(Staff photos by Peggy Kehoe) Ericka Cheyenne Jenkins, Local Softball Star, Dies at Age 20 Ericka Cheyenne Jenkins of Lakeland, a graduate of Bartow High School and a local softball star, died Friday, Nov. 25, 2005, at Ericka Cheyenne Jenkins Lakeland Regional Medical Center, as a result of an automo- bile accident. She was 20 years old. Born in Bartow on Dec. 24, 1984, Miss Jenkins moved to Lakeland two years ago. She was employed at Publix Super Markets in Lakeland, and was a student at Polk Community College. An avid girls softball player, she was a member of the All World Series Girls Softball team at age 8, and played girls travel softball until she was 18. She was selected Miss Who's Who of America in the 2003 American Sports Edition, and was a pitcher for three state girls softball championships at Bartow High School. She also pitched for the Polk Community College Vikings in 2004. She was a member of First Baptist Church of Bartow. Miss Jenkins was preceded in death by her father, Wayne Jenkins, and her grandfather, A.C. Pierce. Survivors include her mother, Lynn C. Jenkins of Lakeland; her grandmother, Betty Pierce of Lakeland; and her grandparents, Herbert and Patricia Chancey of Bartow. Visitation: Saturday, Dec. 3, from 1 to 2 p.m., at First Assembly of God, 915 South Broadway Avenue, Bartow. The funeral will follow Saturday at 2 p.m., at the church, with Rev. 'Frank H. Top City Officials Get 3 Percent Raises -The three Bartow city officials whose salaries are set by the city commission will get the same pay raise as other city employees: three percent. The commission sets the salaries of City Mgr. Joseph J. DeLegge, City Atty. George Dunlap, and City Auditor Ruth Trainor. Under the city charter, they are the only city employees who answer directly to the com- mission. When Mayor Leo Longworth brought up the subject of pay raises at last week's commission work session DeLegge said his contract with the city requires that his salary increase be at least equal to the raises given other employees, "and that's all I'm asking for." Commissioners promptly agreed on three percent raises for each of the three officials. Tlre new salaries: DeLegge, $108,212.62, from his present salary of $105,060.80. Dunlap (whose job as city attorney is part-time), $78,797.47, from his present salary of $76,502.40. Mrs. Trainor, $42,033.89, from her present salary of $40,809.60. The salary increases, like those of other city employees, will go into effect on Jan. 1. Struggling at almost every meeting with controversies over housing densities in new subdivisions, Bartow city commissioners may undertake an extensive review of Bartow's land development regulations. The issue was raised last Monday by Commissioner Pat Huff, who said he would like the commission to designate some newly- annexed land for rural estate zoning, which allows only one or two houses per acre. He suggested that some property on E.F. Griffin Road and Gandy Road be designated for such development. He also suggested that people who live on one-acre lots outside the city be encouraged to seek annexation. Huff said he wants the city "to be proactive instead of reactive." Commissioner Brian Hinton suggested that the city needs a less dense standard in its comprehensive plan than "low density resi- dential," which permits up to six units per acre. That is the lowest density in the com- prehensive plan, which covers all single-fami- ly home developments. He said that plans for a 480-unit condo- minium development on County Road 555 overlooking the Square Lake subdivision "blind-sided me." Commissioner Andy Laurent said commis- sioners "need to have a full understanding of what is allowed" under various zoning and land use categories. City Mgr. Joseph J. DeLegge said the com- mission .needs to conduct a page-by-page review of the land development regulations. By S. L. FRISBIE, IV Publisher A three-member committee of city officials will consider when Bartowans should and should not be allowed to speak to the city commission. Mayor Leo Longworth raised the issue, asking if the commis- sion wanted to conduct a public hearing on the first reading of proposed city ordinances. The city charter requires a formal hearing on second (final) reading, and over the years, the commis- sion's practice on allowing public comment on first reading has varied from year to year and sometimes from meeting to meet- ing. "The public should have input, but the city commission must conduct its business in an effi- cient manner," City Atty. George Dunlap said. Some ordinances require pub- lic hearings on both first and sec- ond reading, he said. Commissioner Brian Hinton said the city used to accept