On Eve of 40th Year

A three-month loan that stretched out to 27 years finally comes
,to an end next month when Comptroller T. C. Brown leaves on fur-
lough preceding his retirement December 1. With 271% years in Aru-
ba, Mr. Brown’s total company service of just four months short of

as a stenographer-clerk. After mili
jtary service from July, 1918 to
April, 1919, Mr. Brown returned to
,Whiting where he became assistant
{to the office manager in 1925.

"You'll be in Aruba only two or
at most three months,” said his su-
\periors in April, 1928 when the In-
diana Company loaned him to its
foreign subsidiary, the Pan Ameri-
can Petroleum & Transport Co.
Construction forces had landed on
the barren east end of Aruba just
two months before to start building
the refinery and some expert assis-
tance was needed quickly for the
skeleton accounting force already
on the site. Reluctant but reassured
by the three-month promise, Mr.
Brown headed south and landed in
Aruba May 1, 1928.

He took up residence in the bar-
racks known as "sheepsheds,” and
joined the office forces in one of
several unfinished frame bungalows
where the Main Shops are now lo-
cated. (These, later moved to the
Lago Colony, are still in use.) This
office bungalow was a bit crowded
at first, he said, with the Executive
Office occupying the kitchen, the
Engineering Department having the
living room and the Accounting
Department spread out between the
two bedrooms,

loan period Mr. Brown was pulled
out of Aruba to perform a similar

subsidiary needed accounting pro-
cedures set up for a new refinery
being built near Hamburg. Return-
ing from that assignment in Octo-
ber, 1928 he was told he was still
needed in Aruba, perhaps for as long
as a couple of years. He returned
here as office manager and at the
same time was in charge of the
Storehouse and Commissary.

The Indiana company’s plan to
keep him here only two or three
years was lost sight of in 1932
when the Standard Oil Co. (N, J.)
bought the refinery and mariné in-
stallation and, as Mr. Brown gays,
"the stock went with the farm,” He
continued as office manager until
1945 when he was named comptrol-

"Your safety record is truly remarkable. Each of you gathered here
and all your fellow workers can take justifiable pride in knowing that
working as a team you all did your part in making Lago the safest
major refinery in the world.” So stated Ned H. Dearborn, president of

the National Safety Council,
gathered in the Medal Trades area
of the Main Shops July 18.

The occasion was the present-
ation to Lago of the first place
award in the 1954 NSC contest -
Petroleum Manufacturing Section -
by Mr. Dearborn. The plaque, em-
blematic of the award, was accept-
ed by President J. J. Horigan on
behalf of Lago’s 6500 employees
who ’’made last year the safest in
Lago’s history.”

The presentation ceremony high-
lighted the four-day Lago visit of
the man known throughout
world wherever the green cross is
a familiar insignia. During his ini-
tial visit to Aruba he became a
familiar sight to Lago workers. His
voice and words became familiar to
radio listeners and newspapers
readers. For during his stay, a very
active ""Mr. Safety”

School safety monitors with awards
for safety accomplishments in the
school;

(c) talked safety to Lago’s super-
visors in two sessions at the Esso
Club;

(d) spoke to a joint Rotary-Lions
Club meeting on the subject of traf-
fic safety - later discussed the same
subject with Aruba Police Commis-
sioner H. C. Willemsen;

(e) was the key figure at a press
conference;

(f) talked "’shop” with members of
Lago’s Safety Division;

(g) dined with Lago’s Executive
Committee and department heads;

(h) toured Lago refinery and the
island of Aruba; and

(i) enjoyed Aruba’s pleasant cli-
mate and inviting beaches.

It was around the presentation
ceremony that Mr. Dearborn’s trip
was planned. As General Manager
O. S. Mingus said in introducing the
NSC president: "We commemorated
the 1954 safety accomplishment
with a holiday, but there seemed
something else we could do - invite
the world’s foremost safety man,
the man who has done more than
anybody else to promote safety -
Ned H. Dearborn.”

"Mr. Safety” addressed the 2500
workers present for the award ce-
remony as "fellow workers.” Ex-

ty.” Mr. Dearborn told the men he
had never been in the Caribbean.
Prior to his trip to Aruba he had
been in the Philippines. When he
returned to his Chicago office and

‘Housekeeping
Wonderful’
Dearborn

In his talks to Lago’s supervisors,
Ned H. Dearborn, president of the

National Safety Council, stressed
the "wonderful housekeeping” he
saw throughout the entire conces-
sion. This was one aspect of Lage
that greatly impressed the man
popularly known as "Mr. Safety”
during his four-day visit to Lago.

