selected a local governmental
official to serve.on the organiza-

internal caucus
board, which acts as a special
advocate for the 35 Florida coun-'
ties identified as rural in nature.
FAC represents all 67 Florida
counties on a number of issues
related to "preserving home rule
authority for our communities by
restoring the partnership between
counties and the state legisla-
ture," according to a press release
from FAC about Branch's
appoi ntment t,: the Rural Caucus.
Branch and Nassau County
Commissioner, Barry Holloway
will share vice-chair duties on the
caucus, Hatch reports.
The press release also further
defined FAC's definition of the
home rule concept. "Home rule is
the ability of local' governments
to set or remove regulations to
better serve the unique environ-
ment of their county and its citi-
zens. What may work for a large
urban county does not necessarily
work for a small rural county, and
each county should have the
authority to make this imperative
unique decision."
About Branch's appointment,
the press release goes on to state
that his "history and commitment
to rural governments qualify him
to lead FAC in determining.
.statewide policy that carefully
balances.the home rule authority
with the interests of the state, per-
sonal and professional rights."
Branch said he'was honored to
be asked to serve.

Pony up!
On Saturday, Nov. 15, the
Jackson County Agriculture
Center on U.S. 90 will host a big
horse show/fun day event in
which even the humblest of
mounts are welcome.
Mules and donkeys, nags and
30-year-old "backyard Nellies"
are all invited to join in the bene-
fit for St. Jude Children's
Research Hospital, according to
event coordinator Tammy Dobek.
Admission is free to watch the
fun unfold, but owners will pay
$7 per event to get their animals
into the competition. If they're
game for all events, they can buy
an all-day entry fee of $35,
There are several opportunities
to compete, most of them with
divisions for children and adult
handlers or riders.
And there's one special race
that doesn't even require a living,
breathing horse.

According to it's Web
site, Quincy Farms was
built in 1981 and expanded
in 1991. Quincy construct-
ed two satellite mushroom
growing facilities in the

summer of 2001, and two
more in the winter of 2002.
Quincy shut down three
satellite mushroom grow-
ing facilities earlier this
Gardner, as well as a rep-
resentatives of Quincy
Farms,. could not be imme-
diately reached Thursday
for comment.

Jackson' County is in for some
nasty weather today. according to
weather and emergency manage-
ment officials.
A severe weather r warning was
put forth for the Florida
Panhandle, and Jackson County
can expect the bad weather to
arrive at about 1 this after-
noon, said Jackson County
Emergency Management
Director Rodney Andreasen.
From then, the severity is,
expected to increase into the
evening, said Andreasen, with
wind reaching its greatest threat
at about 7 p.m.
"Jackson County's in the cross
hairs on this one," said
Andreasen. "I just hope it turns
out okay."
Andreasen said Friday's
biggest issue will.likely be aind,

Scouts carve out a

good time on the farm

Cub Scouts in Pack 170 of
Marianna recently enjoyed their sec-
ond annual pumpkin carving contest
at the home of Don MacLaren and
Nancy Jones.

The Scouts were also able to take a
tour of the animal farm, where they
saw goats, donkeys, pigs, chickens,

WHTC recognizes first

firefighter academy graduates

- Washington-Holmes Technical
Center recently held a graduation din-
ner to recognize 22 graduates from
the first ever Fire Fighter I Academy.
The inaugural class began in April
with 36 students and concluded in
July. There was a first-time passage
rate of over 75 percent on the state
examination, when the firefighters sat
for the state board.

to a school board meeting. Tommy
Smith filled in and complemented the
graduates on their desire to put their
lives in danger to save another.
Certificates were then handed. out by
Floyd Aycock and Greg Hutching.
Hutching closed by telling the grad-
uates to always remember that no
matter what happens, that they are
appreciated and are invaluable assets
to their communities and our county.
The next fire fighter academy is
scheduled to begin in February 2009.

EJCMA planning holiday events


The East Jackson County Ministerial
Association is planning two big events for
the community during the holiday season.
The first event is the annual Thanksgiving
service for all of the churches in the east
Jackson County area.
The service will be held at the Salem
Wesleyan Church on Nov. 23, at 6 p.m.
The service will feature the Rev. Fred
Fitzgerald of Victory Baptist as the speak-
er. The Raines Family singers of Sneads
will bring the special music. A light sup-
per will follow the service. The public is
urged to attend and lend their support to
the Association's Scholarship program.

