REPORT OF THE AMERICAN LIAISON OFFICE
OF THE IGA INTERNATIONAL ASSOCIATION
OF GAY WOMEN AND MEN.

The IGA Regional Office for the United States, called the
"International Lesbian and Gay Association Liaison
Office" opened at the Gay Community Center of the District
of Columbia in early December 1979. Since its opening,
approximately 70 individuals (25 women and 45 men) have
become associate members.
American organizations have affiliated themselves with
the IGA through the Washington Office. They include:-
Association of Suburban People, Detroit.
Gay Activists Alliance, Washington, DC.
Gay Atheists League of America; New York/San Francisco.
Gay Community Center, Washington, DC.,
Institute for Human Identity, New York.
Lavender Leftists, Philadelphia.
National Coalition of Black Gays, Washington, DC.,
National Gay Health Coalition, Philadelphia.
Texas Bay Area Gays, Houston.
The Washington Office has 15 volunteers who:-
1) Translate news from foreign publications into English
for distribution to American press and IGA members.
2) Abstract and index material from U.S. publications;
3) Conduct in depth research into international Lesbian and
Gay issues.
4) Sponsor discussions for the Washington area on a variety
of political topics (eg. North-South East-West conflict,
Human rights, paedophilia);
5) Moniter American policy that has impact on international
relations. (eg. American Imigration Policies)
The Liason Office has hosted meetings between the
Dutch Parliament and high American officials on American
Immigration. Policies in conjunction with the Gay Activists
Alliance-Washington, DC, one volunteer has lobbied a
White House Commission on the Holocaust, for the inclusion
of Lesbian and Gay victims in a planned memorial. Other
volunteers have addressed the U.S. Select Commission on
Immigration and Refuge Policy, Pittsburghs Gay and Lesbian
Pride Week, the longest homophile organization in Michigan,
university Lesbian and Gay rights-conditions and national
committee for Sexual Civil Liberties. A member is scheduled
to address the 1981 National Conference of Lesbian and Gay
Law Students in Pittsburgh; and one volunteer's article on
Cuban Lesbian refugees was re-printed in the largest Lesbian
paper in the United States. The purpose of this action is not
to speak on behalf of any organisation, although the I.G.A.
newsletters and memoranda are always distributed; On the
contrary the intention is to desseminate news on international
developments as they relate to Gay men and Lesbians.
The Liason Office has negotiated programme status with
the Gay Community Center of Washinton, DC. As a G.C.C.
programme the Liason Office is non-profit/tax exempt pro-
gramme, which allows contributors to claim tax benefits for
their IGA donations.
In addition, as a tax exempt programme the office is now
eligible for grants from a variety of private foundations. The
Liason Office has already drafted several grant proposals and
will submit a final version to one or more foundations this
Spring.

1) Traducen al ingl6s noticias de publicaciones extranjeras
destinadas a la prensa norteamericana y a los socios de la
IGA.
2) Escojen y afichan articulos de revistas norteamericanas;
3) Hacen investigaciones detalladas sobre temas internacion-
ales lesbians y gay.
4) Organizan debates sobre una variedad de t6picos politicos
(por ejemplo el conflict Norte-Sur/Oeste-Este, los

5) Vigilan la actitud official norteamericana international.

The Liason Office, en conjunto con los Gay Activists
Alliance, Washington DC, Ha organizado mitines entire el
parlamento holand6s y altos oficiales norteamericanos.
Americano sobre la imigraci6n. Un voluntario ha buscado el
apoyo de la White House Commission on the Holocaust
para la inclusion de victims lesbians y gay en un memorial
propuesto. Otros voluntarios han hablado con la U.S.

The Liason Office ha negociado reconocimiento con el

program del Gay Com. Center la Liason Office se esta
considerada como un program no destinado al negocio
personal y por lo tanto no estg sumiso a los impuestos, el
cual les permit a los contribuyentes buscar una exemci6n
de los impuestos en cuanto a sus donaciones a la IGA.
Tambien a consequencia de su status "Libre de Impues-
tos" la oficina ya califica para subvenciones de varias
fundaciones privadas. The Liason Office ya esti preparando

I quindici attivisti dell'ufficio a Washington realizzano i
compiti seguenti:-
1) traducono in inglese le informazioni raccolte da pubblic-

2) fanno l'indice delle informazioni raccolte dalla stampa

3) fanno ricerche profonde sui problem internazionali del

L'ufficio di collegamento, insieme con "The Alliance of
Gay Activists" era la scena di alcune discussion fra il par-
lamento olandese ed alcuni alti funzionari sulla political
americana ufficiale riguardo all'immigrazione; un volontario,
facendo manovre di antecamera, ha cercato di influenzareo
una commission d'inchiesta stability proprio dalla Casa
Bianca, affinch6 un monument progettato e dedicate
alle vittime dell'Olocausto comprenda anche i nomi delle
vittime omofile. Altri attivisti hanno parlato davanti alla
commission d'inchiesta del Congresso sul tema della political
americana d'immigrazione e d'asilo; hanno parlato devanti
all'organizzazione omofila la pih grande di Michigan, durante
la settimana di conosenza gay a Pittsburgh, davanti alla
coalizione di student universitari per la difesa dei diritti
civil degli omofili, e davanti al comito nazionale per la
difesa dei diritti civil e sessuali. Un membro dell'ufficio,
second il previsto, parlera alla conferenza nazionale degli
student omofili di giurisprudenza, che avra luogo a Pittsburgh
nel 1981. Un articolo scritto da uno dei membri dell'ufficio
sulle condizioni delle rifugiate lesbiche cubane & stato
ristampato nella pubblicazione lesbica di maggiore tiratura
degli Stati Uniti.
Ma queste attivita non si fanno con lo scopo di propagare
i pareri di qualisiasi organizzazione che ci sia, bench si
distribuiscano sempre gli avvisi ed i memorandum dell'I.G.A.
Anzi, si ha l'intenzione di diffondere tutte le informazioni
sugli awenimenti internazionali che toccano sulla vita
omofila.