Before supervisors at the Esso
Club he said: "When I see a plant
as clean as Lago I know the em-
ployees, the supervisors and top
management are sold on safety.” In
addition to the housekeeping, Mr
Dearborn stated that other aspects
of Lago’s progressive safety pro-
gram that he felt sure contributed
to Lago’s "remarkable record” are
the investigation of near accidents,
investigation of all minor injuries,
the extensive use of safety equip-
ment and the color system used
throughout the refinery.

Then, speaking specifically about
the supervisors, he said they were
the men in whose hands lie the chief
responsibility for the success of any
safety program. He extended his

“Needs Everybody’s Support”

Dearborn Stresses Traffic
Safety at Dinner Meeting

Before a joint meeting of the Rotary and Lions Clubs, Ned H.
Dearborn, National Safety Council president, stressed the need for
group action in bringing traffic safety to a communty. Knowing both
service organizations are keenly interested in promoting traffic safe-
ty, he chose this phase of public safety for his July 18 dinner-meeting

address which was aired over both |
Aruban radio stations.

The NSC president, on a four-day |
visit to Lago, told the Rotary and |
Lions members that stressing indi-
vidual responsibility was not enough.
He stated that this was good, but
"traffic safety must be made a so-
cial responsibility.” "Groups can get
action that individuals cannot.”

"You men must join together and
work to get other organizations
aligned in the drive for public safe-
ty,” he said. "Safety organizations
in every region are necessary,” and
continuing he said, "these organi-
zations must have the full support |
of the people who, in turn, give
publie officials full support.” |

Mr. Dearborn told the clubs’ mem- |
bers, guests, members of the press |
and Aruba police force, that this |
year’s National Safety Council slo-
gan for traffic safety is "I am my
brother’s keeper.” He stated that
this theme was chosen in order to
move everyone - pedistrian and mo-
torist - to support traffic safety.
Further explaining the slogan he
said that the Council wants’ the
public to realize that action must
be taken in social groups and that
the individual discharge of duty in
driving safely is not enough.

Mr. Dearborn urged higher stan-
dards in traffic safety. He stressed
even-handed law enforcement, |
strict car inspection and _ strict
driver’s examination. He was quick
to add that you "not only can have
these, but they will be demanded by
a safety-conscious public solidly in
support of safety organizations.” He
pointed out that the public attitude
must be against the wrong-doer on
the highway. He also mentioned
that the flagrant violater is in the
minority "fortunately, but © still
causes a tremendous amount of
trouble.”

He stressed a vigorous and ef-
fective program of public educa-
tion. "People are the same all over
the world,’ he said. "They want
traffic safety.” The NSC president

education is one form of public sup-

of driver education with figures. Re- |

ferring to such programs in the
United States, he stated that those
who took driver cducation courses
had a 50 per cent better accident re-
cord than those who had no driver
education. On the subject of driver
education, he was of the opinion
that this form of education should
start in the elementary schools.

Among the guests at the dinner-
meeting were Aruba Police Com-
missioner H. C. Willemsen and Lago
Police Department Chief G. B.
Brook.

below the industry average in both
frequency and severity rates. But,”
he reminded the supervisors, "you
can always do better and at Lago
you have not only the program to
do it, you also have the wholeheart-
ed support of management.”

Referring to Lago’s record of
4,055,000 as a "real accomplish-
ment,” he was also quick to point
out that this mark can be passed
and told the supervisors of a large
Du Pont plant in the United States
that established a mark of over
28,000,000 man hours without a
lost-time injury.

Speaking of safety generally, he
told the men that the four indus-
tries hit hardest with accidents are,
according to the National Safety
Council, lumber, coal mining, other
mining and construction. His state-
ment of lumber insurance rates
running as high as $1.60 a day an
employee was accompanied by some
low whistles of amazement. The

Mr. Thomas, whose entire career
of over 21 years has been spent in
the Acid Plant, was first employed
in February, 1930 as a laborer.
Since then he has served as a lead-
burner, tradesman fourth class,

al A, and process helper C. Mr. Tho-
mas is a native of St. Kitts, B.W.L.,
but will take up

Mr. Brookson, with over 25 years
of service, will retire as a black-
smith C. He was first employed in
October, 1928 as a laborer in the
Mechanical Department. He has al-
so served as a blacksmith helper,
stevedore, tradesman fourth and
third class, dry-dock mechanic C,
laborer B, and a blacksmith helper
B. Mr. Brookson is a native of St.
Martin, F.W.I. and is planning to
take up residence there.

