Parties pursue felons' votes
WASHINGTON.-- Seeking any edge in the upcoming presidential, state
and local elections, Democrats and Republicans are trying to register and
motivate a new pool of potential Florida voters: former felons.
"It is something we are pursuing," said state Democratic Party spokesman
Mark Bubriski on Thursday.
"The Florida Democratic Party is 100 percent committed to civil rights and
the right to vote is a major part of being a full participant in society," he added.
Not to be outdone,.a state Republican Party spokeswoman said the GOP is
targeting "ALL Florida citizens" eligible to vote in its registration campaigns.
The spokeswoman, Erin Van Sickle, also was quick to remind that it was
Gov. Charlie Crist, a Republican, who last year helped pave the way for ex-
felons to regain voting rights more quickly.
"Gov. Crist should be commended for streamlining the restoration of rights
process for those who have paid their dues to society, clearly illustrating that
this is riot a Democrat or Republican issue," said Van Sickle.
What's going on here?
Ex-felony offenders in Florida, suddenly, represent anywhere from 250,000
to more than 500,000 potential new voters in this fall's presidential race,
according to estimates.
Exact numbers are evasive, as some felons' imprisonment date from
decades ago, and the whereabouts of thousands of them today are uncertain.
But efforts in Florida to see that those ex-offenders are, at least, aware thdat
they can now vote are paralleling those elsewhere, including an effort m
Shreveport. La.
Barack Obama supporter Bertha Jimison has posted sk notice on the Obama
campaign Web site of a "You can Vote Too!" registration drive in that city.
There is no exact date set for the event, but the notice explains it will
include a special "round up" of ex-felons to make them aware they can vote.
Also, copies of the Louislana Election Code will be handed out to counter
unsmformation she says is being circulated suggesting otherwise.
Jimison said Wednesday she has received no reaction yet from the Obama
campaign to an e-mail she sent it about her plans.
Obama campaign spokesman Tommy Vietor had no immediate comment
on whether the Illinois senator might support that effort. He pointed out that
grassroots supporters can put notices of their events on the Web site "on their
own," much like blog entries.
Voting laws regarding ex-offenders vary from state-to-state.
For instance, Kentucky and Virginia have the most restrictive felon voting
laws. Ex-felony offenders are prohibited from ever voting.
states like Maine and Vermont let those imprisoned on felonies cast absen-
tee ballots from their cell.
Overall, it has been estimated that more than 5 million former felons today
remain barred nationwide from voting in elections, a disenfranchitt:ment
some argue disproportionately hits racial minorities and low-income
Americans. .
In Florida, until last year, most felons who finished prison and probation
time had to submit to a drawn-out review and waiting period, and possibly
investigations, if they wanted to regain the right to vote.

Nicholas Cody, 27, is currently in critical
COndition at a local hospital. Cody had a Taser
used against him three times during the course
of a traffic stop and subsequent foot pursuit that
happened Sunday evening.
According to Hughes, at 5:20 p.m. Sunday
Houston County Deputy Robert Reichert
stopped Cody for a seat belt violation near a
gas station at the intersection of U.S. 231 South
and Inez Road.
During the stop, Reichert observed what he
believed to be a bag of cocaine in Cody's pock-
et. After Reichert asked Cody about the bag,
Cody attempted to fight the deputy, and
Reichert attempted -to shoot Cody with his
Taser, Hughes said. Only one Taser probe hit
Cody, and Cody dove out.of the passenger side

window of his vehicle and ran.
Hughes said Reichert chased Cody to a near-
by apartment complex and used the Taser again
after Cody took an aggressive posture against
the deputy. Reichert used the Taser one more
time when Cody attempted to strike him while
he was being handcuffed, Hughes said.
Shortly after the third use of the Taser, Cody
stopped breathmg and appeared to be having a
seizure. Reichert performed CPR on Cody until
Dothan fire medics arrived. .
Reichert remains on active duty. Hughes said
it appears Reichert followed all department
policies concerning the proper use of Tasers
during the altercation with Cody.
According to Hughes, the investigation is
just an opportunity to have an outside agency

evaluate the incident.
Hughes said he is not considering eliminat-
ing the use of Tasers or changing any depart-
ment policies as a result of the incident. Hughes
said Tasers do more good than harm for both
suspects and deputies because they reduce the
mcidences of hand-to-hand combat.
"It keeps us from having to go hands-on,"
Hughes said.
According to Hughes, the substance in
Cody's pocket has been identified as cocaine
and warrants against Cody for drug possession
and resisting arrest are being obtained. Cody
has an extensive criminal record that inchides a
2004.Cottonwood.arrest for cocaine possession
and two drug-telated arrests m Houston County
this year.

a provider network for care in
Tallahassee; and coverage for prescrip-
tions, pregnancies and mental health.
If they can't, they may have to buy
more coverage to meet FSU's
demands, or enroll in the university's
health plan at $1,443 A year.
That equals about 40 percent of the
annual tuition and fees students pay for
a public university education in
Florida, and it's why most are waiting
to see how critical the need is for stu-
dents before jumping in,
University of South Florida leaders,
for instance, agree with FSU. Tracy
Tyree, USF's associate vice president
for student affairs, says a mandatory
health insurance policy reduces the
dropout rate.
"We believe'it has a great benefit for
I our students," Tyree said.
However, Tyree said, "there's a big

question mark on the cost savings.
. A committee made up of health offi-
cials from the state's universities is
examining how much schools can
bring down premiums if they had a
statewide policy that spreads the risk
among the universities' collective stu-
dent bodies. *
Sacher said that FSU's previous vol-
untary health plan was getting more
expensive for students. Switching to a
mandatory plan kept premiums lower,
she said. And because health insurance
is now required, students can claim
that cost on their financial aid applica-

tem's Board. of Governors that most
private schools require health insur-

lions in budget cuts as the Florida
economy soured. The board became
mired in a fight for its survival after a
legislative attempt to weaken its pow-
ers. And university leaders fought for
all the revenue they could by lobbying
for a tuition increase.
All that distracted from the health
insurance debate.
Sheila McDevitt, vice chairwoman
of the Board of Governors, said she
"picked up a real philosophical divide"
among her fellow board members.
She said she wanted to see more data
on costs and uninsured students, but
favored a mandatory policy when she
learned how universities lack the
capacity to treat students' mental
health needs.
"I am interested in doing what we
can to have as much coverage to the
largest number of students without
impinging on people's rights,"
McDevitt said.
Sacher says that 3,082 of the stu-
dents new to FSU last year opted for

bases with walks to Matthew
House, Aaron Williams and Justin
Crosby but three straight strikeouts
ended the inning with the bags full.

All-stars in the bottom of the fourth

The Mari'anna AAA All. Stars
picked up their first win in district
competition Saturday night in
Chipley- with a 12-4 clefeat of
" Holmes Cqunty.
In game one, veteran coach Stevie
Charles went with Ethan Strickland
on the mound for the first two
innings before sending Hunter
Eddins to the mound for the next two
innings and closing out the fmal two
of the game with Trent Charles.
In the top of the first inning,
Garrison Melzer reached on an error
and moved to third on a single by
Austin Torbett. Jake Daffin picked
up an RBI on a single that scored
Melzer. Trent Charles took advan-
tage of an error that also allowed two
runs to score. With two outs, Charles
stole home on a passed ball to make
it a 4-0 game before the final batter
ground out to first.
In the bottom of the inning, a two
out single was all Strickland allowed
before a ground out to short ended
the inning with no runs crossing the
plate for Holmes County.