Registration is at 8:30 a.m., and
competition begins at 10 a.m.

be great, and we've contacted a
lot of horse people all over this
area, so we hope we'll do very
well for St. Jude. We're sure it's
going to be lots of fun for the rid-
ers and handlers, as well as for
people who just come out to
watch. We're hoping for a fabu-
lous turnout of spectators,
because it's going to be super,
super fun."
The stick horse races are just
the beginning of the quirky fun.
There's also horseback bowl-
ing, with divisions for children
and adults. "It's just like you'd go
bowling at the bowling alley,
except that you have to be on
horseback and the pins are three-
liter pop bottles and the ball is a

softball. You have to roll it under-
handed to the pins, just like in
regular bowling."
Polo is also in the line-up, also
with divisions for children and

the day is a weaning/yearling
obstacle course. The unmounted
handler/contestant must maneu-
ver a young horse through the

Chipley tries to avoid

The Graceville Tigers finish up
their regular season schedule
tonight against winless Chipley in
Chipley (0-9) has had a disas-
trous season and has lost 12
straight games dating back to-the
end of last season.
Graceville (8-1), which beat
Chipley 28-22 last season in
Chipley, is headed to the playoffs
next week against Eagle's View
in Jacksonville.

like the Super Bowl for them, so I
expect a tough game.
"(Beating Graceville) is 'all
they've been thinking about since
we got them over at their place
last year. It should be a close
game and I hope our kids are
expecting, the same thing."

its six-game, season-opening road
stretch this weekend in Decatur,
Ga. Chipola (3-1) plays Atlanta
Metro today at 4 p.m., before tak-
ing on No. 9 Georgia Perimeter
Saturday at 4 p.m.
The Indians were upset in the
second game of the season by
Three Rivers but have responded
with a pair of impressive victories.
Chipola defeated No. 1 Indian
Hills on their home court Nov. 3,
then routed Chattahoochee Valley,
81-51, on their home court

for the game, but when we play
unselfish, we play with what we
like-to call 'teamwork swagger'
and we're all on the same page,
we're very difficult to beat," the
coach said.
"That's because when we have
that, we can be on our 'C' game
and still win the game. When
we're not playing together, when
we're a little selfish or immature,

we're vulnerable."
The Indians will likely need
more than their 'C' game against
Georgia Perimeter, who will be the
third top 10 team that Chipola has
played this season.
"That will be a big game for us,
just a big road test," Heiar said.
"They're athletic and very quick.
They're more undersized and
they're going to press and trap and
gamble. They play a very high'
energy, intense style of game."
The Indians never have any
issue with a fast-paced game,
though Heiar said that combining
discipline and patience with the
speed game is the key to this
team's success.
"The thing that this team is
learning is the importance of
rebounding the basketball, stop-
ping transition baskets and taking
care of the ball," the coach said.
"(Against Chattahoochee Valley),
we only had 14 turnovers and we
had been averaging 23 per game
before.- If we can keep it at 14
turnovers and under and be plus-
12 on the boards like in that game,
we'll be in great shape.
"It's a pretty simple game, but
getting kids to understand what's
important to winning is always a

24-inch, 3b-inch and 42-inch diameter mainline loops,. approximately s9.8
mules of 30-inch new mainline and approximately 36.1 miles ot 20-inch and
24'mch diameter new lateral pipelines. The project also includes the acqui-
sjtion' from Florida Power & Light of approumatelv 22.7 miles ot an existing.
20-inch lateral connecting FGT's mainline. Compression horsepower addi-
tions totaling 213,600 % ill be constructed as part of the project. FGT is
requesting apthonzation from the Pipeline and Hazardous Matenals Safety
Administration to operate certain segments ot its e\isnng pipeline system
S.n.addifion to portions of the propotsd pipeline e\pan.ion at greater pres-
sures than current\ authorized. This authonzanon would eliminate the
need to coristruct an additional .0.5 miles ot 3 -inch mainline loops. The
proposed in service date tor the projlet is April 1. 2011, the e\ceptioh
of one new lateral segment in which h it has been requested to be completed
by July 1, 2010.
The purpose of the Phase\VI [ Expansion Project is to deliver needed
natural gas volumes to six electric generation uhlihes within the state of

How Landowners are affected:

A pipeline normally requires a permanent 50-foot wide right-of-way.
During construction, FGT will need an.additional 50-75 feet of workspace
next to the permanent right-of-way. FGT may also need temporary work-
space in certain areas, such as road, railroad, or stream crossings, to accom-
modate particular construction activities. Property owners are entitled by
law to receive compensation for having a pipeline on their property. FGT
will negotiate with the property owners to receive approvals with a signed
easement for needed property rights.
To the e xtent that FGT is unable to negotiate easement rights with
landowners whose property the pipeline construction impacts, such ease-
ment rights may be determined in accordance with the eminent domain
laws of the state in which your property is located.