public comment on first reading,, even when not required by the charter. "I favor more open govern- ment in terms of public access," Hinton said. Longworth said that after allowing a developer to make the case for his proposal two weeks earlier, he allowed an opponent time to speak against it. Commissioner Andy Laurent said the commission might con- City Honors Al Snapp For many years, Al Snapp attended almost every meeting of the Bartow city commission, often making suggestions to improve city government, or chiding the commission for the length of time it is taking to get the secondary road to Bartow Regional Medical Center built. On Friday, Nov. 18, Snapp died at the age of 84. The following Monday, in the front row seat where he often sat in the commission chambers, the city placed a bouquet of flowers and a sign which read: "In mem- ory of our friend Al Snapp." As the meeting opened, the commission and the audience observed a moment of silence in his honor. "You're getting a lot of information that's not true," he said. Mayor Leo Longworth told his fellow com- missioners: "We have planned for growth. We have planned well. We need to get that word out." Their discussion took place at the work ses- sion preceding last Monday night's regular meeting. At that meeting, a variety of views were offered by the audience. Pat Crisman, a former city commissioner, said that Bartow's growth spurt began with the completion of phosphate mining on land near the city and the willingness of major property owners to sell land for development. The city has planned for growth, she said, adding: "This is not the tail wagging the dog." She said that the city code has established a requirement for buffers; has created a sign code; and requires frontage and backage roads for developments on highways. The city built a new water treatment plant to enlarge its service capacity. "You can try to isolate Bartow, but growth will occur," she told the commission. People are saying they don't want Bartow to grow, but they want a major department store, a movie theater, and a bowling alley, she said. What people don't want is a change in the spirit of the community, she continued. The commission should listen to everyone, "but give greater weight to what is good for Bartow," she said. duct a full public hearing on first reading, with a shorter time for remarks at second reading. Longworth suggested that the shorter comments might be allowed on first reading. The fact that the commission passes an ordinance on first reading doesn't mean that it will pass the ordinance again on sec- ond reading, he said. Commissioner Pat Huff said that the city already holds two public hearings on zoning actions, the first conducted by the zoning board, the second by the city commission on second reading. There is no need to con- duct another hearing on first reading, he said. He suggested that the com- mission could make exceptions on a case by case basis. Dunlap suggested that the commission create a committee to study the issue. Longworth appointed Hinton, Dunlap, and City Mgr. Joseph J. DeLegge to the committee. On a related topic, commis- sioners generally agreed that the Brian Garrett told the commission: "The reality is that we have set up an adversarial relationship" over development issues. "Apparently there is some animosity. "The city has made some mistakes through .the years. "Your issue is that it's good for the city if it's good for taxes." T. Franklin Black noted that the city has annexed more than 11,000 acres, making it the second largest city in Polk County in land area. "Let's develop what's inside our borders," and not worry about development that is tak- ing place outside the city, he said. Longworth said he believes the city is more responsive to its citizens than the county is. Kay Blocker urged the commission to allow citizens to comment on zoning ordinances when they are considered on first reading, so that commissioners "can digest" arguments, pro and con. At Monday's meeting, the commission defeated, by a 3-to-2 vote, an ordinance that would have allowed a 41-lot subdivision on a 16.7-acre site on Gandy Road. The majority said they wanted to see the density reduced to 33 homes, two lots per acre. Final action on another subdivision, on E.F. Griffin Road, has been postponed until the Dec. 19 commission meeting to give the zoning board a chance to review a reduction in the proposed density. city needs to do a better job of alerting the public to zoning and land use issues. The city code requires notifica- tion by mail to people living with- in 150 feet of the affected proper- ty. Dunlap said that restricting notice to 150 feet on property on