W. H. Haight, president of the
Creole Petroleum Corporation, an-
nounced last week that his com-
pany, in an effort to recapture cer-
tain European markets, would ex-

Former Instrument Worker
Returns as Tanker Captain

A lot can happen in 20 years. And a lot has happened during that
period to Aruba and to a former Lago employee, James L. Jordan. The
change brought about with the passing of years was vividly recounted
when the former instrument worker sailed into Lago Harbor as Com-
mander James L. Jordan, skipper of the U.S.S. Neches.

His story began shortly after he
came ashore July 11 for the first
time in two decades and shook
hands with E. L. Wilkins, the man
he worked for over 20 years ago.
That was from September, 1933, un-
til the early part of 1935 when he
was with the technical group of the
instrument shop. He was fresh out
of the United States Naval Acade-
my in those days and unique in that
he was a member of the only group

| in Annapolis’ history to graduate
men not commissioned in the regu-
lar Navy.

According to Commander Jordan,
that was an economy year as far as
government spending was concern-

ed. An edge of the budget cutting
| axe fell through the academy class
; of 1933. Half the class was commis-
sioned ensigns, the other released
with diploma hand to civilian
life. The fallacy of the system
was soon realized, however, and
the call went out for the non-com-
i missioned graduates to return to the
| Service. Instrumentman Jordan was
| one of the recipients of the appeal
letter. He ignored the first letter.
| The second suffered the same neg-
, lect. The third, however, which ar-
j rived early in 1935 found Instru-
! mentman Jordan receptive. The yen

One of Commander Jordan’s first
moves ashore was to look up E. L.
Wilkins. Once he and Mr. Wilkins
had renewed their acquaintance, |
they took off on a_ refinery tour.
The first stop - naturally - the In-
strument Shop. There it was like
old home week. Men that had work-
ed with Instrumentman Jordan were

and G. Frank remembered him and
were delighted to welcome him
back. After a close inspection of the
instrument craft, Mr, Wilkins and
Commander Jordan toured the con-
cession.

Later that evening, Commander
Jordan sailed away from Aruba for
the second time. Again it was on a
tanker only this time he was in
command.

When the Navy man left Aruba in
1935, he went aboard the battleship
U.S.S. New Mexico as an ensign.
Two years later he was assigned to
the cruiser U.S.S. Augusta, the
same ship former President Frank-
lin Delano Roosevelt used for
his ocean voyages. He sailed the
waters off China for two years on}
the Augusta.” He then went to}
submarine school at New London, |
Conn. The underwater fighters were
his craft during World War II.
From 1947 through 1950 he was as-
signed to shore duty in Washington
with the Bureau of Ordnance. His
next two years were spent in Brus-
sels, Belgium, with a military mis-
sion there. During his stay in
Europe he was a frequent visitor to
The Hague, Amsterdam and Rotter-
dam.

”Neches”

In 1953 he was given command of
the Neches.’ He served with the)
|Sixth Fleet on maneuvers for 16|
months in the Mediterranean. As
|fleet oiler, the ‘Neches’ carried)
gasoline for the aircraft carriers.
Following this tour of duty the
"Neches” returned to the East
|Coast of the United States where its
captain received orders to proceed
to San Francisco via Aruba.
| The Neches’ was built by the
|Sun Ship Building Company for Es-|
so Shipping as the "Aquey.” It}
never reached Esso, however, as the
Navy took it over in 1942. She car-
jries a complement of 50 officers
and 250 men.

Commander Jordan’s war service}
was entirely aboard submarines. |
During his underwater tenure he}
served as both executive officer and
|captain. He completed eight patrols
all in the Pacific. Two were off|
the Japanese coast, three off the}
Truk Islands and three in the New
Guinea area. Commander Jordan
jestimates that the submarines he
served on were responsible for sink-!
ing 100,000 tons of enemy shipping.

He stated that his submarines
didn’t run into too much trouble. It
was a case of "being in the fortu-
nate position of giving and not re-
ceiving.”