I.G.A. AUX ETATS UNIS

Le bureau regional de 1' I.G.A. aux Etats Unis, c' est-h-dire
le "Bureau de Liaison de 1' Association Internationale des
Homophiles" a ouvert ses portes au Foyer socio-educatif des
Gais au District de Colombia, dans les premiers jours de
d6cembre = 1979. Des l'ouverture, on compete environ 70
individus don'tt 25 femmes et 45 hommes) qui s'y sont
inscrits en quality de membres associ6s.
Par l'entremise de ce bureau a Washington, plusieurs
organizations am&ricaines se sont affili6es a 1' I.G.A., dont:-

Les quinze b6nevoles au bureau de Washington dans
1' accomplissement de leurs fonctions:-
1) traduisent en anglais les informations glances de publicat-
ions 6trangeres pour distribution a la press americaine et
aux membres de 1' I.G.A.
2) cataloguent des informations prises de publications
americaines.
3) font des recherches profondes sur les problemes inter-
nationaux des gens homophiles.
4) organisent des debats dans la region de Washington DC

Le Bureau de Liaison, conjointement avec "The Alliance
of Gay Activists" a 6te le lieu de discussions entire le parle-
ment n6erlandais et quelques fonctionnaires de haut rang au
sujet du fonctionnement du service de immigration amer-
icain; un benevole a fait pression sur une commission
d'enquete 6tablie par la Maison Blanche, pour que le monu-
ment projete et d6di6 aux victims de l'Holocauste comprenne
les noms des victims homophiles. D'autres b6nevoles ont pris
la parole devant la commission du Congres des Etats Unis au
sujet de la politique d'immigration et d'asile, et devant
l'organisation homophile la plus grande de Michigan, pendant
la semaine de conscience Gaie de Pittsburgh, devant la coal-
ition des 6tudiants universitaires pour la defense des droits
civils des homophiles, et devant le comit6 national pour la
defense des droits civils et sexuels. D'apres le programme,
un membre du bureau est privu de parler a la conference
national des 6tudiants de droit homophiles qui aura lieu a
Pittsburgh en 1981. Un article ecrit par un des nos membres
sur la condition des refugiees lesbiennes de Cuba a &te
r6imprim6 dans la publication lesbienne qui compete le plus
grand tirage aux Etats Unis. Cette activity n'a pas la prop-
agation des opinions de telle ou telle organisation come
but, bien qu'on distribue toujours les bulletins et les memo-
randa de 1'I.G.A. Au contraire, on a l'intention de fair
circuler les informations concernant les ev6nements inter-
nationaux par rapport a la vie homophile.
Le bureau de Liaison a negoci6 avec le Foyer socio-
educatif des Gais de Washington DC pour obtenir la position
d'entreprise du Foyer. Dans 1'exercise de ses functions

de plusieurs demands de subvention et on a l'intention de
soumettre un texte r6dig6 a une, ou bien plusieurs foundations
pendant le printemps de 1981.

IGA 3rd ANNUAL CONFERENCE

REPORT OF THE INFORMATION CENTRE AND
SECRETARIAT OF THE IGA-INTERNATIONAL
ASSOCIATION OF GAY WOMEN AND MEN.

INTRODUCTION

The IGA has expanded over the past few years to become a
more broadly based gay liberation association and as a result
the Secretariats and Liaison Offices have also developed.
At the second (2nd) Annual Conference (Barcelona 1980)
the feeling expressed by the general membership of IGA was
that the Information Centre and Secretariat should remain an
administrative rather than a policy making unit within the
IGA. Since the last Annual Conference the Secretariat has
operated as a clearing house consolidating political actions,
reporting events worldwide and generally maintaining accurate
information about member organizations, to the extent that
this is made possible by the co-operation of our associated
groups.

INCOMING/OUTGOING MAIL
During the past year the Information Centre and Secretariat
has dealt with the following items of correspondence which
consisted mainly of enquiries from member organizations,
associate members and individual members. The total out-
going mail approximately 800 items including the mailing
of memoranda to all members; while the total incoming mail
was slightly less at 760 items which includes items for the
IGA ARCHIVES.

INFORMATION CENTRE AND SECRETARIAT
PUBLICATIONS

1)MEMORANDA
Five (5) issues of the IGA MEMORANDUM were prepared
and mailed in June, September, October, December 1980
and January 1981. The format of the December and January
memoranda was changed introducing a new layout and type-
set. This was necessary and desirable for the following
reasons:-
(a) better presentation, easier to read,
(b) more space for including more detailed information
on political actions,
(c) less paper used in printing therefore cutting the cost
of production per issue and most importantly the
reduction of the overall cost of postage.

2) GHENT SUMMER REPORT
The Information Centre and Secretariat prepared and dis-
tributed the Ghent Summer Report, this report contained
simply an exact reproduction of the proceedings (27 pages).
3) IGA SNOWBALL TELEPHONE NETWORK (RE-
DESIGNED)
In early November it was considered necessary to re-design
the IGA SNOWBALL TELEPHONE NETWORK, as it was
18 months since this has been updated and it had become
very much out-moded. We believe that the present system
is easier and quicker to operate and much more adaptable to
change in the future. Since November the new system has


been put into operation on two occasions once in the present
Greek situation where some teething problems were exper-
ienced and again in the Canadian situation where the new
system proved successful.
4) COMMUNICATIONS DOSSIER OF MEMBER ORGAN-
ISATIONS
Over the latter part of the year the member organizations
who had supplied the Information Centre and Secretariat
with detailed information about their organisations/contact
persons received a complete dossier containing similar in-
formation on other member organizations of the IGA. This
is an ongoing project, (member organizations who have not
yet complied with the request to supply this information
are requested to do so immediately and in return will receive
a copy of the COMMUNICATIONS DOSSIER OF EMBER
ORGANISATIONS). We consider that our number one
priority to act as a clearing house administering a fast flow
of information responding to requests and enquiries from
member organizations, associate members and individuals. In
order to streamline our operations we have expanded our
work force thus allowing us to diversify and concentrate
on the different aspects of the work of gay liberation within
the Secretariat.
5) ARCHIVES
At our Second (2nd) Annual Conference (Barcelona 1980)
it was decided to create an IGA gay archives and to house
this in the Hirschfeld Centre, Dublin. It is encouraging to
see the material in different languages relating to the various
aspects of gay liberation coming into the IGA ARCHIVES;
we are presently preparing a filing system and index which
will provide easy access to information about any past event.
We invite you to keep your organizations material flowing
into the IGA ARCHIVES and also not to forget about back
issues as it is important to have a complete up to date file of
material on each and every gay organisation world wide.

