Foreign Trade Developments:

New Export Assistance Program for Breeding Animals. A new credit program
to help develop or maintain overseas markets for breeding animals on a long-
term basis has been announced by the U.S. Department of Agriculture. Kelly
M. Harrison, General Sales Manager for the department, said the program is
known as the Commodity Credit Corporation intermediate credit sales program
for breeding animals. The new program will finance sales of U.S. breeding
animals--including transportation expenses to the destination country--for
credit terms of over three years but not more than ten, at commercial interest
rates. Interest rates will be similar to those charged under the Commodity
Credit Corporation's export credit sales program-currently 11-1/2 and 12-1/2

FoodAsia, Singapore An international exhibition of food, drink, processing,
catering and hotel equipment will be held at the Hyatt Convention Centre in
Singapore, April 15-18, 1980. FoodAsia last year attracted over 200 exhibitors
and some 8,900 visitors and buyers from over 25 countries. Exhibitors are
sought in the following areas: tableware/catering equipment, consumables,
food processing plant and equipment, food preparation, food commodities,
packaging, and food and beverage products. The cost of a minimum 100 square

Foreign Trade Developments:

Labeling of beef shipments for Japan. The Livestock Industry Promotion
Corporation (LIPC) of Japan has advised Foreign Agricultural Service that
they will accept printed or clearly written black numerals on the cartons
to indicate the metric weights for beef shipments. No other markings
will be acceptable.

Trade Only Exhibits in Japan and Korea. The Foreign Agricultural Service
invites members of the U.S. red meat, poultry, and fish industries to
participate in two "trade only" exhibits to be held in Tokyo, Japan,
April 22-24, 1980 and Seoul, Korea, April 28-29, 1980. These shows will
be devoted exclusively to meat, poultry, and fish items. Only 36 firms
can be accommodated in Tokyo and 20 in Seoul. Participation fee is
$400 for one or both shows. Additional information and application-forms

Export Documentation for U.K. Meat Imports

The Agricultural Counselor at the American Embassy in London has sent the
following cable to FAS/Washington:

"This office deeply concerned at increasing number of U.S.
meat product shipments arriving U.K. ports with documents
either missing, not completed or incorrectly completed, or
not signed. To date this year, this office has received 24
requests from U.S. meat exporters and/or U.K. importers to
assure MAFF officials that missing documents will arrive
after vessel docks. Although MAFF officials have been thus
far most cooperative, we are fast wearing out our welcome".

"British customs officials are required to prohibit entry of
goods without proper documentation on hand unless MAFF
authorizes entry on basis documents are in fact forthcoming.
This requires a telephone call or cable from the Embassy in
London to FSQS authorities in Washington who check with the
inspector at the plant from which the product originated and
then cable the Embassy in London. This delays unloading and
causes Customs and MAFF irritating interruptions of work".

"Further, importers are increasingly annoyed at a situation
they believe can be avoided. This problem does not happen
from countries competing with the United States. There is a
strong possibility importers will look for supplies from
sources other than the United States, if delays and confusion
not corrected immediately".

FAS and FSQS urge the U.S. shipper to be certain that all required
documents are completed and forwarded so they will arrive prior to
arrival of the shipment.


ROKA 1980 The Foreign Agricultural Service is sponsoring an exhibit of U.S.
processed foods in this international Hotel/Restaurant/Institutional exhibit
in Utrecht, Netherlands, February 11-14, 1980. The ROKA is a biennial trade
oriented food show of consumer ready products (fresh and processed fruits,
vegetables, meats, juices, wines, etc.) The show is organized by the Royal
Netherlands Industries Fair and the U.S.A. Pavilion is sponsored by FAS and
our agricultural counselor at The Hague. In 1978, 16 countries had national
exhibits and the attendance was over 28,000. The participation fee is $200,
with participants required to have a representative in attendance. U.S. based
representatives are preferred, but agents and/or distributors are welcome.
