Foreign Trade Developments

7IFA, International Food and Agricultural Trade Show. Food buyers from over 50
countries are expected to assemble in New Orleans on March 16-17, 1982, to attend the
International Food Show sponsored by the Southern United States Trade Association
(SUSTA) and the Foreign Agricultural Service of the U.S. Department of Agriculture.
The show, open to U.S. exporters and international importers only, is the 7th of a
series held annually at the Rivergate Exhibit Center.

Food export firms from 30 states and Puerto Rico will be displaying a variety of food
products suitable not only for meeting the nutritional needs of a hungry world, but
for titillating the tastebuds of even the most discriminating gourmet.

Already, the demand for exhibit space is high and over one fourth of the total space
available has been taken up by companies wishing to exhibit at the 7IFA. For details

U.S. Food Exhibit Tokyo March 15-19, 1982. Potential exhibitors for Tokyo food
exhibit to be held March 15-19, 1982 should declare their intention immediately if

Notice of Foreign Proposals Concerning Standards in Agriculture. As
required of all signatories to the GATT Standards Code, this notification
of foreign proposed standards-related rules has been provided for the
information and comment of interested agencies and firms. The Technical
Office invites inquiries from anyone who believes that any of the proposed
regulations notified under this heading could cause a trade problem.

Japan. The Japan Ministry of Agriculture, Forestry and Fisheries has
proposed to amend Japanese agricultural standards concerning platform
framing construction lumber so that that 1) standards on average annual
ring width will not apply to radiata pine lumber. (The existing standards
require not more than 6 mm. of average annual ring width with regard to
platform framing construction lumber.); and 2) radiata pine lumber must
conform with new standards on center core or pitch which prohibit the use
of the part within the radius of 50 mm. from the center of pith.

Canada. The Canada Department of National Health and Welfare has proposed
to amend the Food and Drug Regulations so that ethylene dichloride is
removed from the list of food additives that many be used as carrier or
extraction solvents.

Finland. The Finland Ministry of Trade and Industry has proposed a
regulation which specifies permissable raw materials for sausages.

Japan. The Japan Ministry of International Trade and Industry has
proposed an amendment to the Cabinet Order of the Chemical Substances
Control Law On the Supplementary Designation of Specified Chemical
Substances. This amendment will designate aldrin, endrin, dieldrin, and
DDT as Specified Chemical Substances because these substances were found
to-have degradation resistance, high level of bioaccumulation and chronic
toxicity. As a result of this designation, the manufacture and import of
these substances will be prohibited. This will prohibit the import of
the following products which contain these four substances: 1) preservatives,
insecticides and fungicides for wood; 2) paints which contain preservatives,
insecticides and/or fungicides; and 3) wool (greasy wool is excluded).

Singapore. The Singapore Institute of Standards and Industrial Research
has proposed to revise the "Code of Practice for the Use of Timber in
Building Construction". This Code covers recommendations for the quality,
seasoning and preservation of timber; permissible working stresses; and
standard sections and profiles. The Code does not cover engineering
practices for composite units utilizing timber connectors on glued and
nailed laminated construction.

Japan. The Japan Ministry of Agriculture, Forestry and Fisheries has
proposed an amendment to "Designation of Special Fertilizers." In order
to maintain the quality of fertilizers they propose to (1) designate flours
or meals of waste soyabeans and slag as special fertilizer, and (2) to
abolish the designation of theine cake.

proposed an amendment to "Official Standards for Ordinary Fertilizer."
The amendment proposes changes in nitrogenous, potassic, and other
fertilizers. These changes concern coating materials (on coated urea),
new raw materials, cadmium contents, facilitating materials for sticking,
and by-product fertilizers (from cornstarch, etc.).