FLOW OF INFORMATION
Presently the Newsletter of the IGA is prepared by the
Financial Centre in Amsterdam as was agreed at the Annual
Conference. This has meant that the flow of information to
the Information Centre and Secretariat has decreased as the
Dublin Secretariat itself predicted. This means that in effect
there is no single focus for information within the IGA. It
was pointed out in Barcelona that such a division in th6 flow
of information would have this effect. We are firmly of the
opinion that in order to react swiftly to requests about
political actions, update political actions and effect an effici-
ent flow of information it is vital that the Newsletter and
Memorandum be issued from the Information Centre and
Secretariat where ever that unit may be located.

ILIS

One of the most important aspects of the Second (2nd,
Annual Conference was the uniting of lesbians with gay
men to work together within th IGA, the women have held
their own conference in Amsterdam last December and are
meeting in Turin prior to the Third (3rd) Annual Conference
It is vital that the-contacts between the men and the women








be made more firm, we believe that this can be achieved
through greater co-operation between ILIS and the Inform.
ation Centre and Secretariat.

PROBLEMS

1) The Secretariat has been unable to act on behalf of some
member organizations during the past few years, a particular
instance being a request from the National Gay Rights
Coalition of New Zealand to issue on their behalf a press
statement on Human Rights Day; we were unable to act
because of the guidelines laid down at the Annual Conference.
We would welcome any suggestions as to how this problem
may be solved. An interesting comparison may be drawn
with regard to the relative freedom of action apparently
allowed to ILIS in a similar case dealing with gay rights in
New Zealand.
2) In September/October 1978 one of our first political
actions was against the Greek Government who proposed
anti-gay legislation through the concerted effort of the IGA
member organizations and the support of the Dutch Par.
lament we believed we had succeeded in preventing the
enactment of this legislation. Last month the Greek Govern-
ment re-introduced this piece of anti-gay legislation naving
become full members of the E.E.C. we now find ourselves
in a position where we must re-think our strategy at Annual
Conference on important matters such as this.
3) Because the Newsletter is printed in Amsterdam and the
Memorandum in Dublin we in the Information Centre and
Secretariat have encountered many difficulties in relation
to the reporting of IGA news. We find for instance that,
there is often an unnecessary overlap between the Memor-
andum and the Newsletter. Due to the lack of clear distinc-
tion in the management duties of the two Secretariats there
is an uncertainty regarding the processing of applications
for membership and also some difficulty in maintenance of
updated mailing lists. At the date of the printing of this
report a complete up-to-date list of fully paid up member
Organizations and Associate Members was unavailable. The
critical nature of this problem is indicated by the fact that
information reaching Dublin from Amsterdam is frequently
incomplete, inaccurate or both.
SUPPORT ACTION OF THE INFORMATION
CENTRE AND SECRETARIAT

Member organizations are aware of SETA's (Finland) pending
action against the Finnish Government under Article 4. (2)
of the OPTIONAL PROTOCOL OF THE U.N. INTER-
NATIONAL COVENANT ON CIVIL AND POLITICAL
RIGHTS. The Human Rights Committee has formally
accepted and is processing SETA's communication. Olli
Stalstrom of SETA flew into Dublin to meet members of
the Information Centre and Secretariat in order to keep
them informed of the ongoing situation and to seek any
advice that they could offer. The Secretariat was able to
assist SETA by getting in contact with an expert legal ad-
visor who has agreed to assist the legal personnel from SETA
in.the drafting of a further submission to the Human Rights
Committee.

FUTURE

Since the creation of the IGA in 1978 we have witnessed the
Association growth. In 1979 we opened in Washington our
first (1st) Liason Office, in 1980 we had the formation of
ILIS and the establishment of the IGA ARCHIVES. What
now of the future? It is our hope that we may be enabled
to. make a continuing contribution to the work of Gay
Liberation at international level.


As part of this continuing contribution to the IGA, the
Information Centre and Secretariat will be proposing the
production of RADIO IGA to the workshop on "Gays and
the Media", it will be proposed that RADIO IGA would
take the form of two fifteen minute tapes for airplay on gay
radio stations worldwide with the intention of disseminating
information about political actions undertaken individually
or collectively by members of IGA. Also to raise funds by
encouraging organizations and the gay media to apply to the
IGA for membership.

CONCLUSION

In this report the activities of the Secretariat and Informat-
ion Centre in Dublin have been outlined. It has been our
duty over the past year to carry out decisions of the Annual
Conference insofar as they relate to the Information Centre
and Secretariat. This work would not have been possible
without the support of member organizations. The Inform-
ation Centre and Secretariat would therefore like to thank
the member organizations for their co-operation over the
last year and look forward to even more vigorous effort
together in the coming year.
Looking forward to seeing you all in Turin over the Easter
weekend (19th-21st April 1981).

.INTRODUCTION

Depuis quelques annies 1' I.G.A. est en plein development
et elle est devenue une organisation pour la liberation homo-
sexuelle qui possede des centres d'operation partout. En
consequence, les Bureaux de Liaison et les Secretariats se sont
6galement developpes.
Les adherants moyens de 1'I.G.A., au course de la deuxime
(2c) conference annuelle (Barcelone 1980) exprimaient le
desir que le centre d'information et le secretariat de 1'IGA
restent seulement en quality de bureau administratif plutot
que bureau capable de faire des declarations de principle.
Depuis cette conference le Secretariat opere en quality de
bureau central administratif, en consolidant des actions
politiques, en faisant des reportages sur les 6venements
internationaux et dansl'ensemble en gardant des informations
precises sur les organizations membres, dans la measure, bien
sur, oh cela est possible, vu qu'on compete toujours sur la
cooperation de nos groups associes.

