MYERS, Pennsylvania (n) INTERSTATE APPORTIONMENT TABLE FOR APPORTIONING 1978 FISCAL YEAR FUNDS The conference report on H.R. 8235 authorizes $3,250,000,000 for fiscal year 1978 for the construction of projects on the National System of Interstate and Defense Highways. The information and data in this committee print provide the basis for apportionment of these funds. The conference report also authorizes $91,000,000 for fiscal year 1978 to insure that all States receive at least one-half of 1 percent of total apportionments for the Interstate System for ^iich year. The 1977 fiscal year authorization was apportioned in December 1975 on the basis of the apportionment factors provided in Table 5 of House Committee on Public Works and Transportation Committee Print 94-14. These factors were developed from cost information generally representing net cost needs to complete the System as of January 1, 1974. In consideration of the several factors which have materially affected the needs of the individual States since January 1, 1974, it is considered desirable to base the 1978 fiscal year apportionments on a revised Table 5 which more accurately reflects the current relative needs of each State. The revised apportionment table to be used for apportioning 1978 funds will be based on the original Table 5 of Committee Print 94-14 but adjusted to reflect (1) System changes during 1974 and 1975; (2) the full cost of all Section 103(e)(2) system additions; (3) changes in unobligated balances; and (4) the inclusion of certain additional work which was previously considered inappropriate for inclusion in the apportionment bases. Specifically, the revised apportionment table reflects additional System withdrawals in the States of Connecticut, Georgia, and Maryland; and in the District of Columbia. Also reflected in this table are the full costs of all routes added to the System under Section 103(e)(2) (Howard-Cramer Amendment). This adjustment was con- sidered appropriate in view of the amendments to Section 103(e)(2) enacted by the 1976 Federal-Aid Highway Act. The changes in unobligated balances referred to above relate to the reapportionment of the Interstate funds authorized for fiscal year 1973 which lapsed on July 1, 1975, and to the reduction of certain States' unobligated balances resulting from the approval of substitute transit projects under Section 103(e)(4).
