Marianna proposes village
increase to cover deficit

Marianna City, Commissioners
were asked to consider an increase in
the city's millage rate to cover the
city's expected deficit in the 2008-
2009 fiscal year.
Commissioners and city staff were
gathered at a special meeting
Tuesday to discuss the city budget, in
order to be better prepared to set a
tentative village rate at a special
meeting today at 5 p.m. at Marianna
City staff proposed an increase of
one mill, which would bring the mill-
age rate to 2.952 percent.
The increase would cover an esti-
-mated $100,000 deficit that the city
faces in the year ahead, according to
City Clerk Kim Gainer. She said
about $18,000 of that is in utilities,
with another $75,000 of the deficit in
City Manager Jim Dean said the
proposed millage rate increase would
help the city avoid using its reserve

Damarco Graham has stitches in
* his arm from injuries he sustained
trying to enter a burning building
Sunday afternoon, but says he'd do it
all over again.
Graham was sitting out on his
porch when he noticed smoke rising
from the home of his neighbor on
Lillianette Street in Marianna
around 7:30 p.m.
He quickly went around to the
back of Latrell McClain's home and
saw flames. Graham's heart beat
faster when his thoughts flashed back
to what he'd seen just a few moments
McClain had passed by in a car,
and Graham couldn't remember hav-
ing seen but one of her four children
in the vehicle.
He was worried that the rest of the
youngsters might be trapped inside
the house that was now clearly on
fire. He heard noises inside, and
imagined them frantically trying to

911, McClain raced to the front door
and kicked it in, but there was too
much smoke to see his way in. He
yelled out and strained to hear voic-
es, but just kept hearing things fall.
By the time fire department pulled
up, he said, he already had a towel
wrapped around his arm and was still
looking for a way to get inside the
house. He told firefighters that some-

He said he was told to bust the
windows out so that some of the'
smoke could escape. Another man,
armed with an axe, started doing the

"Anytime it comes to kids, I
wouldn't hesitate to do it again," he
said. "If it was my situation, I believe
someone would do the same for me.

hood, and now lives just down the
road from his childhood home. He
doesn't know McClain or her chil-
dren very well, but said that hardly
matters when its time to lend a help-
McClain said she was grateful for
his help and for the many other
neighbors who rallied to help when
they realized her home was on fire.

Quincy, Blountstown and Port St.

tucked in have clarified that
shirts such as polos are not an
exception to the rule.
According to Marianna High
School Principal Randy Ward,
the female models in the "Are
You Up to Code'?" feature in the
Sunday, July 27 edition of the
Jackson County Floridan were
actually in violation of the dress

shirt with another shirt tucked
in underneath it. The other wore
a similar ensemble, with a T-
shirt on the outside and another
shirt underneath it tucked in.
Ward said the young
women's outer shirts should

The School Board of Jackson
County has set a tentative millage
rate and confirmed it's proposed
budget for the 2008-2009 fiscal
year. The budget figure comes to
$96,144,082 and includes much
more than local tax money.
The board increased its total tax
millage rate to 5.855 percent,
from 5.660 percent in the last fis-
cal year. The board could have

The Florida Public Service
Commission approved an increase
in electricity prices for Gulf
Power Company customers
brought on by sharp rises in the
cost of the fuels used to make
electricity. The rate increase will
also affect Florida Public Utilities
customers, as FPU contracts for
power through Gulf Power.
Residential bills for 1,000 kilo-
watt hours will be raised 11.3 per-
cent beginning in September.
Gulf Power .requested the
increase, citing an approximate
$76 million shortfall in fuel bills.
It also requested to spread out the
collection of the shortfall over a
longer period of time (16 months
instead of 4 months) to lessen the
monthly impact on customer bills.
The FPSC granted both requests.
According to a news release
from Gulf Power, fuel costs make
up almost half of a typical elec-
tricity bill and Gulf Power earns
no profit on the fuel portion of the
bill. It said that its base rate has
not been increased since 2002.
The fuel used to produce elec-
tricity is mostly coal and natural

prayer was held in memory of
the ones who had passed away
since the last reunion. After the
blessing was said, everyone
shared a lunch of smoked ham,

salads and an array of desserts.
After lunch everyone enjoyed
a time of fellowship and the
sharing of old photos and
albums from previous reunions.
On Friday night, prior to the
reunion, all out-of-town guests
were treated to a dinner of cat-
fish with all the trimmings at the