COURIER RECU/COURRIER EXPEDIE

Pendant l'annee passee le secretariat s'est occupy du courier,
qui consistait surtout en demands de renseignements par les
organizations membres, par les membres associes et les
adherents individuals. Le courier expedie a 6et aux alentours
de 800 lettres (y compris les memoranda de 1' IGA), tandis

LES PUBLICATIONS DU CENTRE D'INFORM-
ATION/SECRETARIAT.

1)MEMORANDA
Mous avons public et expedi6 cinq numerous de 1' IGA MEMO-
RANDUM aux mois de juin, septembre, octobre, d6cembre
1980 at janvier 1981. Les numeros de decembre et janvier
ont paru dans un nouveau format, ou 1' on a introduit une
mise en pages et une composition nouvelles, ce qui etait
necessarie et souhaitable pour les raisons suivantes:-
(a) faciliter la presentation et proposer un texte plus
lisible
(b) R6laiserune meilleure utilisation de 1' space, per-
mettant l'inclusion d'informations plus detailles sur
les actions politiques.
(c) utiliser moins de paper lors de I'impression, d'ou
une reduction des frais de production de chaque
num6ro. et r6duire les frais d'envois, chose non neg-
ligeable.
2) LE RAPPORT ESTIVAL DE GHENT.
Le centre d'information/secretariat a prepare et distribute le
rapport estival de Ghent, qui contenait purement et simple-
ment une reproduction precise du texte des debats.


3) LE RESEAU TELEPHONIQUE DE L'IGA? SURNOMME
"SNOWBALL".
Dans les premiers jours de Novembre, on a considere.comme
necessaire une nouvelle etude du system "snowball" de
1'IGA, puisque dix-huit mois s'6taient 6coules depuis sa
derniere revision, et le system 6tait demonde. Nous croyons
le systeme actuel beacoup plus facile a utilisier et bien plus
apte a recevoir des modifications eventuelles en cas de
besoin.
Depuis Novembre, ce system a servi deux fois: une fois
pendant la situation actuelle en Grece ou l'on a rencontre des
difficulties croissantes, et encore lors de l'affaire canadienne,
oi le system a fonctionne avec success.
4) LE DOSSIER D'INFORMATION SUR LES ORGANIS-
ATIONS MEMBRES.
Pendant les derniers mois de l'ann6e, les organizations mem-
bres qui avaient aide le secretariat en fournissant des inform-
ations precises sur leurs organizations et leurs agents de
liaison, ont recu un dossier complete contenant des inform-
ations semblables sur les organizations autres que l'IGA. Ce
project se pour suit (Les organizations membres qui n'ont
pas encore repondu a la demand d'informations sont prices
de le faire le plus tot possible, et en change elles recevront
un exemplaire du dossier d'informations sur les organizations
membres, les membres associes et les individus. Nous avons
accre le nombre de nos b6n6voles pour rationaliser nos
operations, ce qui nous permet de nous diversifier et de
concentrer notre attention sur les divers aspects du travail
pour la liberation homosexuelle a l'interieur mrme du
secretariat.
5) LES ARCHIVES.
L'on a decide lors de la deuxieme conference annuelle
(Barcelone 1980) de creer les archives homosexuelles de
1'IGA, et de donserver ces archives au centre Hirschfeld a
Dublin. Nous sommes consid6rablement encourages par la
quantit6 de documentation en plusieurs langues qui continue
d'arriver aux archives de 1'IGA. Nous sommes en train de
preparer une m6thode de classement et d'indexation qui
permettra l'acccs facile a toutes les informations sur tel ou
tel evenement. Nous vous prions, de, bien vouloir continue
a nous fournir toutes les informations concernant votre
organisation, sans oublier les vieux numeros de vos public-
ations, car il est important de posseder des dossiers complete
sur chaque association homosexuelle dans le monde.

LE FLOT D'INFORMATIONS.
En ce moment, le centre financier d'Amsterdam public un
bulletin de l'IGA, comme convenu lors de la deuxieme con-
ference annuelle. Toutefois les resultat de cette action a 6te
de diminuer le flot d'informations vers le centre d'inform-
ation et le secretariat, comme pr6vu d6ja par le centre de
Dublin. Cela revient a dire en effet quoil n'y a aucun centre
d'information a proprement parlet a 1'IGA. L' on avair d6ja
signal a Barcelone que cette division d'information entire
Dublin et Amsterdam aurait cette consequence. Nous
sommes tout a fait d'avis que le bulletin et les memoranda
doivent 6tre publics par le meme bureau central, peu imported
oh il se trouve, pour que l'on puisse reagir avec rapidite a
toutes les damandes d'informations sur les actions politiques,
afm de pouvoir avertir le public des actions politiques en






course et pour organiser une information efficace.

ILIS

L'un des aspects les plus important de la deuxieme conf6r-
ence annuelle se trouvait dans l'association des homosexuals
hommes et femmes dans un travail collectif a l'interieur de
1'IGA. Il est indispensable que les contacts entire les organ-
isations d'hommes et de femmes deviennent plus 6troits. Ces
contacts, a notre avis, sont realists par une meilleure co-
operation entire I'ILIS et le secretariat. Au mois de decembre
1980 les femmes ont tenu leur conference a Amsterdam, et
vont se r6unir a Turin avant la troisieme (3c) Conf6rence
Annuelle.

