Foreign Trade Developments

Telex for Nigeria. George Pope, our agricultural attache in Lagos, Nigeria,

New regulations of Sweden on foreign substances in foods have been translated
into English by our agricultural attache. These contain the National Food
Administration's Ordinance (SLV FS 1979:16) on changes in the Ordinance
(SLV FS 1978:34) on Foreign Substances in Food, made on November 30, 1979.

U.S. Meat Establishments Certified for Export to the United Kingdom (UK). U.S.
meat packing plants planning to comply with the new UK regulations calling for
separate clean and contaminated areas of the kill floor must take the following
steps: (The new regulation takes effect September 1, 1980, and plants currently
certified for export to the U.K. may continue to export as long as shipments
arrive prior to September 1.)

Plant management and/or engineers should submit revised drawings to obtain
approval of the facility chance necessary to comply to the Inspection Facilities
and Equipment Division of the USDA. A completed USDA form 423, entitled
Submission and Approval of Plans and Specifications must accompany the plans.

USDA officials will then review and approve specifications and/or suggest
structural changes which will bring each respective plant into compliance with
U.K. requirements.

It is important to note-that the U.K. has retested FSQS to submit its revised
list of eligible U.S. plants by August 1. Those wishing to be on this list
must submit plans and obtain FSQS approval as outlined above, and structural
changes needed must be completed by July '15, 1980. After that date plant
approvals will be on an individual basis.