He recalled one occasion when the
submarine he was aboard sunk a

for information on ship movements
that would direct them to a profit-
able hunting ground stocked with
Japanese targets. "Not much was
said to the prisoner after the sub
submerged,” related Commander
Jordan.

"We were busy with enemy action.
However, after firing a couple of
torpedoes we began to wonder about
our ‘supposed prisoner.’ Every time
we fired, he cheered. It turned out
he was no Jap at all, but a Korean
who had little if any love for the
Japs. He was part of a labor batta-
lion building airfields on the islands.
When the Allies started to close in,
the Japs were moving this type
labor to Japan to do construction
work there.”

Commander Jordan commented
that the Korean was quite a person.
He spoke English, wanted to join
the United States Navy and most
of all wanted to have a fruit farm
in California.

The Japanese coast is a long way
from Lago Harbor, but it played its
part in the life of Commander Jor-
dan who returned to Aruba after a
lapse of over 20 years and after a
lot had happened.

in the interest of employee safety.”

"But this type of interest is what |
helps make a safe work place. It is
not a one man job, however. It takes
the support of top management, the
support of supervisors and the sup-
port of the workers to make a place
as safe as Lago. And when you
have the complete support as you
do at Lago, the individual worker |
can proudly say 'I helped win that |
award.’ And with his fellow work-
ers they can say ’Together we all
helped win that award.’ That is the
spirit of cooperation I know you
have here. That is why you men out
there and all your fellow workers |
who couldn’t leave their jobs or are |
on different shifts together achieved
your remarkable safety accomplish-
ment for 1954.”

Continuing Mr. Dearborn told the
Lago employees in the Medal Trades



area that their remarkable record
topped the 275 other petroleum
members in the National Safety
Council contest. He stated that

Lago’s frequency and severity rates |
are far below the industry’s aver-
ages.

Presentation

As he congratulated all Lago em-
ployees and extended his best wish-
es for repetition of the record year
after year, he turned and presented
to Mr. Horigan the National Safety
Council plaque symbolic of the first
place award.

Lago’s president "deeply appre-
ciated the honor of accepting the
plaque in behalf of the employee
body and sharing the satisfaction of
a job well done.” Turning to Mr.
Dearborn, he said, ’'We would like
you to carry back to the National
Safety Council our best wishes for
the splendid work it is doing, our
gratitude for the honor conferred
on us today and personally accept
our thanks for making this present-
ation.”

Following the presentation Mr.
Dearborn, accompanied by Safety
Division Head E. J. Kulisek and
Safety Program Coordinator E. M.
O’Brien, visited the Safety Field Of-
fice and the Safety Office in the
Training Building. At both locations
the National Safety Council presi-
dent complimented the safety work-
ers on the manner in which they
were carrying out their work. At)
the field office he observed the |
safety equipment being checked, re-
paired and sterilized. Visual aids,
inspection equipment and _ other
safety facilities were observed by
the man who is the personification



of safety.

That evening Mr. Dearborn ap-
peared at the Trocadero as guest
speaker before a joint Rotary-Lions
Club meeting. He shifted the em-
phasis from industrial safety to
public and traffic safety. The morn-

jing before his departure July 20 he

went into detailed discussion of
traffic safety at the office of Aruba
Police Commissioner H. C. Willem-
sen.

LVS Visit

Sandwiched between his two
meetings with supervisors July 19,
he presented awards to Lago Voca-
tional School safety monitors in re-
cognition of five out of six classes
completing over 200 consecutive
working days without even a minor
injury. He commended the students
for their interest in safety, their
ability to work and play safely and
emphasized the importance of dev-
eloping safety consciousness in
youth.

He dined, talked - both formally
and informally, visited, swam and
seemed to have time to pass along
a word of encouragement to whom-
ever approached. A tireless mis-
sionary of safety, he never missed
an opportunity to express his heart-
felt desire that everyone should
work, play, drive and in general
"just plain live safely.”

As the man who probably has
done more to promote safety than
anyone else, he took the time - one
hour before his plane for Maiquetia
left Dakota - to call together the
press of Aruba and Curacao. Again,
he emphasized the point that he had
made to the workers at the Metal
Trades area and the supervisors at
the Esso Club that "Lago’s safety
record is truly remarkable, its
safety program reflects up-to-date,
progressive planning and the sup-
port given safety by workers, super-
visors and management is the best
I have ever seen.”