PROBLEMS

1) Le Secretariat s'est trouve quelques fois au course de ces
dernieres ann6es dans une situation telle qu' il ne pouvait
pas agir au nom de certaines organizations membres de 1'
IGA; ce fut le cas de la "National Gay Rights Coalition of
New Zealand", organisation qui nous avait demand de
publier au course de la Journ6e Internationale des Droits
Civils, une declaration officielle venant de sa part; mais a
cause desclauses stipul6es a la deuxibme conference, cela
s'est trouv6 impossible. Toutes suggestions pour resourde
ce problem seront bienvenues. On peut aussi faire une
comparison entire la liberty d'action relative accordee a
1' ILIS dans une semblable affaire de droits civils en Nouvelle
Z6lande, et celle accordee au secretariat.
2) En septembre/cctobre 1978, une de nos initiaves polit-
iques s'est realisee centre le gouverement grec qui envis-
ageait de career une legislation anti-homosexuelle. Par les
efforts des organizations membres de 1' IGA et par le soutien
du Parlement Neerlandais, on croyait avoir reussi a empacher
la creation de cette legislation. Mais au course du mois
dernier, le gouvernement grec, comme il devenait membre
a part entire de la CEE, a deposE de nouveau ce project de
loi et nous nous trouvons done dans la situation ou il faut
revoir nos strategies en ce qui concern des questions d'une
importance pareille.
3) A cause de 1' impression du Bulletin a Amsterdam et ce
celle du Memorandum a Dublin, nous avons rencontr6
plusieurs difficulties en ce qui concern les nouvelles pub-
lications de I'IGA. Nous trouvons par example que le Memor-
andum et le Bulletin se recoupent assez souvent, ce qui est
totalement inutile. Les functions administrative des deux
Secretariats n'etant pas clairement specifies, le traitement
des formulaires de demand d'inscription a 1' IGA, et
l'entretien d'une listed d'adresses a jour n'omt pu etre correct-
ement effectues. Au jour meme de l'impression de ce rap-
port, il nous a 6te impossible de etablir une liste precise de
nos organizations membres et de celles qui sont associ6es
a l'IGA. On comprend I'6tendue de ce probleme quand on
sait que les informations communiques a Dublin et en prov-
enance d'Amsterdam sont souvent incompletes et 6rron6es.
LES ACTES DE SOUTIEN REALISES PAR LE
SECRETARIAT
Les organizations membres sont au courant du proces en
course SETA (Finlande) centre le gouvernement finlandais
en vertu de Particle 4 (2) du "PROTOCOLE FACULTATIF
DE LA CONVENTION INTERNATIONAL DE L'ONU
POUR LES DROITS CIVILS ET POLITIQUES". Le comite
pour la defence des droits civils a formellement requ la
communication de SETA, et il est en train de s'en occuper.
Olli Stalstrom de SETA est venu a Dublin pour rencontrer
les membres du Secr6tariat, les tenir au courant de la sit-
uation et leur demander conseil a ce sujet. Le secretariat,


les tenir au courant de la situation et leur demander conseil
a ce sujet. Let secretariat de son cte6, 6tait en measure de
contribuer F'action de SETA en le mettant en rapport avec
un conseiller juridique expert en la matiere et qui a consent
a aider le service juridique de la SETA pour la preparation
d'un nouveau texte destine au Comite pour la defense des
droits civils.

L'AVENIR

Despuis sa creation en 1978, I'IGA s'est agrandie. En 1979
le premier bureau de liaison s'est ouvert a Washington, en
1980 ILIS a Wte crE6 et les archives de I'IGA ont ete etablies.
Et pour l'avenir? Nous esperons pouvoir continue a con-
tribuer la lutte pour la liberation homosexuelle sur le plan
international.
Dans ce meme esprit, le centre d'information et le secretariat
vont proposer l'etablishement de Radio IGA pendant le
colloque sur "les homo et les m6dias". On propose que
Radio IGA consistee de deux bandes enregistr6es d'une
duree de 15 minutes chacunes, pour emission par les actions
politiques entreprises soit collectivement soit individuelle-
ment par les actions politiques entreprises soit collectivement
soit individuellement par les membres de I'IGA. Le but serait
aussi de rassembler de l'drgent en incitant de nombreuses
organissations et medias homo a faire une demand d'adhen-
sion aupres de I'IGA.

CONCLUSION

Ce rapport a esquisse a grand traits les activists du secretariat
a Dublin. II 6tait de notre devoir au course de cette ann6e
d'6x6cuter et d'appliquer les decisions prises par la Con-
ference Annuelle d'autant qu'elles touchent au Secr6tariat/
Centre d'Informations. Ce travail n'aurait pas ete possible
sans le soutien des organizations membres. Le membres de
leur cooperation pendant cette annie et nous esperons faire
de plus gros efforts ensemble au course de l'annee a venir. En
attendant avec impatience de vous voir a Turin pendant le
week-end de Piques, veuillex croicre a nos sentiments dis-
tingues.

IL RAPPORTO DEL CENTRO DI INFORMAZIONI
E SEGRETARIATO DELL' IGA L' ASSOC-
IAZIONE INTERNAZIONALE DELLA GENTE
OMOFILA.

INTRODUZIONE

Durante questi ultimi anni, I'IGA e in pieno sviluppo ed 6'
diventata un' organizzazione ben estesa per la liberazione
della gent omofiea 1 Segretariati e gli Uffici di colleagamento
si sono anche sviluppati. Nel corso della Seconda Conferenza
Annuale (Barcelona 1980) il sentiment dei membri comuni
dell' IGA era che il Centro d'Informazioni e Segretariato
dovesse rimanere soltanto in quality' di ufficio amminis-
trativo piuttosto che ufficio in grado di fare decision di
principio.
Da quella conferenza, il Segretariato funziona in quality' di
ufficio central amministrativo, unificando i process politics,
facendo dei rapporti sugli airienimenti internazionali e
conservando della informazioni precise sulle organizzazioni
che fanno parte dell' IGA, tanto che questo sia possible,
visto che si conta sempre sulla cooperazione dei nostri
gruppi associate.

CORRISPONDENZE IN ARRIVO/IN PARTENZA

Nel corso dell' anno, il Centro e Segretariato s'occupava del
corriere seguente, che consisteva d'una gran parte di richieste
di informazioni, specite dalle organizzazioni associate, da
gruppi in collaborazione e da individui, I1 corriere spedito era
di 800 articoli su per gif, (i memorandum dell' IGA inclusi)
mentre il corriere in arrive ammontava a 750 articoli, fra i
quali gli articoli per l'Archivio dell' IGA.

