Dear Governor Potter:

We, the undersigned United States citizens residing in the Canal Zone, take this means of expressing to you our deep appreciation and thanks for the forthright action you took on November 3, 1959, and thereafter to protect not only U. S. Government property, but the safety of life and property of residents of the Canal Zone from possible attack by an unruly mob attempting to enter the Canal Zone in violation of the peaceful conditions under which it was agreed the demonstrators could enter.

We wish also to express, through you, our appreciation and high regard for all members of the Police and Fire Divisions and others who participated so efficiently and valiantly in preventing the mob from accomplishing its avowed purpose of group demonstrations in prominent places in the Zone. We are confident that damage to public and private property and probable serious injury to residents of the Zone was avoided by your commendable action.

Finally, we desire to express, through you, our thanks
to the Commander-in-Chief, Caribbean Command, the Commanding General, United States Army Caribbean, and his forces for their timely response to your request for assistance in a dangerous situation which at the time was obviously beyond the control of our civil authorities.