Impressed by Living

He also told the press that he was
impressed with the standard of liv-
ing in Aruba. He related that the
poorest home he had seen in Aruba
was "much, much better than many
of the living quarters I saw during
my recent trip through the Pacific.”
"Poverty doesn’t exist in Aruba the
way it does in many areas of the
world,” he said. He concluded his
remarks to the press with the state-
ment that ’the people of Aruba are
very fortunate to have the high-
level economy that industry has
brought them.”

On Eve of 40th Year

A three-month loan that stretched out to 27 years finally comes
,to an end next month when Comptroller T. C. Brown leaves on fur-
lough preceding his retirement December 1. With 271% years in Aru-
ba, Mr. Brown’s total company service of just four months short of

April, 1919, Mr. Brown returned to
,Whiting where he became assistant
{to the office manager in 1925.

"You'll be in Aruba only two or
at most three months,” said his su-
\periors in April, 1928 when the In-
diana Company loaned him to its
foreign subsidiary, the Pan Ameri-
can Petroleum & Transport Co.
Construction forces had landed on
the barren east end of Aruba just
two months before to start building
the refinery and some expert assis-
tance was needed quickly for the
skeleton accounting force already
on the site. Reluctant but reassured
by the three-month promise, Mr.
Brown headed south and landed in
Aruba May 1, 1928.

He took up residence in the bar-
racks known as "sheepsheds,” and
joined the office forces in one of
several unfinished frame bungalows
where the Main Shops are now lo-
cated. (These, later moved to the
Lago Colony, are still in use.) This

here as office manager and at the

The Indiana company’s plan to
keep him here only two or three
years was lost sight of in 1932
when the Standard Oil Co. (N, J.)
bought the refinery and mariné in-
stallation and, as Mr. Brown gays,
"the stock went with the farm,” He
continued as office manager until
1945 when he was named comptrol-

working as a team you all did your part in making Lago the safest
major refinery in the world.” So stated Ned H. Dearborn, president of

the National Safety Council,
gathered in the Medal Trades area
of the Main Shops July 18.

The occasion was the present-
ation to Lago of the first place
award in the 1954 NSC contest -
Petroleum Manufacturing Section -
by Mr. Dearborn. The plaque, em-
blematic of the award, was accept-
ed by President J. J. Horigan on
behalf of Lago’s 6500 employees
who ’’made last year the safest in
Lago’s history.”

The presentation ceremony high-
lighted the four-day Lago visit of
the man known throughout
world wherever the green cross is
a familiar insignia. During his ini-
tial visit to Aruba he became a
familiar sight to Lago workers. His
voice and words became familiar to
radio listeners and newspapers
readers. For during his stay, a very
active ""Mr. Safety”

School safety monitors with awards
for safety accomplishments in the
school;

(c) talked safety to Lago’s super-
visors in two sessions at the Esso
Club;

(d) spoke to a joint Rotary-Lions
Club meeting on the subject of traf-
fic safety - later discussed the same
subject with Aruba Police Commis-
sioner H. C. Willemsen;

(e) was the key figure at a press
conference;

(f) talked "’shop” with members of
Lago’s Safety Division;

(g) dined with Lago’s Executive
Committee and department heads;

(h) toured Lago refinery and the
island of Aruba; and

(i) enjoyed Aruba’s pleasant cli-
mate and inviting beaches.

It was around the presentation
ceremony that Mr. Dearborn’s trip
was planned. As General Manager
O. S. Mingus said in introducing the
NSC president: "We commemorated
the 1954 safety accomplishment
with a holiday, but there seemed
something else we could do - invite
the world’s foremost safety man,
the man who has done more than
anybody else to promote safety -
Ned H. Dearborn.”

"Mr. Safety” addressed the 2500
workers present for the award ce-
remony as "fellow workers.” Ex-

had never been in the Caribbean.
Prior to his trip to Aruba he had
been in the Philippines. When he
returned to his Chicago office and

Wonderful’
Dearborn

In his talks to Lago’s supervisors,
Ned H. Dearborn, president of the

National Safety Council, stressed
the "wonderful housekeeping” he
saw throughout the entire conces-
sion. This was one aspect of Lage
that greatly impressed the man
popularly known as "Mr. Safety”
during his four-day visit to Lago.

