Harbor Watchers To Improve Viewing

With Lago's Own (Closed Circuit) TV
The Marine Department will have its own television station this fall.
It will be a closed circuit system which will enable department workers
to keep in closer communications with offshore vessels. A fifty-foot
addition will be hoisted atop the present signal tower. At its peak,
about 1271,. feet above the mean low water mark, will be two television
cameras complete with weatherproof

visual contact with vessels lying off
the harbor
Each of the cameras will be able
to scan 180 degrees, half a circle.
Controls will be installed in the Mar-
ine Department's Room 11 where an
operator will be able to swing the
cameras from side to side or tilt
them up and down remotely. The'
cameras will have a fixed focus and
automatic lens control


Department personnel have to be
able to communicate with ships when

but all ships aren't equipped with
radio equipment similar to that used

Radio, while a good means of com-
munication, doesn't locate for the

sages to ships. Remotely controlled
zoom lenses on the cameras will en-
able the operators to pick out details
aboard the ships, and concentrate
the viewing screen on the signal
lamps being used to send messages
from ship to shore.
The addition to the tower will be
built on the ground and hoisted into
place with a crane. It will weigh

W. T. Murphy, comptroller and
treasurer of Lago's Board of Direc-
tors, will transfer to Creole July 1
Mr. Murphy has accepted the position
of assistant comptroller and assis-
tant manager of the Comptroller's
Department in Caracas.
Mr. Murphy began a special as-
signment April 1 at which time R.
F. Dilworth became comptroller on
an acting assignment. Mr. Murphy
will leave Lago and Aruba at the
end of May on vacation.

On Citizens, Business, Government
What can we do for Aruba? This was the question posed by President
W. A. Murray to Rotary and Lions Club members at a Lago dinner held
recently for the combined service groups. Predicating the challenge in
terms of "what we do for Aruba, we do for ourselves," Mr. Murray
directed his comments to four segments of the community: ordinary
citizens, merchants, government and

year in taxes, local purchases and
services."
Mr. Murray stressed, once again,
the intensity of competition in the
petroleum industry. He emphasized
that any operation, like Lago's, can-
not let down or relax. "Today's con-
ditions in international business put

ployees but to members of Aruba's
academic community, and the sup-
port lent to organizations like Jun-

His references to government in-
cluded the thought that any govern-

in its expenditures and careful in its
tax policies. "This is especially true
of our government today because it
is so important that new industries
come to the Antilles. We can hope
that nothing discourages their com-
ing, or creates impossible situations
for those already here." Mr. Murray
conceded that there will be no ease
in governing in 1963 or in the years
ahead. Government is faced with
problems and complexities undream-
ed of fifteen or twenty years ago.

Endeth Up Dubbed 'Knave of the Month'


Once upon a time a few
weeks ago there was a ship in
San Nicholas Harbor with a name
so long it made her proud. All the
time this ship was tied up, she
kept her mooring lines real taut
and rode gracefully, even though
she was called the John Augustus
Essberger, which everyone knows
is a man's name.
One bright, sunny morning a
passing scribe chanced to look at
her masculine name and wonder-
ed: "That's a very long name for
a ship. Perhaps there's also one
with a very short name."
"Why, yes," remarked a pass-
ing tug boat captain, a twinkle in
his eye. "The 'Oos' comes in every
once in a while."
Now, fancying the long and
short of it, the scribe kept a vigi-
lant watch on all the docks and

Alas, no "Oos" did he ever see.
The scribe, checking the dock-
ing list one morning, laughed
happily, for here was listed in two
places the "Oos."

"I see the 'Oos' is in port, but
you've made a mistake and listed

Which is correct, if you please?"
Perceiving the sincerity of the
young scribe, his elder gave this
piece of sage advice: "That stands
for 'Out of Service'."
Advised of the scribe's quest,
he sent him to seek out the "Os-
sa," with which the reader must
be satisfied.