PERIODICHE DEL CENTRO DI INFORMAZIONI
E SEGRETARIATO

(1)MEMORANDUM
Da giugno 1980 a gennaio 1981, cinque edizioni dell' IGA
MEMORANDUM" si sono pubblicate e spedite per posta. Si
ha cambiato il format delle edizioni di dicembre e di gennais,
con 1' introduzione di una disposizione tipografica e com-
posizione nuove. Si considerava questo necessario e dijatto
molto consigliabile per le ragioni seguenti:
(a) per facilitare una megliore presentazione, cosi rend-
endo il periodic puf leggibile.
(b) per provvedersi di una superficie puilarga, facilitando
I'inclusione d'informazioni pui precise sui process
politics.
(c) per un' utilizzazione di meno carta nella tiratura, cosi
riducendo le spese di produzione di ogni edizione, ea
anche riducendo le spese postal, cosa molto con-
sigliabile e dijatti importantissimo.

(2) IL RAPPORTO SOCIAL DI GAND
II Centro d'lnformazioni e Segretariato ha preparato ed ha
distributito il Rapporto Estivale di Gand, che conteneva
una riproduzione esatta degli atti della conferenza.


(3) LA RETE TELEFONICA DELL' IGA, CIOE'
"SNOWBALL"
Nei primi giorni di novembre, si considereva necessario il
riesame della rete telefonica "Snowball", perched 18 mesi
erano passati da quando si era aggiornata, ed era diventata
propis antiquata. Crediamo che il sisteme attuale sia molto
pifi facile e piu semplice ad usare, e molto pul adattabile
ad una modifica eventual, si 1' occasion si present mai.
Da novembre il sistema nuovo ha funzionato due volte:
una volta durante la situazione attuale in Giecia, dove
abbiamo sofferto alcuni disturbi di crescita, e poi nella
situazione canadese dove il sistema si e mostrato un enorme
success.
(4) L' INCARTAMENTO SULLE ORGANIZZAZIONI
ASSOCIATE

Duranti gli ultimi mesi dell' anno, le organizzazioni che ci
avevano jornito di tutte le informazioni sulle loro organ-
izzazioni e sui loro agent di collegamento, hanno ricevuto
un incartamento complete pieno di' informazioni simili
sulle altre organizzazioni dell' IGA. Questo progetta con-
tinua sempre. Si richiedono le organizzazioni associate che
non hanno ancora risposto alle domande di fornire queste
informazioni al Segretariato di farlo il puf presto possible,
ed a giro di posta riceveranno una copia dell' elenco delle
organizzazioni associate. Siamso dell' opinion che il nostro
primo dovere e di funzionare come ufficis central che
distribuisce delle informazioni richieste dalle organizzazioni
associate ecc. Abbiamo raddoppiato i collaborator volontari
al Segretariato per razionalizzare le nostre operazioni, cosa
che ci permette di diversificarci e di dedicarci agli aspetti
diversi del lavoro per la liberazione gay, anche all' interno del
Segretariato se stesso.
(5) ILARCHIVIO
Alla Seconda Conferenze Annuale (Barcelona 1980) si era
deciso di fondare il Archivio dell' IGA, e di tenerlo al Centro
Hirschfeld a Dublino. Siamo molto incoraggiati dalla
quantity di documentazione in diverse lingue che arriva
sempre all' Archivio. Siamo in corso di preparare un metodo
di classifica e di compilare un indice della material, che ci
darh 1' access libero a tutte le informazioni su tale o tale
avvenimento. Vi preghiamo di continuare a munirci di
tutte le informazioni sulla Vostra organizzazione e di non
dimenticare i vecchi numeri delle Vostre pubblicazioni,
perched e molto important che si abbia un elenco complete
su ogui organizzazione omofile del mondo.

IL FLUSSO D' INFORMAZIONI

Al moment attuale, il Centro Finanzario a Amsterdam
pubblica il "Bollettino dell' IGA" come convanito alla
second conference annual. 11 risultato di quest' azivne
pero e stato la diminuzione del flusso d' informazioni in
arrive al Centro e Segretariato, cosa gia previsto dal Centro a
Dublino. Questo vuol dire, difatti, che non esiste nessun
vero centro d' informazioni all' interno dell' IGA. Era gia
segnato a Barcelona che questa division delle informazioni
fra Dublino e Amsterdam avrebbe airito queste consequence.
Noi siamo convinti che il Bollettino e i Memorandum devono
uscire dallo stesso ufficio, dovunque questo si trovi, affinche







si possa reaire presto alle domande d' informazioni sulle
azioni politiche; affinche si possa tener conto della azioni
gia in corso, e per realizzare un flusso d' informazioni vera-
mente efficace.

mano al personal giuridco di SETA nella loro preparazione
di un nuovo testo destinato al comito per la difesa dei
diritti civil.


IL FUTURE


L' uno degli aspetti i puf important della 2a conferenza
annual si trovava nell' union fra le lesbiche e i gay in un
lavoro collettivo all' itemo dell' IGA. E assolutamente
necessario che i contatti fra gli uomini e le donne si rendono
ancora puf stretti. Questi contatti, second noi, si realizzano
in una migliore cooperazione fra .' ILIS e il Segretariato. In
dicembre del 1980, le donne si sono riunite a Amsterdam, e
vanno riunirsi a Torino avanti la Terza Conferenze Annuale.