E.F. Griffin Road "is ridiculous." Even so, he said: "All in all, the system tends to work." Longworth suggested that property under consideration for zoning and land use decisions be prominently posted with signs, and that wider notification be given to neighbors. Commissioners also suggested more prominent listing of pend- ing zoning actions in The Democrat. Later in the meeting, Dunlap and Atty. Brent Geohagan engaged in a heated exchange over the issue of communication between the public and members of the zoning board and the com- mission. Geohagan, saying he was speaking only on his own behalf, A CHARLOTTE HARBOR man,. Ricardo Acosta, was injured in a single-vehicle crash Thanksgiving Day in front of the City of Bartow Water Plant. The extent of Acosta's injuries is unknown; however, he was conscious and alert at told the commission .that he saw "a somewhat disturbing trend" in public communication with city officials. He read from an Oct. 17 Florida City Government Week proclamation in which the com- mission declared its commitment to public participation in govern- ment. He said he had been told that one or more zoning board mem- bers or city commissioners had been instructed by a city staff member not to discuss zoning issues with the public. He said he didn't know who had given that order, but that he was sure it was not Dunlap. Florida law specifically allows the public to contact public offi- cials, even regarding quasi-judi- cial matters like zoning issues, he said. "Unlike a judge ... y'all and the city staff work for these peo- ple," he told the commission. The yet unnamed calf was born to first-time mother "Ellie," a 20-year-old African elephant, on Oct. 17, and had remained with mother off-exhibit. Hours on public exhibit will be limited for some time, and de. termined by mother and calf as they establish a pattern of be- havior. The calf continues to nurse and nap frequently, so at this time, zookeepers anticipate the pair will spend the mornings outside in the main elephant yard, and the afternoons in pri- vacy. Zookeepers report that the calf is nursing frequently and in- dependently, without the assis- tance of a platform. Zookeepers had previously constructed a wooden platform seven inches tall so that the baby could reach his long-legged mother to nurse. He has also met and bonded with Matjeka, another cow in the herd, and will be introduced to Mbali, the third cow, in the coming days in the main yard. Matjeka has taken on the role of "aunt," looking after the baby so that Ellie can take a break and eat uninterrupted. "The calf is now part of a so- cial group, which is very impor- tant to his development," said Lee Ann Rottman, general cura- tor. "Elephants raise their young in groups, and our calf will bene- fit from the same natural behav- ior." In addition to getting to know the cows in the herd, the calf is busy learning and exploring. He enjoys playing in a small tub of water and is learning how to mimic behaviors of the adult ele- phants, like picking up objects with his trunk and bringing them to his mouth. He is sleeping more at night, although still waking to nurse. The public also is invited to help name the baby elephant by voting online at www.lowry parkzoo.com. . The Florida Department of Transportation (FDOT) District 5 is unveiling the first statewide 511 travel information service that will provide construction updates, lane closures, traffic in- cidents, severe weather reports and Amber alerts for child ab- ductions. This is a free service, though cell phone minutes may apply. Also, for the first time, Flor- ida drivers will be able to plan their travel based on current congestion reports and current conditions available at the new website, www.FL511.com.. That's hardly news; it's hap- pened every year about this time for the past 2,000 years or so. But the arrival of Yuletide sug- gests the need for the annual recitation of a few of the seasonal prejudices of your leader. 1. Christmas has nine letters; it is impossible to spell the word without at least one each of the following: C-H-R-I-S-T. There is no X in the word. That applies to news stories, to headlines, to edi- torials, even to gift tags, if I had my way. And sometimes, in an imperfect world, I don't. This is a personal prejudice. I am well aware of the liturgical propriety of using X as an abbre- viation for the name of Christ. The Episcopal priest who taught my confirmation classes at FSU used it regularly for that purpose. We do not. The owner of this newspaper is named Frisbie, not X-bie. The father of our country was named Washington, not X-ington. Let us show Others the same courtesy. Clergy are free to abbreviate the