Before supervisors at the Esso
Club he said: "When I see a plant
as clean as Lago I know the em-
ployees, the supervisors and top
management are sold on safety.” In
addition to the housekeeping, Mr
Dearborn stated that other aspects
of Lago’s progressive safety pro-
gram that he felt sure contributed
to Lago’s "remarkable record” are
the investigation of near accidents,
investigation of all minor injuries,
the extensive use of safety equip-
ment and the color system used
throughout the refinery.

Then, speaking specifically about
the supervisors, he said they were
the men in whose hands lie the chief
responsibility for the success of any
safety program. He extended his

Dearborn Stresses Traffic
Safety at Dinner Meeting

Before a joint meeting of the Rotary and Lions Clubs, Ned H.
Dearborn, National Safety Council president, stressed the need for
group action in bringing traffic safety to a communty. Knowing both
service organizations are keenly interested in promoting traffic safe-
ty, he chose this phase of public safety for his July 18 dinner-meeting

address which was aired over both |
Aruban radio stations.

The NSC president, on a four-day |
visit to Lago, told the Rotary and |
Lions members that stressing indi-
vidual responsibility was not enough.
He stated that this was good, but
"traffic safety must be made a so-
cial responsibility.” "Groups can get
action that individuals cannot.”

"You men must join together and
work to get other organizations
aligned in the drive for public safe-
ty,” he said. "Safety organizations
in every region are necessary,” and
continuing he said, "these organi-
zations must have the full support |
of the people who, in turn, give
publie officials full support.” |

Mr. Dearborn told the clubs’ mem- |
bers, guests, members of the press |
and Aruba police force, that this |
year’s National Safety Council slo-
gan for traffic safety is "I am my
brother’s keeper.” He stated that
this theme was chosen in order to
move everyone - pedistrian and mo-
torist - to support traffic safety.
Further explaining the slogan he
said that the Council wants’ the
public to realize that action must
be taken in social groups and that
the individual discharge of duty in
driving safely is not enough.

Mr. Dearborn urged higher stan-
dards in traffic safety. He stressed
even-handed law enforcement, |
strict car inspection and _ strict
driver’s examination. He was quick
to add that you "not only can have
these, but they will be demanded by
a safety-conscious public solidly in
support of safety organizations.” He
pointed out that the public attitude
must be against the wrong-doer on
the highway. He also mentioned
that the flagrant violater is in the
minority "fortunately, but © still
causes a tremendous amount of
trouble.”

He stressed a vigorous and ef-
fective program of public educa-
tion. "People are the same all over
the world,’ he said. "They want
traffic safety.” The NSC president

United States, he stated that those
who took driver cducation courses
had a 50 per cent better accident re-
cord than those who had no driver
education. On the subject of driver
education, he was of the opinion
that this form of education should
start in the elementary schools.

missioner H. C. Willemsen and Lago
Police Department Chief G. B.

Referring to Lago’s record of
4,055,000 as a "real accomplish-
ment,” he was also quick to point
out that this mark can be passed
and told the supervisors of a large
Du Pont plant in the United States
that established a mark of over
28,000,000 man hours without a
lost-time injury.

Speaking of safety generally, he
told the men that the four indus-
tries hit hardest with accidents are,
according to the National Safety
Council, lumber, coal mining, other
mining and construction. His state-
ment of lumber insurance rates
running as high as $1.60 a day an
employee was accompanied by some
low whistles of amazement. The

nounced last week that his com-
pany, in an effort to recapture cer-
tain European markets, would ex-

Former Instrument Worker
Returns as Tanker Captain

A lot can happen in 20 years. And a lot has happened during that
period to Aruba and to a former Lago employee, James L. Jordan. The
change brought about with the passing of years was vividly recounted
when the former instrument worker sailed into Lago Harbor as Com-
mander James L. Jordan, skipper of the U.S.S. Neches.

His story began shortly after he
came ashore July 11 for the first
time in two decades and shook
hands with E. L. Wilkins, the man
he worked for over 20 years ago.
That was from September, 1933, un-
til the early part of 1935 when he
was with the technical group of the
instrument shop. He was fresh out
of the United States Naval Acade-
my in those days and unique in that
he was a member of the only group

| in Annapolis’ history to graduate
men not commissioned in the regu-
lar Navy.