Scholarship Is Granted

Lago Photo Technician

For Study in New York
Anselmo Kock, 31, will leave April
12 to attend a three-month course in
commercial photography at the New
York Institute of Photography in
New York City. A sixteen-year em-
ployee of Lago, he was awarded a
scholarship for the studies by the
Lago Scholarship Foundation.
Mr. Kock was
graduated from
Lago Vocational
School in 1950. He
worked in the
Technical Depart-
ment laboratories
until two years
ago. He is photo-
graphic laboratory
technician with
the Public Rela-
tions Department, Ansi ock
and is a former
free-lance photographer, although he
is not presently pursuing that avo-
cation.
Already studying in The Nether-
lands under scholarship grants which
started in January are three Aru-
bans. Olivia Bryson, daughter of
Lago annuitant Antonio A. Bryson,
is studying to be an kindergarten
head teacher at Chr. Vormschool
voor Kleuterleidsters, Amersfoort.
Filomeno M. Wever, son of a retired
government employee, is studying
chemical analysis at Zuld-Nederland-
se Analystenschool, Breda. Alfredo
B. Leo, a former Lago Hospital em-
ployee and son of a Lago annuitant,
is studying to be a medical analyst
at the Chemisch Instituut, Scheve-
ningen.

New Company to Organize

Under Junior Achievemeni

For Training in Business
Lago's Junior Achievement com-
pany will begin operating some time
in April as one of four Aruba groups
of about twenty youths to learn to
form and operate their own produc-
tion companies. Advisors for the
group will be F. L. Leighty, sales;
Z. O. Towon, financial; and A. Ra-
rick, production and chief advisor.
The project was begun on Aruba
In June, 1961, with co-sponsors be-
ing the Aruba Society for Mental
Health and the Rotary Club of
Aruba. Lago and the Aruba Trading
Company were the two original coun-
selling firms. Sponsors this year
with Lago will be Petrona and
Croes, Aruba Construction Company
and the Holland Bank Union of San
Nicolas.
Meetings will be held one night a
week at the Lago Youth Activities
Building for the Lago JA group as
the youngsters aged fifteen to twen-
ty-one form their company, elect of-
ficers, sell and issue stock and man-
ufacture a saleable product.
Lago provides some tools on a
loan basis for the Junior Achievers.

received a briefing from Lago's executive management during a visit of
the refinery March 12. Staten representatives from Aruba and Curacao
heard President W. A. Murray discuss Lago's place in the oil industry and
its relationship with the community.
General Manager F. C. Donovan reviewed statistics for 1962 and the
outlook for 1963. Assistant General Managers F. W. Switzer and B. C.

aring for its upcoming bout with
Curagao, held its first public event
at the Lago Sport Park as champ-
ions and second place winners were
chosen in the rough-and-tumble con-
tests. Participating in the elimina-
tions to choose the champion from
Aruba were members of the Royal
Netherlands Marines, the Police Ju-
do Club and the Atlas Judo Club.

The new association was formed a

Judo Club. The association worked
with the Lago Sport Park Board to
present its first event. It included
demonstrations by J. Osefia, M. Bis-
lick and H. F. Alberto in advanced
falling techniques, which allow spec-


tacular flips and slams to the floor
with no adverse effects on the body
The crowd was also shown meth-
ods of disarming a knife-bearing at-
tacker, defenses against attacks
from behind, shoulder throws and
other examples of skilled timing by
the participants.
The Aruba champions will meet
the Curacao champions for the An-
tillean judo championships at the
Sport Park tennis court at 7.30 p.m.,
April 6.
J. v. d. Hulst is president of the
newly-formed association. Board

Jersey Plans Laboratory

Near Paris for Research

In Finding, Producing Oil
Jersey Production Research Com-
pany has announced plans to esta-
blish a branch laboratory in Europe
in collaboration with Esso REP (So-
ciete Esso de Recherches et d'Ex-
ploitation Petrolieres), Jersey Stan-
dard's French producing affiliate.
The new research facility will be
known as Jersey Production Res-
earch-European Laboratory. It will
engage in exploration and production
research and will consult on special
problems for affiliated companies in
Europe and North Africa.
After the research staff is assem-
bled, new laboratories are expected
to be located in the Paris area. Ar-
thur L. Hicks, in charge of secondary
recovery research at the Tulsa, Ok-
lahoma Research Center, will man-
age the European laboratory. He and
Dr. Calvin C. Mattax, doing basic
research on fluid mechanics at Tul-
sa, will be the only non-European
scientists at the new branch.