holiday, as are advertisers. We do not inflict our personal preju- dices on them, any more than we ban the use of Thru, To-Nite, X- tra, and some of the other finer nuances of ad copy writing. But on the news side, he who abbreviates Christmas with an X does so at the peril of finding his paycheck similarly signed. [emo to the Staff (2) We shall begin no story with the ringing phrase: "Christmas came early this year for..." I used that cornball lead at The Tallahassee Democrat in writing a story about the Leon County school board getting a federal grant back in the early 1960s. My city editor should have bounced it back to me to rewrite in a less corny fashion. He didn't. I will. 3. There are two persons who are permitted to begin an account: "'Twas the night before Christmas, and all through the One is the late Clement Clarke Moore, who did it first. He never wrote for us. The other was my late father; he used to. Besides, he sometimes signed our paychecks. Never with an X. 4. And finally, we shall begin no story with: "There is no joy at Christmas this year for the family of ..." The tragic fact is that there are homes in which there is no joy this Christmas, just as at any other time of year. For reasons of poverty, illness, family strife, even death, there are some for whom this season of happiness brings no joy, and for them I have heartfelt sympathy. But there is a message in Christmas even for those who can find no joy. It is a message of hope. Of faith. Of love. Let us find that story; if we cannot find it on our news beats this year, let us at least find it in our hearts. Let's Not Forget About www.hometownmerchants One of the most exciting developments of the latter 20th Century was the Internet. It has allowed even people of limited technical dexterity to access volumes of information previously unimagined (and much of it inaccurate). . It has altlowd friends to comninumicate quickly and inexpensively (and junk mail- ers to send out reams of scams and Spamm"). It is a source of enlightenment and enter- tainment (and pornography). And it has opened up a new source of consumer goods of every type, often at prices that conventional retailers cannot match. It is this option that concerns us. This newspaper orders a few items from the Internet, almost invariably items not available from local vendors, things like computers and advanced digital cameras and accessories. But we still hold to the belief that as citi- zens of the community, we owe it to our fellow business owners to do as much of our business as possible with local mer- chants. There are the practical considerations, the ability to see, feel; try out, or try on the merchandise before we make a purchasing decision, and the ease of returning it if it doesn't work, or doesn't fit. There is the pleasure of doing business with a store "where everybody knows your name," or where at least some of the staff knows some of the customers by name. Perhaps' most important, doing business with local stores allows them to stay in business, to provide jobs to our friends, neighbors and family, to support local churches and schools and charities and civic projects. All of these things take money, and Internet vendors have no interest in any of them. If we want the convenience of being able to run into a store at the last minute, or to browse at our leisure and compare various models, or to talk to a knowledgeable salesperson about the merits, use or instal- lation of an item of merchandise, we have to patronize them. No, there is nothing illegal or immoral about shopping on the Internet; it is an option available to everyone with a com- puter. But we find great merit in doing the vast majority of our business with merchants who are committed to the community, who are there when we need them, folks who are ... well... a little like us. If it costs a few more bucks to help them keep the doors open, to stock their shelves with a variety of merchandise for our perusal, to hire people who can help us find just the right item, we consider it money well spent. FDOE Launches Reform Task Force Website Florida's Department of Edu- cation's High School Reform Task Force has launched a web- site, www.fldoe.org/hsreform. The website serves as a vehi- cle for submitting public input. Responses and input will be col- lected and presented to the task force at each meeting for discus- sion. Other features of the website include information on the task force mission, six goals, mem- bers, meeting schedule and ma- terials, as well as resources on secondary reform. Two goals will be discussed at each of the first three meetings of the task force. PCC Corporate College Offers Child Care Classes Polk