Ethanol plant looks at Campbellton

An ethanol production and distribution
wholesaler plans to set up shop in Camplbellton
and promises to bring at least 55 jobs to the
area if the project goes through.
To help move the plan forward, Jackson
County Commissioners on Tuesday agreed to

sign a resolution supporting the company's
effort to qualify for tax breaks under Florida's
Qualified Target Industry (QTI) Tax Refund
In the. resolution, commissioners also asked
the state to release the county from a QTI pro-
gram rule that requires local governments to
make a contribution to the tax refund so that the
entire tax loss does not fall on the state.

"Destination Bio" is the code name assigned
to the company by the Jackson County
Development Council as that agency helps the
company work its way through the process of
possible development.
JCDC Executive Director Bill Stanton said
Tuesday he was not yet ready to disclose the
name of the company, but said it is based in the
southern United States and that it would be

selling its product on the open market.
The resolution signed by Jackson County
Commissioners Tuesday did yield further
information about the proposed operation.
The document states that the company will
invest $220 million in its project. That's almost
double what Green Circle Bio Energy put into

Jackson County schools have

Superintendent of, Schools Danny
Sims said that letter doesn't quite
reflect the whole truth.
In fact, he said, MHS had
enough raw points to get a B, but
there was no increase from last
year to this year in the learning
gains made by the poorest per-
formers, or those, in the lower
quartile of the student population.
That static condition cost the
school a two-grade move up T the
scale, he said.
"They didn't make learning
gains above the 41. percent
(achieved last year), so although
they've improved, we're still
working on it," Sims said. "We're
working with reading coaches to
improve the lower quartile to see
if we get movement: That will be
the emphasis."

Offer back on the table for county building
It appears the Walgreens drug store
chain has renewed its interest in buy-
ing the building that now houses
Jackson County's Community
Development, code enforcement and
weatherization program offices.
The brick structure is located at the
corner of U.S. 90 and Noland Street
in Marianna.
An agent speaking on behalf of
Walgreens on Tuesday offered the
county $695,000 for the aging build-
That's the same amount he offered
more than a year ago when the real
estate market was still red hot. All
five Jackson County Commissioners
indicated that they were eager to take
advantage of the unchanged offer
having been made in today's cooler
real estate climate.
There's one big problem though:
Above: An agent who says he's working on behalf of Walgreens drug store chain has renewed an offer to buy Where to put the staff that will be
this building from Jackson County at a price of $695,000. Below: Donna Armstrong, right, and daughter displaced by the sale of the building.

But it will likely not be finished
until August or September of 2009.
The agent wants to close on the
building by December of this year.
Under the current proposed terms
of the sale, the county could stay in
the building from December to May
2009 rent-free,- but in June would
start paying rent of $5,000 a month
as.long as the county continues to use
the structure. The county would have
to be out of it completely by
September of 2009.-
Commissioners directed County
Administrator Ted Lakey to negotiate
for a later moving date, and/or per-
haps a lower monthly rental fee.
The agent wrote in a memo to
Lakey that, as part of the Walgreens
proposal, he also plans to buy a near-
by piece of privately owned property.
: The same plan was announced
when the agent first offered to buy
the building, but plans were put on
hold before the deal could go:
through. The general economic
slump across the country was cited as
a factor in the stall.

When you have thunder-
storms, there are updrafts and
downdrafts associated with
them. The strength of these is
proportionate to one another.
The stronger the updraft, the
stronger the downdraft will be.
Very heavy rain is usually
associated with these two phe-
The downdrafts are caused
by the drag of rain and hail.
These downdrafts can be quite
intense. Remember, falling
precipitation evaporates ,and
cools the air which makes it
heavier than its environment.
Most thunderstorms generate
downdrafts. The cooling gust
of wind ahead of the thunder-
storm is the downdraft.
Another term you will hear
used for this is gust front.
Sometimes these down-
drafts become so intense, they
slam into the ground with tor-
nado-strength winds. To
someone who does not know
the difference, these
microbursts appear to be small
tornadoes. They actually can
make a roaring sound.
Remember, damage from a
tornado is usually in a fan like
pattern. Most downdrafts and
microbursts leave damage all
lying in the same direction.