PROBLEM

1) I Segretariato si e trovato agui tanto nel corso di questi
ultimi anni incapace di agire a nome di certe organizzazioni
dell' IGA; per esempio il caso della "National Gay Rights
Coalition" della Nuova Zelanda, organizzazione che ci aveva
domandato di pubblicare per conto suo un comunicato
ufficiale (nel corso del Giorno Internazionale Diritti Civili);
per6 a causo delle indicazioni stability dalla Seconda Con-
ferenza, questo era proprio impossible. Accettiamo volon-
tieri tutti consigli per risolvere questo problema.
Si puo anche confrontare la liberate d' azione relative ac-
cordata a 1' ILIS, in un tale affare di diritti civil nella Nuova
Zelanda, a quella accordata al segretariato....
2) In Settembre/Ottobre dell' anno 1978, 1' una della nostre
prime azioni politiche si e realizzata control il governor greco
che aveva 1' intenzione di introdurre una legislazione anti-
gay. Grazie ali sforzi delle organizzazioni dell' IGA, ed all'
appoggio del governor olandese, si credeva di aver riuscito a
porre fine alla legislazione, ma nel corso del mese passato,
il governor greco, adesso membro integrale del Mercato
Comune ha introdotto di nuovo questo progetto di legge, e in
troviamo allora nella situazione dove si deve ripensare la
nostra strategic verso le question egalmente important.
3) A causa della tiratura del Bollettino a Amsterdam e la
tiratura del Memorandum a Dublino, abbiamo incontrato
alcune difficolte dal punto di vista delle informazioni emesse
dall' IGA. Troviamo, per esempio che il Memorandum ed il
Bollettino si accavallano spesso, cosa totalmente inutile.
E a causa della mancanza di distinzione proprio precisa
fra i compliti amministrativi dei due Segretariati, si incontra
spesso dell' incertezza verso il trattamento dei moduli d'
iscripzione all' IGA, ed anche verso il mantenimento di un
elenco di induizzi per invio di material. Anche al moment
della tiratura di quest rapporto, non si poteva proprio
formulare una lista della organizzazioni dell' IGA. Si vede
che quest problema 'e veramente critic perched le inform-
azioni ricevute a Dublino da Amsterdam sono molto spesso
e incomplete e erronee.

ATTI DI ASSISTENZA DALLA PARTE DEL
SEGRETARIATO

Le organizzazioni dell' IGA sono al corrente del process
fatto da SETA (FINLANDIA) control il governor finlandese,
grazie all' Articolo 4 (2) del "Protocollo Facoltativo della
Convenzione Internazionale delle Nazioni Unite per i Diritti
Civili e politics". I1 Comitato ha ricevuto la comunicazione
di SETA, e se ne occupava al moment. Olli Stalstrom di
SETA e venuto a Dublino per incontrare i membri del
Segretariato e per informarli della situazione attuale, e per
domandare alcuni consigli. I Segretariato della Sua parte
si trovava capace di aiutare SETA, mettendola in contatto


Dalla sua creazione nel 1978, 1' IGA si vede suilupparsi.
Nel 1979 il primo ufficio di collegamento si & aperto a
Washington, e nel 1980 1' ILIS si e fondato. Nello stesso
anno 1' Archivio dell' IGA si & anche stability. E del future,
allora? Speriamo di continuare a contribuire al lavoro per
la liberazione gay sul piano internazionale.
Ma per far parte di questa contribuzione continue all' IGA,
il Centro d' Informazioni e Segretariato va proporre lo
stabilimento di Radio IGA, nel corso del colloquio su "I
Gay ed i mezzi di comunicazione". Si propone che Radio
IGA consist di due nastri registrati di 15 minuti ognuno per
emissione per mezzo delle strazioni di radio gay del mondo,
con lo scopo di diffondere le informazioni dell' IGA sui
process politics, ecc.
Lo scopo sarebbe allo stesso tempo di ricuperare dei soldi
per mezzo dell' incitazione a numerose organizzazioni di
iscriversi all' IGA.

CONCLUSION
In questo rapport, abbiamo tentato di darVi un' idea delle
attivitA del Segretariato a Dublino. Nel corso di quest'
anno, il nostro dovere era di applicare e di mandare ad
effetto le decision convenute alla 2a Conferenza Annuale.
Questo lavoro non sarebbe stato possible senza 1' assistenza
delle organizzazioni associate dell' IGA. II Centro d' Inform-
azioni e Segretariato vorrebbe dunque ringraziare tutte le
organizzazioni della loro cooperazione durante il corso dell'
anno, e speriamo di fare assieme nell' anno che viene degli
sforzi ancora puf grossi. Nel frattempo, aspettiamo con
molto impazienza di rivederVi a Torino durante il week-end
di Pasqua, e Vi salutiamo.

INTRODUCTION

En los ultimos afios la IGA se ha extendido y se ha conver-
tido en una asociaci6n ampliamente basada en la liberaci6n
gay y como resultado de este procesco el Secretariado y
las Oficinas de Relaciones se han desarrollado al mismo
tiempo. En la segunda Conferencia Anual (Barcelona 1980)
los miembros generals de la IGA expresar6n el parecer de
que el Centro de Informacion y el Secretariado deberian
principalmente asumir las funciones del cuerpo adminis-
trativo de la IGA en lugar de former una parte active en la
political a seguir en la IGA.
Desde la iltima Conferencia Anual el Secretariado ha
actuado ampliamente, consolidando acciones political,
informando de sucesos internacionales y principalmente
manteniento una information detallada sobre las Organiz-
aciones miembros, lo cual se logro gracias a la cooperaci6n
de nuestros grupos asociados.

ENTRADA-SALIDA CORRESPONDENCIA

La Correspondencia recibida en el Centro de Informaci6n y
el Secretariado durante el pasado ano consisti6 principal-
mente en preguntas hechas por las organizaciones miembros,
miembros asociados y miembros individuals. El total de
salidas de correo fue aproximadamente 800 cartas
incluyend6 los memorandums mandados a todos los miem-
bros; la entrada de correo fue ligeramente inferior 760 cartas
incluyend6 correspondencia para los archives de la IGA.

PUBLICACIONES DEL CENTRO DE INFORM-
ACION Y EL SECRETARIADO

1)MEMORANDUM
Cinco (5) asuntos del Memorandum de la IGA fueron prepar-
ados y enviados en Junio, Septiembre, Octubre, Diciembre
1980 y Enero 1981.
El formato del memorandum fue cambiado en los meses de
Diciembre y Enero, introduciend6 una nueva presentaci6n

(a) mejor presentation por lo que se puede leer mas
facilmente
(b) mas espacio libre para la inclusion de informaci6n
mas detallada de las acciones political
(c) El uso de menos papel al imprimir con lo que se
reduce el coste de producci6n por nimero y
sobretodo se reduce el coste de envio.
2) GHENT INFORMED
El Centro de Informaci6n y el Secretariado prepararon y
distribuyer6n el Ghent Informe. Est informed contiene
simplemente una detallada reproducci6n de los proced-
imientos (27 paginas).