The Dance Factory competed against dozens of dance studios from around the state and
area for top honors at Showstopper, the largest Dance Competition in the country. Senior

Kamal Zawahry, M.D., has retired from private practice as of July
5, 2008. Dr. Zawahry has been practicing medicine since 1968.
When he moved to Bay County in 1980, he was the first
pulmonologist here, and he has lived and practiced medicine in
Bay County for the past 28 years. He has treated patients in Bay
County, and for many years he also traveled weekly to outlying
underserved communities to help provide those patients with care.

miles per day are traveled just
to get kids to and from school.
State budget cuts combined
with rising utility and fuel
costs are affecting the school
district, said Sims, but still the
budget status is very healthy,
"Our budget is like every-
one else's this year. We're
down about $2.2 million from
this time last year (in state
funding) due to budget cuts.
There are things we're trying
to work with and of course,
through the years, we've been
cutting our budget. Our per-
sonnel and staff levels are
where they need to be and
we're going to have to dip into
our rainy day funds, some of
the reserves .that we have, but
that's what they're there for.
We're not cutting any pro-
grams. All our programs will
be maintained," Sims said.
The board will have a total
reserve, or fund balance, of
$19,186,940 to pull from if
needed. Of that total,
$274,897.is set aside for capi-
tal projects and $539,893 is to
pay off part of a $3 million
race-track bond the school

West Florida in Pensacola and plans to
marry in the fall. Jared is a recent
honor graduate of Marianna High
School and was dual-enrolled at
Chipola College during his senior year
and will continue his education at
Chipola. Kara will be a junior at
Marianna High School in the fall and is
involved with sports and extracurricu-
lar activities. Lou and his family are
active members of the First
Presbyterian Church of Marianna.

career are vested in Jackson County he

while the 13U ,Panthers can
advance to Thursday's title
round of the Dizzy Dean
World' Series with two wins
Panhandle 14U, after win-
ning its first two games of
the Dizzy Dean World
Series, dropped two' in a row
to Northwest St. Petersburg
Sunday and Limestone, Ala.,
Monday to be eliminated.
The 13U Panthers lost
their first game of the tour-
nament Monday night to
Grenada, Miss. 9-3, but
rebounded Tuesday after-
noon with a 15-4 victory
over Pensacola Bill Bonds.
The. win . means the
Panthers have to win twice
more today, first against the'
Georgia Diamondbacks at 10
a.m., then a rematch with
Grenada at 2 p.m. should
Panhandle win the first
Thursday's title game will
start at 10 a.m.
On Saturday, the 14U
Ascension, La. 12-2, then
topped Limestone 13-9 after

one-run game with two runs
in the bottom of the third
inning after three consecu-
tive doubles, by O'Hearn,
McClain and Locke.

Lakers-Sacramento Kings series went to
seven games during those playoffs.

have made to our referee operations staff,

Donaghy pleaded guilty last August to
conspiracy to engage in wire fraud and
transmitting betting information through
interstate commerce in the tips-for-pay-
offs scheme. "By having this nonpublic
information, I was in a unique position to
predict the outcome of NBA garhes," he
told a judge at the time.
Lauro said that to clear his conscience,
Donaghy began cooperating with prosecu-
tors even before he was charged, and
claimed he "provided the government a
roadmap" to widespread misconduct in

Prosecutors have said that though he
deserved credit for helping make the case

Battista, a professional gambler and
admitted drug addict, got 15 months in
prison for making bets based on inside
tips. Thomas Martino, the scheme's mid-
dleman, -was sentenced to a year and one
day for paying the referee thousands of
dollars for the tips. The three men attend-
ed school together in Springfield, Pa.
On Tuesday, the judge called Donaghy
"more culpable" than the others. "Without
Mr. Donaghy, there was no scheme," she

week set the restitution at $217,266, to be
paid jointly by the three defendants.