According to Commander Jordan,
that was an economy year as far as
government spending was concern-

ed. An edge of the budget cutting
| axe fell through the academy class
; of 1933. Half the class was commis-
sioned ensigns, the other released
with diploma hand to civilian
life. The fallacy of the system
was soon realized, however, and
the call went out for the non-com-
i missioned graduates to return to the
| Service. Instrumentman Jordan was
| one of the recipients of the appeal
letter. He ignored the first letter.
| The second suffered the same neg-
, lect. The third, however, which ar-
j rived early in 1935 found Instru-
! mentman Jordan receptive. The yen

| Mr. Jordan.

with untarnished gold, he knew that
faraway places are not so far when
you become a Navy man.

20 Years Later

Here before him were well-paved |
roads, modern, air - conditioned
buildings, modern harbor facilities,
towering units of latest design.
These and other development were
not part of the refinery Instrument-

called Commander Jordan. "The
roads were all dirt, the towers |
weren’t as big, the buildings not as
inviting. I’m amazed at the change.”

"The development that impresses
me most, though, is the standard of
living of the people of Aruba,” re-
marked the Neches” skipper.

|"Compared to the days when I was

in Aruba the standard of living has
risen to a terrific level. ’’Travel-

| ling as much as I do to ports around
S. Navy, when a ship no longer in|

the world, I have seen many

|countries where the level of living
jis a lot lower than in Aruba.”

One of Commander Jordan’s first
moves ashore was to look up E. L.
Wilkins. Once he and Mr. Wilkins
had renewed their acquaintance, |
they took off on a_ refinery tour.
The first stop - naturally - the In-
strument Shop. There it was like
old home week. Men that had work-
ed with Instrumentman Jordan were

and G. Frank remembered him and
were delighted to welcome him
back. After a close inspection of the
instrument craft, Mr, Wilkins and
Commander Jordan toured the con-
cession.

Later that evening, Commander
Jordan sailed away from Aruba for
the second time. Again it was on a
tanker only this time he was in
command.

When the Navy man left Aruba in
1935, he went aboard the battleship
U.S.S. New Mexico as an ensign.
Two years later he was assigned to
the cruiser U.S.S. Augusta, the
same ship former President Frank-
lin Delano Roosevelt used for
his ocean voyages. He sailed the
waters off China for two years on}
the Augusta.” He then went to}
submarine school at New London, |
Conn. The underwater fighters were
his craft during World War II.
From 1947 through 1950 he was as-
signed to shore duty in Washington
with the Bureau of Ordnance. His
next two years were spent in Brus-
sels, Belgium, with a military mis-
sion there. During his stay in
Europe he was a frequent visitor to
The Hague, Amsterdam and Rotter-
dam.

”Neches”

In 1953 he was given command of
the Neches.’ He served with the)
|Sixth Fleet on maneuvers for 16|
months in the Mediterranean. As
|fleet oiler, the ‘Neches’ carried)
gasoline for the aircraft carriers.
Following this tour of duty the
"Neches” returned to the East
|Coast of the United States where its
captain received orders to proceed
to San Francisco via Aruba.
| The Neches’ was built by the
|Sun Ship Building Company for Es-|
so Shipping as the "Aquey.” It}
never reached Esso, however, as the
Navy took it over in 1942. She car-
jries a complement of 50 officers
and 250 men.

Commander Jordan’s war service}
was entirely aboard submarines. |
During his underwater tenure he}
served as both executive officer and
|captain. He completed eight patrols
all in the Pacific. Two were off|
the Japanese coast, three off the}
Truk Islands and three in the New
Guinea area. Commander Jordan
jestimates that the submarines he
served on were responsible for sink-!
ing 100,000 tons of enemy shipping.

He stated that his submarines
didn’t run into too much trouble. It
was a case of "being in the fortu-
nate position of giving and not re-
ceiving.”



He recalled one occasion when the
submarine he was aboard sunk a

for information on ship movements
that would direct them to a profit-
able hunting ground stocked with
Japanese targets. "Not much was
said to the prisoner after the sub
submerged,” related Commander
Jordan.

"We were busy with enemy action.
However, after firing a couple of
torpedoes we began to wonder about
our ‘supposed prisoner.’ Every time
we fired, he cheered. It turned out
he was no Jap at all, but a Korean
who had little if any love for the
Japs. He was part of a labor batta-
lion building airfields on the islands.
When the Allies started to close in,
the Japs were moving this type
labor to Japan to do construction
work there.”

