Harbor Watchers To Improve Viewing With Lago's Own (Closed Circuit) TV The Marine Department will have its own television station this fall. It will be a closed circuit system which will enable department workers to keep in closer communications with offshore vessels. A fifty-foot addition will be hoisted atop the present signal tower. At its peak, about 1271,. feet above the mean low water mark, will be two television cameras complete with weatherproof case, windshield washers and wipers Mounted atop each of the two cam- eras will be a signal lamp to provide visual contact with vessels lying off the harbor Each of the cameras will be able to scan 180 degrees, half a circle. Controls will be installed in the Mar- ine Department's Room 11 where an operator will be able to swing the cameras from side to side or tilt them up and down remotely. The' cameras will have a fixed focus and automatic lens control Department personnel have to be able to communicate with ships when they arrliv Radio is the easiest way, but all ships aren't equipped with radio equipment similar to that used by the department Those led and yellow striped balls and cones that are hauled aloft on the tower by lanyards provide a visual signal for harbor control. Radio, while a good means of com- munication, doesn't locate for the operator which tanker of the group lying offshore just sent that last message. The signal lamps will prov- ide a visual means of sending mes- sages to ships. Remotely controlled zoom lenses on the cameras will en- able the operators to pick out details aboard the ships, and concentrate the viewing screen on the signal lamps being used to send messages from ship to shore. Mr. Murray stressed, once again, the intensity of competition in the petroleum industry. He emphasized that any operation, like Lago's, can- not let down or relax. "Today's con- ditions in international business put growth opportunities the company seeks out for its employees, the edu- cational and scholarship assistance given by Lago not only to its em- ployees but to members of Aruba's academic community, and the sup- port lent to organizations like Jun- ior Achievement. His references to government in- cluded the thought that any govern- ment would do well to be reasonable in its expenditures and careful in its tax policies. "This is especially true of our government today because it is so important that new industries come to the Antilles. We can hope that nothing discourages their com- ing, or creates impossible situations for those already here." Mr. Murray conceded that there will be no ease in governing in 1963 or in the years ahead. Government is faced with problems and complexities undream- ed of fifteen or twenty years ago. Jersey Plans Laboratory Near Paris for Research In Finding, Producing Oil Jersey Production Research Com- pany has announced plans to esta- blish a branch laboratory in Europe in collaboration with Esso REP (So- ciete Esso de Recherches et d'Ex- ploitation Petrolieres), Jersey Stan- dard's French producing affiliate. The new research facility will be known as Jersey Production Res- earch-European Laboratory. It will engage in exploration and production research and will consult on special problems for affiliated companies in Europe and North Africa. After the research staff is assem- bled, new laboratories are expected to be located in the Paris area. Ar- thur L. Hicks, in charge of secondary recovery research at the Tulsa, Ok- lahoma Research Center, will man- age the European laboratory. He and Dr. Calvin C. Mattax, doing basic research on fluid mechanics at Tul- sa, will be the only non-European scientists at the new branch. Antenna Grounded Briefly; Better Contact Expected With Amuay Central Base The south VHF (very high freq- uency) radio antenna at the Marine Department was taken down for re- pairs March 11. It will be repaired in the Boiler Shop under supervision of the Instrument Shop. New directors and reflectors were made. The rods were also measured for more accurate length, according to J. J. R. Beaujon, assistant zone supervisor. The antenna provides one of the means of radio communica- tions with Amuay. Another antenna nearby on the same building will serve until the refinished antenna is remounted. The antenna in use now will be taken down and repaired later. Beaujon explained the repairs were needed because of salt water action on the metal and cracking of the reflectors. This causes distortion and interference with the central station in Amuay Bay. Lago's College Student Summer Training Program Slated To Start June 17 Lago's ten-week summer training program for college students is sched- uled to be held June 17 through Aug. 24 It is designed as a work- experience program to help students learn to work, gain experience for future careers, and orient themselves to the business world. Since the summer trainee will not be an employee of the company, he will rot receive wages, nor will he be eligible for benefits granted to per- manent employees. A student grant- in-aid of Fls. 175 will be allowed for each four-week period. The program is open to sons and daughters of residents of Aruba. Parents need not be Lago employ- ees for their children to be eligible for the program, but students wish- ing to take the program must be enrolled in a college or university and have successfully completed their first year of college work. Students whose college majors have practical application to Lago operations will be assigned to de- partments doing this type of work. Every effort will be made to assign students to a department where the work experience will be as practical as possible. Certificates will be awarded to those who satisfactorily complete the training program. Be- cause Number 2 is the spare, work is being performed on her when wor- kers get spare time from their dry- dock work on the Esso San Nicolas, twenty feet away. Those swells are particularly high - for a launch around the East Pier, and a new sixteen-inch gun- wale is expected to provide greater safety for what some Marine Depart- ment men call the "cast-iron bath- tub." She was a foot shorter on the gun- wale before the harbor was deepen- ed. Six inches were added all around then. Another six inches were added later because of those swells in the harbor. She's getting a new deck housing, too, during this process, and super- visors are praising the worker of Feliciano Damian, boilerman B, who's doing all the fitting and cutting on the job. Technically, she has an eight-and- a-half-foot beam and draws three feet, nine inches of water. And after a little sandblasting and a quick spray job with rust-retarding paint, she'll be back in service, picking up the mooring lines of the ships com- ing to dockside. They are Celestino Alberts, a dockman with Receiving and Shipping-Wharves; Marco H. de Cuba, a painter in Mechanical-Paint; and William C. Keefer, an equipment inspector in Technical-Engineering. Mr. Alberts' service totaled thir- teen days less than thirty-eight years. Mr. De Cuba had been em- ployed by Lago for twenty-eight and one-half years. Both retired effective April 1. Mr. Keefer leaves Aruba about April 16, having completed more than twenty-five years with Lago. I( W. C. IKeefer Mr. Alberts was originally employ- ed in April, 1925, as a laborer. He worked as a whar- finger on the docks, was prom- oted to corporal C in 1952 and to corporal B in May, 1959. During his employment, h e had no break in service. C. Alberts M. Five Lago Departments Hold 'O' Frequency Rate For Off-The-Job Safety Employees of five units started oft the first two months of 1963 without an accident in the Off-The-Job Saf- ety Program. They are the Executive Office, Community Services, Seroe Colorado schools and Accounting and Public Relations Departments. The Executive Office and Public Relations also maintained a zero fre- quency rate through last year. The rate for the entire company for Jan- uary and February was 18.02, com- pared with 19.29 last year. The Mar- Ine Department had a frequency rate of 1431, seven percentage points be- hind its 1962 figure of 21.76. Other department figures compar- ed against total 1962 rates are: Tech- nical, 15.12, up 3.85 percentage points; Process, 1529, down 9.04 points; Medical, 16.86, up 10.02 points; Lago Police, 19.48, up 0.99 points; Mechanical, 24.05, up 3.75 points; and Industrial Relations, 36.30, up 8.27 points.
