Surplus military properties are disposed of through conveyance to other federal agencies, through conveyance or sale to state and local governments, or finally through sale in the private sector. In the process of turning over the Key West naval properties to civilian reuse, the Key West and Lower Keys Development Corporation (KWLKDC) is the single most important factor. This corporation, representing various aspects of the community, studies applications from the private sector for both short-term and long-term civilian reuse of the properties. The federal government relies heavily on the recommendations of this organization. It is a complex situation, and it changes with the surplussing of each additional piece of property. In order to help the reader understand what is being done and what is not and why, we spoke to James Heerin, a director of the KWLKDC and its current president. Heerin is also president of Shrimp Culture, Inc., a. shrimp mariculture company headquartered in Key West. THE MILO SMITH REUSE PLAN Under a federal technical assistance grant to the City of Key West, Milo Smith s Associates prepared a 281 page report entitled REUSE PLAN: SURPLUS NAVAL PROPERTIES, KEY WEST, FLORIDA. The illustrations accompanying this article are taken from that report, dated June, 1975. A copy of the Reuse Plan can be examined at the City Clerk's office. The report: "Presents a description of personnel reaiignments and proposed property disposal actions affecting naval installations in the Key West area. "Presents a general description of . characteristics, trends, problems and potentials in the Key West economy and develops a broad strategy for economic improvement .