Community College's corporate college will offer sev- eral child care classes in the fol- lowing weeks. A 20-hour class, Introductory Child Care, will be offered on Dec. 3, 10, and 17 from 8:30 a.m. to 3:30 p.m. at the Winter Haven campus. This course is required for all child care personnel, owners, and operators, who must com- plete a total of 40 hours of state- mandated training within one year of employment. The course covers state and local rules and regulations re- garding child care; health, safety, and nutrition; identifying and reporting child abuse and neglect; and child growth and de- velopment from birth through age 12. The course fee is $65. A 10-hour class, Infant/Tod- dler Care, will be offered on Dec. 3 and 10 from 8:30 a.m. to, 1:30 p.m. at the Lakeland campus. Exercise can't stop the aging process, but experts at Baylor College of Medicine (BCM) in Houston say that for the elderly, whether it's weight training, walking, swimming or biking, 30 minutes of exercise each day is a good prescription for aging. "It's never too late to start ex- ercising," said Dr. Robert Roush, an associate professor of medi- cine geriatrics at BCM. "Being physically active and exercising regularly can help prevent or de- lay some diseases and disabili- ties as people age." Loss of muscle mass typically begins in the 30s or 40s. As mus- cles shrink, fat cells take their place and that leads to a slow- down in metabolism and weight gain even if caloric intake and expenditure remains the same. "Any type of movement can be considered exercise, but resis- tance weight training has been shown to be the best way to re- duce the loss of lean muscle," Roush said. "Surprisingly, resis- tance training also increases car- diovascular fitness and it makes your bones stronger, too." Strength training is especially important for women. Since women are generally smaller in stature and weigh less than men, they're at a greater risk. for developing osteoporosis that can lead to fractures and immobility, making a weak person even weaker. Exercise can improve your overall health, reduce stress, help weight control, provide ar- thritis relief and help you get a better night's rest. If you are not already active, you should start slowly. Begin with exercises that you are al- ready comfortable doing. Start- ing slowly makes it less likely that you will injure yourself. And one should always warm up, cool down, and stretch before and after any exercise routine. Roush says it's a good idea to see your doctor or an exercise physiologist before beginning any exercise program, especially if you have any medical condi- tions such as joint or back prob- lems or heart disease. Once you start, watch for warning signs like dizziness, excessive short- ness of breath or pain or pres- sure in the chest while exercis- ing or shortly thereafter. "We all want to enjoy longer, healthier, active lives," Roush said. "A little bit of exercise can go a long way. So don't wait until you're older, start early in life and maintain some type of exer- cise for-the rest of your life." It's off to state again for the Fightin' Miners. With a 21-8 victory over the Bay Point Falcons, the Miners advance to the Class 1A state championship game with an op- portunity to defend their 2004 ti- tle. "We're unbelievably pleased," said Head Coach Mike Hayde. "This team has overcome a lot of adversity this year. We didn't let the four losses during the regu- lar season keep us down. We had an improvement plan. We've stayed together and improved each week. Our young guys have stepped up. "Fve got to give a lot of credit to Bay Point. They had an awe- some football team. They were better than we expected. They were very athletic and they had a very fast defense. "They were one of the better defenses we've played against this year; probable one of the better defenses I've seen in Class 1A in the last eight years," he said. "They had a lot of good players that were, physical. But I think we might have worn them down in the fourth quarter." To start the game, the Fal- cons kicked off to the Miners. Korneil Howard returned the ball to the Miner 29. For some reason, Onterio McCalebb didn't like being on the Miner side of the field, so he took a hand-off from Danny Grant and ran it all the way to the Falcon four-yard line. From there, Tamorris Grace had a two-yard run and a one- yard run to put the Miners on the Falcon one-yard line. Then, Grant pounded his way into the end zone on a quarter- back sneak, just 1:32 into the first quarter. The Falcons jumped off-sides twice to put the Miners half a yard from the goal line, so Hayded decided to try the two-point con- version. Grant handed the ball to