Antenna Grounded Briefly;

Better Contact Expected

With Amuay Central Base
The south VHF (very high freq-
uency) radio antenna at the Marine
Department was taken down for re-
pairs March 11. It will be repaired
in the Boiler Shop under supervision
of the Instrument Shop.
New directors and reflectors were
made. The rods were also measured
for more accurate length, according
to J. J. R. Beaujon, assistant zone
supervisor. The antenna provides one
of the means of radio communica-
tions with Amuay. Another antenna
nearby on the same building will
serve until the refinished antenna is
remounted. The antenna in use now
will be taken down and repaired
later.
Beaujon explained the repairs were
needed because of salt water action
on the metal and cracking of the
reflectors. This causes distortion and
interference with the central station
in Amuay Bay.

Lago's College Student

Summer Training Program

Slated To Start June 17
Lago's ten-week summer training
program for college students is sched-
uled to be held June 17 through
Aug. 24 It is designed as a work-
experience program to help students
learn to work, gain experience for
future careers, and orient themselves
to the business world.
Since the summer trainee will not
be an employee of the company, he
will rot receive wages, nor will he be
eligible for benefits granted to per-
manent employees. A student grant-
in-aid of Fls. 175 will be allowed for
each four-week period. The program
is open to sons and daughters of
residents of Aruba.
Parents need not be Lago employ-
ees for their children to be eligible
for the program, but students wish-
ing to take the program must be
enrolled in a college or university
and have successfully completed
their first year of college work.
Students whose college majors
have practical application to Lago
operations will be assigned to de-
partments doing this type of work.
Every effort will be made to assign
students to a department where the
work experience will be as practical
as possible.
Certificates will be awarded to
those who satisfactorily complete
the training program. Students or
parents wishing further information
should contact the Training Division
of the Industrial Relations Depart-
ment, or call 2791.

New 'Girdle' Will Glorify Worklady

IT'S NOT the biggest mobile television receiver an-
tenna at Lago. It's the Marine Department's south
VHF radio antenna, taken down for repairs and on its
way to the shop. Its disassembly is shown above, right,


attention. After all, if you'd had
your gunwale raised twice already to
take care of the swells in the harbor,
you wouldn't mind a completely new
gunwale.
Gives you more room, so to speak,
or if you want to be formal about it,
greater freeboard. It's about time,
too, because the other two launches
have already been re-gunwaled. Be-
cause Number 2 is the spare, work
is being performed on her when wor-
kers get spare time from their dry-
dock work on the Esso San Nicolas,
twenty feet away.
Those swells are particularly high
- for a launch around the East
Pier, and a new sixteen-inch gun-
wale is expected to provide greater
safety for what some Marine Depart-
ment men call the "cast-iron bath-
tub."
She was a foot shorter on the gun-
wale before the harbor was deepen-
ed. Six inches were added all around
then. Another six inches were added
later because of those swells in the
harbor.
She's getting a new deck housing,
too, during this process, and super-
visors are praising the worker of
Feliciano Damian, boilerman B, who's
doing all the fitting and cutting on
the job.
Technically, she has an eight-and-
a-half-foot beam and draws three
feet, nine inches of water. And after
a little sandblasting and a quick
spray job with rust-retarding paint,
she'll be back in service, picking up
the mooring lines of the ships com-
ing to dockside.

Three Veteran Employees

Join Annuitant Ranks

With 90 Years' Service
Three veteran Lago employees re-
tire this month. They are Celestino
Alberts, a dockman with Receiving
and Shipping-Wharves; Marco H. de
Cuba, a painter in Mechanical-Paint;
and William C. Keefer, an equipment
inspector in Technical-Engineering.
Mr. Alberts' service totaled thir-
teen days less than thirty-eight
years. Mr. De Cuba had been em-
ployed by Lago for twenty-eight and
one-half years. Both retired effective
April 1. Mr. Keefer leaves Aruba
about April 16, having completed
more than twenty-five years with
Lago.

as a laborer. He
worked as a whar-
finger on the
docks, was prom-

1959. During his

Mr. De Cuba joined Lago July 20,
1934 as a laborer second class. He
had a break in service of more than
a year, rejoining the Labor Depart-
ment in 1936. He had been a painter
since June, 1944.
Mr. Keefer joined Lago in May,
1938, as an apprentice operator on
the pressure stills. Transferring to
the gas plant, he was promoted to
assistant operator in December, 1938,
to shift breaker for operators in Jan-
uary, 1942 and shortly thereafter to
operator.
Mr. Keefer was transferred to
Equipment Inspection Group in May,
1945. He has just completed a four-
teen-month loan assignment to the
Antilles Chemical Company.

