o As the holiday season and end of the year
S approach, we are prompted to think about what
family and friendships really mean to us.
In this spirit and on behalf of Lago Manage-
ment, I want to extend to each Lago employee,
o annuitant and their families a personal wish
0o for a joyous Christmas and a healthy and
happy New Year.
Reflecting on 1980 from an operating view-
0 point, it has been a year of achievement to
which all employees contributed importantly.
Ro Operations were maintained at a comfortably
high level throughout the year despite a
variety of periodic uncertainties. The
experience and ingenuity of many of you
o helped us to overcome the problems created
by these uncertainties and enabled the Com-
pany to post outstanding performance in many
areas.
Plans for major improvements to operating
o facilities have been developed that will
enable the Company to improve its competi-
tive position in the years ahead.
I look forward to 1981 with some optimism
recognizing that the world supply of crude oils

Sixto J. Bislip

In 1964 he left the company to study
in Holland. After attending the St.
Virgilius College in Breda for two
years, where he studied courses in
Mechanical Engineering, Sixto re-
turned to Aruba. In 1969, after
following a Pre-Employment Prepara-
tory Program at Lago, he joined the
Controller's Systems & Data Pro-
cessing Division as a Junior Systems
& Programming Analyst.
In 1970 he earned promotion to
Systems & Programming Analyst A
and to Senior Systems Programming
Analyst in 1972. He has been a
Systems Analyst since April 1974.
On his own time, Sixto attended
evening classes in General Mechani-
cal Engineering at the Kennedy Tech-
nical School. At Lago he followed
ICS Industrial courses, General Soft-
ware Analysis courses, Kepner Tre-
goe and an Oral Presentation course.
Sixto enjoys sports like football
and swimming and likes listening to
stereo music and playing the accor-


dion and the mouth organ. Sixto
and his wife Emy, who live in San
Nicolas, have a 9-year-old daughter
Natalie and a 3-year-old son Robert.
Pablo (Poipi) joined Lago as a Lago
Vocational School student of the 1948
class. His first assignment in the
Utilities Division was as Process
Helper C. After progressing through
the Process Helper positions, he
earned promotion to Controlman in
1960 and to Assistant Operator in
1963. In 1964 he was promoted to
Operator and since that time he acted
on several occasions as Shift Fore-

Energy Conservation (Encon) Survey Sets Stage

For Improving Efficiency of Lago Refinery


Earlier this year Exxon Research &
Engineering, in close cooperation
with Lago, conducted an energy sur-
vey of the Lago Refinery. The Encon
survey is typical of energy survey
being conducted by teams comprised
of ER&E and engineers from the refi-
neries throughout Exxon. The ER&E
team provides specific technical
knowhow and a broad background of
concepts, while the local refinery
staff provides the specifics of the re-
finery operations and facilities. An
energy survey is a comprehensive

The Phase I effort involves a site
survey and was completed during
March of this year. The site survey
work centered around the following
three major activities: viz: data col-
lection, concept feasability and iden-
tification of incentives.

vey and management review of the re-
sults, plans for the Phase II screening

study of "energy balances", and one
which has become a very important
part of all Exxon refineries' overall
energy conservation programs. More
specifically, the survey is directed to-
wards identifying, screening, and set-
ting priorities for energy conservation
opportunities, which helps to define
how far each refinery might reason-
ably expect to go in its efforts to save
energy. The results of the survey form
the basis for an orderly Encon invest-
ment program consistent with overall
long range operating and investment
plans for the refinery.
'Energy surveys are broken down
into three phases, and normally con-
sist of a Phase I identification of pro-
jects followed by a Phase II screen-

of the economic and technical feasi-
bility of all the Encon concepts iden-
tified in the Phase I survey.
The Phase II study started in April
1980 at ER&E and entailed 16 man-
months of engineering and 4 man-
months of cost estimating for a total
elapsed time of approximately 4
months. During the Phase II screen-
ing study, 43 projects out of 61 iden-
tified in the survey were found to be
economically attractive. These eco-
nomically attractive projects repre-
sent potential fuel savings of 700,000
BBLS per year of fuel. While the sur-
vey has resulted in identification of
several additional economically at-