Tamorris Grace who took it into the end zone to put the Miners up 8-0. "Tamorris filled in real well at fullback, and ran the ball just enough to give Henry a break," said Hayde. "We were able to get Henry on defense. We felt like it was more important to have him on defense tonight. We got great production out of our running backs." It would be eight unsuccessful drives, four for each team, before the score changed.With 2:53 re- maining in the first half, the Fal- cons scored on a quarterback sneak. The Falcon running back followed with a successful two- point conversion run to tie the score 8-8. The Falcon kickoff was re- turned by Howard to the Miner 39. Grant started the drive with a short pass to Tamorris Grace, who took it to the Falcon 45. A run by Roderick Clark put the ball on the Falcon 40, but a holding penalty dropped the Miners back to their own 45. Grant dropped back again, looking for an open receiver. He fired the ball down field, but the Falcons intercepted it with t2:27 left in the half. S Halftime came before the Fal- cons could get a drive going, leaving the score at 8-8. The second half began with a Valencia kickoff to the Falcons. The kick was returned to the Falcon 21. The Falcons put together a drive that lasted nearly three minutes, but the ferocious Miner defense stopped them, forcing them to punt with 9:10 left in the third quarter. The ball was downed on the Miner 40, giving the Miners ex- cellent field position to start their first drive of the second half. "In the first half we didn't have great field position," said Hayde. "We were able to get bet- ter field-position in the second half; run some play action and run the football." A series of rushes by Tamorris Grace, Henry Grace, Clark, and McCalebb took the ball to the Falcon 18. From there, Grant dropped back for a pass and found Mi- chael Williams in the middle of the end zone with 5:09 to play in the third quarter. Valencia's PAT went straight through, the uprights to put the Miners up 15-8. Valencia's kickoff flew into the end zone for a touchback to start the Falcons on their own ,20. The Falcons drove .the ball to the Miner 17, but were faced with fourth-and-10Q with just 17 seconds left in the third quarter. They tried to pass the ball, but it fell incomplete, giving the Miners the ball on their own 17 with 13 seconds to play in the third quarter. A two-yard run to the 19 by Clark ended the third quarter. Clark started the fourth quar- ter with a run to the Miner 32. On the next play, Grant handed the ball to Henry Grace, but the Miners were penalized for a false start, moving the ball back to the Miner 27. From there, Grant dropped back and found Michael Wil- liams speeding down the side- line. Williams caught the ball and took off for the end zone. A Falcon defender caught up to Williams at the Falcon 10- yard line, wrapped his arms around him, and tried to bring him down. Williams, however, was not going to go down easily. He dragged the defender all of the ten yards into the end zone with 10:43 remaining in the fourth quarter. A high snap went over Ant- wan Burke's head and was re- covered by Valencia, keeping the score at 21-8. With,6:37 left in the game, the Miners started their final drive from their own 38.Clark, McCalebb, and Henry Grace rushed the ball to the Falcon three-yard line, where the Min- ers faced fourth and goal, but Grant could not get to the end zone on a quarterback sneak, giving the Falcons one last chance with 2:28 to play in the game. The Miner defense wasn't about to relent at this point in the game. A very emphasized "I don't think so!" came when Jon Pickens burst through the Fal- con line and sacked the quarter- back. "It was real important to get a better pass rush this week," said Hayde. "We worked hard on that in practice." With three sacks Friday night, Pickens is two sacks away from the FMMSHS season sack record. The Miners sealed their vic- tory with a tipped pass that was intercepted by Tamorris Grace, giving the Miners the ball on the Falcon 44-yard line with four seconds left in the game. Grant took a knee, ending the game, and setting off a celebra- tion. "We're real excited about go- ing to Miami," said Hayde. "It's gonna be a great thing to allow the Miner fans to travel to Mi- ami." The Miners will play the Port St. Joe Sharks at Florida Inter- national University Community Stadium Friday night at 7:00. Tickets are $10 at the gate. Port St. Joe did not play in a state semifinal game because their opponent, University Christian was forced to vacate its position. University Christian had been using two ineligible student-ath- letes who attended a charter school rather than University Christian.
