon to put on a T-shirt the same size as
the killer's. It was.too small for the 6-4,
,249-pound Dillon to get over his head and
shoulders. Dillon said he's put on some
weight since being arrested but was about
the same height and build.


A hitchhiker left the shirt in the truck of
a now-deceased man who had picked him
up in the early morning hours just after the
murder. The driver identified Dillon as the
hitchhiker at trial although he initially told
police the man was shorter and older than
Dillon with a mustache and close-cropped
hair. A picture taken of Dillon when
arrested just days after the killing shows
he had shoulder-length hair and no mus-
tache.
Dillon's girlfriend also testified she saw
him at the murder scene but she later
recanted, saying she had been told to lie
under threat of going to prison as an acces-
sory. Also before the trial she'd had sex
with one of the investigators.
Dillon filed his own court motion for
DNA testing, but the Innocence Project of
Florida, which has helped other wrongly
convicted inmates, then took his case.
D'Alemberte said Dillon's situation is
similar to that of Wilton. Dedge, who
received $2 million from lawmakers in
2005 to compensate for 22 years in prison
for a rape he didn't commit. He argued
Dillon should get about $2.4 million based
on what Dedge received.
Both crimes took place in Brevard and
dogs belonging to a now-deceased and dis-
credited Pennsylvania canine handler
sniffed out critical evidence in each case.
Since Dedge's bill, lawmakers passed a
law to compensate wrongly convicted peo-
ple $50,000 per year without going
through the Legislature, but it includes a
"clean hands" clause that excludes Dillon
because he had a prior felony conviction
for drug possession.
The claims process often takes years,
but D'Alemberte said *he is optimistic
because of the bills' sponsorship.
Senate President-designate Mike
Haridopolos, R-Indialantic, is sponsoring
the Senate bill (SB 22). Othermembers of
Brevard's legislative delegation are co-
sponsoring Haridopolos' bill or the House
version (HB'61) filed by Rep. John Legg,
R-Port Richey.

1,300 households, alerting


people in the area to be on
the lookout for the missing
child. Team Adam, an
extension of the National
Center for Missing and
Exploited Children, is also
assisting.
The Florida Department
of Law Enforcement,
issued a missing child
alert, and others assisting
in the search and rescue
effort include the Bay and
Holmes county sheriff's
offices, Chipley Police
Department.
"We're hoping for the


best, but prepared for the
worst," Haddock said.
Search and rescue per-
sonnel created a staging
area at the old Washington
County landfill not far
from Brown Street and
used all terrain vehicles
and horses to navigate the
thick woods. Scent-specif-
ic dogs are also being
used. Haddock said the
dogs picked up a faint
scent briefly, but nothing
that led investigators to a
specific site.
"The dogs are more


effective in tracking a per-
son that walked away from
a place, but this baby
couldn't walk. The child
cannot walk or crawl, it
did not leave the residence
by itself," Haddock said.
Haddock said the par-
ents have chosen not to
make a public statement.
"We are making that
appeal, and acting for the
family," Haddock said.

According to Jackson County Drug Task
Force leader Joey Rabon, the fire is believed to
have started when lithiufia battery strips came
into contact with water, a combination that
causes the strips to ignite.
Rabon said firefighters arrived to find the
motel's sprinkler system had doused the fire
late Saturday night. Firefighters then called law
enforcement because they saw suspicious mate-
rials in the room.
Inside, Rabon said law enforcement officials
found digital scales, coffee filters containing
crushed pseudoephedrine pills, lithium metal,
sulfuric acid, fertilizer, lye, camp fuel and
Liquid Fire, a drain-opening agent. All the sub-
stances, Rabon said, are commonly associated
with the manufacture of methamphetamine and
most are associated with the "shake 'n bake"
method.


Rabon said Baxter and Johnson had alleged-
ly fled by the. time personnel arrived, but were
eventually identified as suspects.
The room had been rented in Baxter's name,
Rabon said.
The hotel had to be evacuated when the fire
was discovered, and Microtel general manager
Lisa Goff said the process took only five min-
utes, even with a full house that evening.
"I'd actually trained the whole staff on evac-
uation, and they knew exactly what to do," Goff
said. "We had a packed house, but everyone
was out and in the parking lot in about five min-
utes."
She said this was the first such experience the
hotel has ever had to face.
"This is not something that happens to us, it's
the first time, and I just wanted to thank the
sheriff's department, EMS, the firefighters for
responding as quickly as they did and taking
care of us so well," Goff said. "They did a phe-
nomenal job."