Oswin A. Koeiman Leaves on a One-Year Loan


Assignment with Exx
On November 21, 1980, Oswin A.
Koeiman, Senior Engineer in Lago's
Technical-Analytical & Conservation
Systems Division, left Aruba to as-
sume a one-year loan assignment
with Exxon Research & Engineering
in Florham Park, New Jersey. Oswin
will be assisting an ER&E team on the
design of Lago's Energy Conservation
Projects. He was accompanied on
his overseas assignment by his wife
Rita and 1 -year-old daughter Iris.
Oswin joined Lago on July 25, 1977
as an Engineer in Technical-Process
Technical Services Division. He sub-
sequently worked in PTS Division Dis-
tillation and HDS Sections and most
recently in Technical-A&CS Division.
He was promoted to Senior Engineer
effective September 1, 1980.
Oswin is an HBS-B graduate of the
Radulphus College in Curacao and
obtained his Master's degree in Che-
mical Engineering from the Technical

Upgrade Project which will increase
the efficiency of the Lago Utility
Plants.
Meanwhile, Lago will continue to
explore and take advantage of oppor-
tunities in operating as well as main-
tenance practices wherever possible
to reduce energy consumption.
ER&E has recently started on
Phase III at Florham Park. The Phase
III effort involves design engineering
of the Lago Encon projects. This ma-
jor effort is expected to be completed
by the end of 1981. Following the
completion of design engineering,
cost estimating, and final project ap-
proval, these Encon projects will be
ready for execution over the next se-
veral years. With this effort Lago has
taken a major step forward to im-
prove the efficiency of the refinery to
meet the challenges of tomorrow, and
to preserve a sound business enter-
prise over the long term. This is a
clear commitment of Lago manage-
ment to energy conservation
To accomplish this task, the sup-
port and active participation of every
employee is essential. This coopera-
tion has already been demonstrated
during the Lago Encon survey, where
many employees have worked closely
with the survey team and have con-
tributed significantly with their sup-
port and valuable assistance.

At Lago Pablo followed several
courses, including a Tosi Boiler train-
ing program, Gas Testing course, Fire-
Fighting programs, a Secorp Air-Pak
Breathing Apparatus course, an Oral
Presentation course and a Turbines
Operation and Maintenance course in
Caracas.

In his spare time, he likes planting
and raising domestic animals. He
also enjoys trolling and deep-sea
fishing and participated in several
fishing contests. His other hobbies
include watching football and base-
ball games and travelling. He al-
ready visited Europe, Colombia, Santo
Domingo and Costa Rica.

Pablo and his wife Sofia have three
daughters, ages 25, 19 and 17 and
two sons, ages 23 and 12. The
Tromp family lives at Tanki Flip.

A. Tujeehut Begins Career

October 20, 1980, Arthur Tujeehut
joined the Process Technical Ser-
vices Division as a Controls Systems
Engineer. Arthur is a graduate of
Delft University where he obtained
his Master degree in Applied Physics.
Born on the island of Curacao,
Arthur graduated from the Maria
Immaculata College with an H.B.S.-B
diploma.
Before accepting his present posi-
tion at Lago, he was a teacher at the
University of the Netherlands
Antilles.
Arthur enjoys a variety of sports,


Francis joined Lago as an Employee
Relations Assistant in the Employee
Relations Department.
Judy, who studied with a Lago
Scholarship Foundation grant, recent-
ly graduated with a Bachelor of Arts
degree in Psychology from North
Texas State University.
A John Wesley College graduate,
Judy followed the H.A V.O. curriculum
at Colegio Arubano before leaving
for the United States in 1976. Judy
worked with the Lago Summer train-
ing Program for two summers and also
attended two summer school
sessions.
Judy's initial assignment is in the
Personnel Section of the Employee
Relations Department. Her office is
in G.O.B. Room 168.
Judy is 23 years old, single, and
lives with her parents in Seroe Colo-
rado
