.REVIEW OF TRAINIG THROUGH
N N-GOVERNMENT FACILITIES
a. Purpose of review. Although the Office of Per.
sonne Management has broad authority to inspect all
personnel management activities, inilIuding training.
"A it has a special responsibility under the law for re-
viewing the operations, activities, and related trans-
actions of each agency to determine whether its plans
and programs for training employees truwgh non-
Glovemment facilities arm properly conducted. T'he
reviews ane concerned with the compliance of pians
and prorams for training through non-Government
facilities with the purposes and provisions of the law
and with the principles, standards, and requirements
established by OPM regulations. ThU reviews are
made at such, times and to the extent OPM considers
necessary. Upon request of OPM each agency is re-
quired to cooperate with and assist OPM in conducting
reviews.
b. Action an noncompilance. If therm is noncom-
pliance with the requirements for training at non-Gov-
ernment facilities, OPM, after consultation with
agency officials, will certify its recommendations for
changes in training actions. procedures, program%, or
plans to the head of the agency. If after a reasonable
time for placing the recommendations in effect non.
compliance continues, OPM is required to report the
noncompliance to the President for such action as the
Pwssident considers appopriate.

through non-Government. facilities on an extended
basis are effective and appropriate training endeavors,