Guillermo P. Koolman, assistant operator in Cracking and Light
Ends, is the Coin-Your-Ideas suggester-of-the-month. He was accorded
the honor and awarded Fls. 580 following a series of events, whose
sequence almost seems unlikely, that had his suggestion rejected, then
accepted, installed, then dismantled all before he received his check .
Nevertheless, the handling of this

indicative of supervisors' efforts to
secure deserved recognition for their

THIS TRENCH south of the Metal Crafts Shop marks part of a sewer
installation project which will drain the upper fuel oil field and the Tank
120 manifold area. Water accumulated around the tanks will be carried
by the sewer into a twenty-inch sewer and to the primary separator. It

Five Lago Departments

Hold 'O' Frequency Rate

For Off-The-Job Safety
Employees of five units started oft
the first two months of 1963 without
an accident in the Off-The-Job Saf-
ety Program. They are the Executive
Office, Community Services, Seroe
Colorado schools and Accounting and
Public Relations Departments.
The Executive Office and Public
Relations also maintained a zero fre-
quency rate through last year. The
rate for the entire company for Jan-
uary and February was 18.02, com-
pared with 19.29 last year. The Mar-
Ine Department had a frequency rate
of 1431, seven percentage points be-
hind its 1962 figure of 21.76.
Other department figures compar-
ed against total 1962 rates are: Tech-
nical, 15.12, up 3.85 percentage
points; Process, 1529, down 9.04
points; Medical, 16.86, up 10.02
points; Lago Police, 19.48, up 0.99
points; Mechanical, 24.05, up 3.75
points; and Industrial Relations,
36.30, up 8.27 points.
Sons of Lago employees had the
highest number of injuries in the
families for the first two months of
1963. They had fifty-five injuries,
compared with twenty-three for
daughters and eight for wives.
Lago's more than 3700 employees
had 142 injuries in those two months
while off the job in which there was
no lost time, and thirty-nine em-
ployees who lost a total of 555 days.
The largest amount of minor in-
juries while off the job involved em-
ployees at home

Lago Wins Sixth Place

In 1962 Safety Contest
Lago ranked sixth in the 1962 Nat-
tional Safety Council contest stand-
ings for petroleum manufacturing.
Its frequency rate of 2.81 was in the
grouping for entie companies hav-
ing more than three million man
hours worked yearly. The average
frequency rate for this category was
3.80.
The Humble Oil and Refining
Company of Houston, Texas, took
first place in the category with a
frequency rate of 1.37. The average
frequency rate for all manufacturing
operations in the contest was 4.51.

tourism depends upon the conduct of
business in Aruba, Mr. Murray said
shifting his comments to the mer-
chant community "Times change,"
he warned. "The way we conduct our
business nowadays can have a great
deal to do with the reputation we are
building in hundreds of communities
throughout the United States." Meth-
ods that may have been applicable in
the Forties and Fifties, Mr Murray
reasoned, may not keep us healthy
in the Sixties and "healthy business-
ess pay wages and taxes and are
good for the community."
Speaking of the ordinary citizen,
Mr. Murray struck for support of
activities youth, community.

This is an area where ordinary cit-
izens can contribute a tremendous
amount to the good of Aruba. After
naming many organizations, Mr.
Murray said: "Men and women of
all ages, and at all levels of the soc-
ial and economic scale, are in this
work, and Aruba can count itself
fortunate that they are These people
know what they can do for Aruba,
and they are doing it."
The Lago president felt that he
was being realistic when he said that
the need for such social work is in-
creasing steadily, and increasing
amounts of public-spiritedness are
going to be called for. The ordinary
citizen can help, and in doing so dir-
ectly help Aruba, "in offering under-
standing, encouragement, and often
financial support."

L.D. Welch Is Selected Key Officer

To Develop Satellite Communications
Leo D. Welch, chairman of the Board of Directors of Standard Oil
Company (New Jersey) has been selected as chairman and chief execu-
tive officer of the Communications Satellite Corporation. Mr. Welch