Commander Jordan commented
that the Korean was quite a person.
He spoke English, wanted to join
the United States Navy and most
of all wanted to have a fruit farm
in California.

The Japanese coast is a long way
from Lago Harbor, but it played its
part in the life of Commander Jor-
dan who returned to Aruba after a
lapse of over 20 years and after a
lot had happened.

vitation from a company whose con
cern for safety was so great that
they asked me to visit them strictly |
in the interest of employee safety.”

"But this type of interest is what |
helps make a safe work place. It is
not a one man job, however. It takes
the support of top management, the
support of supervisors and the sup-
port of the workers to make a place
as safe as Lago. And when you
have the complete support as you
do at Lago, the individual worker |
can proudly say 'I helped win that |
award.’ And with his fellow work-
ers they can say ’Together we all
helped win that award.’ That is the
spirit of cooperation I know you
have here. That is why you men out
there and all your fellow workers |
who couldn’t leave their jobs or are |
on different shifts together achieved
your remarkable safety accomplish-
ment for 1954.”

Continuing Mr. Dearborn told the
Lago employees in the Medal Trades



area that their remarkable record
topped the 275 other petroleum
members in the National Safety
Council contest. He stated that

Lago’s frequency and severity rates |
are far below the industry’s aver-
ages.

Presentation

As he congratulated all Lago em-
ployees and extended his best wish-
es for repetition of the record year
after year, he turned and presented
to Mr. Horigan the National Safety
Council plaque symbolic of the first
place award.

Lago’s president "deeply appre-
ciated the honor of accepting the
plaque in behalf of the employee
body and sharing the satisfaction of
a job well done.” Turning to Mr.
Dearborn, he said, ’'We would like
you to carry back to the National
Safety Council our best wishes for
the splendid work it is doing, our
gratitude for the honor conferred
on us today and personally accept
our thanks for making this present-
ation.”

Following the presentation Mr.
Dearborn, accompanied by Safety
Division Head E. J. Kulisek and
Safety Program Coordinator E. M.
O’Brien, visited the Safety Field Of-
fice and the Safety Office in the
Training Building. At both locations
the National Safety Council presi-
dent complimented the safety work-
ers on the manner in which they
were carrying out their work. At)
the field office he observed the |
safety equipment being checked, re-
paired and sterilized. Visual aids,
inspection equipment and _ other
safety facilities were observed by
the man who is the personification



of safety.

That evening Mr. Dearborn ap-
peared at the Trocadero as guest
speaker before a joint Rotary-Lions
Club meeting. He shifted the em-
phasis from industrial safety to
public and traffic safety. The morn-

jing before his departure July 20 he

went into detailed discussion of
traffic safety at the office of Aruba
Police Commissioner H. C. Willem-
sen.

LVS Visit

Sandwiched between his two
meetings with supervisors July 19,
he presented awards to Lago Voca-
tional School safety monitors in re-
cognition of five out of six classes
completing over 200 consecutive
working days without even a minor
injury. He commended the students
for their interest in safety, their
ability to work and play safely and
emphasized the importance of dev-
eloping safety consciousness in
youth.

He dined, talked - both formally
and informally, visited, swam and
seemed to have time to pass along
a word of encouragement to whom-
ever approached. A tireless mis-
sionary of safety, he never missed
an opportunity to express his heart-
felt desire that everyone should
work, play, drive and in general
"just plain live safely.”

As the man who probably has
done more to promote safety than
anyone else, he took the time - one
hour before his plane for Maiquetia
left Dakota - to call together the
press of Aruba and Curacao. Again,
he emphasized the point that he had
made to the workers at the Metal
Trades area and the supervisors at
the Esso Club that "Lago’s safety
record is truly remarkable, its
safety program reflects up-to-date,
progressive planning and the sup-
port given safety by workers, super-
visors and management is the best
I have ever seen.”

Impressed by Living

He also told the press that he was
impressed with the standard of liv-
ing in Aruba. He related that the
poorest home he had seen in Aruba
was "much, much better than many
of the living quarters I saw during
my recent trip through the Pacific.”
"Poverty doesn’t exist in Aruba the
way it does in many areas of the
world,” he said. He concluded his
remarks to the press with the state-
ment that ’the people of Aruba are
very fortunate to have the high-
level economy that industry has
brought them.”