3) IGA SNOWBALL SERVICIO TELEFONICO
(REDISENADO)
A primeros de Noviembre se consider la necesidad de red-
isenar el IGA snowball servicio telef6nico debido a que
pasaron 18 meses desde la iltima vez que se puso al corriente.
Creemos que el sistema actual es much mas ficil y ripido
de operar y mis adeptable a futures cambios. Desde nov-
iembre el nuevo sistema se ha puesto en operaci6n en dos
ocasiones, una vez en la present situaci6n griega donde se
sufrieron algunos problems iniciales y la otra la situation
canadiense donde el sistema se prob6 totalmente satisfact-
oirio.
4) DOSIER DE COMUNICADOS DE LAS ORGANIZ-
ACIONES MIEMBROS
A finales de aifo las organizaciones miembros, que habian
proporcionado al centro de Informacion y al Secretariado
con detallada informaci6n de sus organizaciones y personas
de contact, recibier6n un dosier complete conteniendo
information similar de otras organizaciones miembros de
la IGA. Este proyecto continuara progresivamente.
(Las organizaciones miembros que todavia no han mandado
la information requerida se les ruega que la manden im-
mediatamente y al mismo tiempo se les mandarin el dosier
de comunicdos de las organizaciones miembros).
Consideramos que nuestra prioridad nimero uno es la de
proporcionar un service ripido y eficiente entire las Organ-
izaciones Miembros y el Centro de Informacion y el Secret-
ariado. Para mejorar la eficacia de nuestras operaciones el
Secretariado ha aumentado su capacidad de trabajo lo que
nos permit concentrarnos en diversos aspects de la Liber-
acion Gay.
5) ARCHIVES
En nuestra segunda Conferencia Anual (Barcelona 1980)
se decide el crear en la IGA un archive Gay y se encuentra
situado en el Hirschfeld Centro en Dublin.
Nos anima el recibir material sobre diversos aspects de la
liberation gay para los archives de la IGA en idiomas diferen-
tes. En este moment estamos preparando un sistema de
archive y un indice que nos facilitarfn el access a la inform-
aci6n r-,hjli.i sobre pasados acontecimientos.
Invitamos a todas las Iri-jr i.:i'.i-, a que nos mand6n today
la informaci6n que poseen a los archives de la IGA y no
olvidaros de enviar tambi6n informaci6n sobre pasados
sucesos, pues es muy important el tener al corriento todo
el material sobre cada una de las _'ari :Lci..n:, gay en todo
el mundo.

FUENTES DE INFORMATION

Actualmente el Boletin de Noticias de la IGA es preparado
por el Centro Financial en Amstrdam como se acord6 en la
Conferencia Anual. Lo que ha significado que la cantidad
de informaci6n en el Centro de Informaci6n y el Secretariado
ha disminuido como el Secretariado de Dublin predij6.
Lo que sucede es que no hay finico foco de recopollaci6n de
informaci6n en la IGA. Se senalo en Barcelona que esa
division de las fuentes de informaci6n tendria dichas con-
secuencias. Nosostros creemos firmemente que para poder
actuar rapidamente en contestaci6n a las peticiones sobre
acciones political, puesta al dia de acciones political y una







'fuente efeciente deinformaci6n es vital que el Boletin y el
Memorandum sean publicados desde el mismo Centro de
Information y Secretariado donde se encuentren localizados.

ILIS

Uno de los mas importantes aspects en la Segunda Con-
ferencia Anual fue la uni6n de las lesbians con los hombres
gay para trabajar juntos en la IGS, las mujeres tuvier6n su
propia Conferencia en Amsterdam el pasado Diciembre y
se van a reunir en Turin antes de la Tercera Conferencia
Anual. Es esencial que los contacts entire los hombres y
las mujeres se hagan mis firmes, creemos que esto se puede
conseguir a trives de una mayor cooperaci6n entire ILIS y
el Centro de Informaci6n y el Secretariado.
PROBLEMS

1) Al Secretariado le ha sido impossible el ayudar a algunas de
la Organizaciones miembros durante los pasados ahos, un
caso en particular fue el de la Coalici6n Internacion de
Derchos Gay en Nueva Zelanda que solicitaron la public-
aci6n de un articulo en su nombre en el Dia de Los Drechos
Humanos; no pudimos actuar debido a lasistrucciones dadas
en la Conferencia Anual. Agradeceriamos toda clase de
sugestiones que nos ayuden a resolver este problema. Quizis
podriamos sacar una interesante conclusion del caso de
ILIS a la cial se les permiti6 cierta libertad de acci6n en una
situaci6n similar en la que se trataban los derechos de los
Gay en Nueva Zelanda.
2) En Septiembre/Octubre 1978 una de nuestras primeras
acciones political fuer6n en contra del Govierno Griego que
propus6 una antigay legislaci6n; gracias al esfuerzo de las
Organizaciones miembros de la IDA y al apoyo del Parla-
mwnro holindes creemos que hemos logrado impedir la
promulgaci6n de esa legislaci6n.
El pasado mes el Goberion griego reintroduj6 la antigay
legislaci6n siendo Grecia actualmente un miembro de la
Comunidad Economica Europea, en este moment nos
encontramos en tal position que en la pr6xima Conferencia
Anual nos veremos obligados a reconsiderar la estrategia a
seguir en asuntos tan importantes como el arriba mencionado.
3) Debido a que el Boletin de Noticias es imprimido en
Amsterdam y el Memorandum en Dublin el Centro de
Information y el Secretariado se han encontrado con muchas
dificultades con respect a la propagaci6n de noticias con-
cernientes a la IGA. Nos encontramos por ejemplo con
innecesaria duplicaci6n de la informaci6n en el memorandum
y en el Boletin debido a la falta de una clara distinci6n de
las obligaciones de los dos Secretariados, nos encontramos
tambien con inseguridad con respect a las aplicaciones
de la organizaciones para convertirse en miembros de la
IGA y finalmente hay dificultades en mantener al dia las
listas del correo. En la fecha en que imprimimos este in-
forme nos hallamos sin una lista puesta al corriente de los
miembros que han pagado totalmente los derechos de sub-
scripcion.
La naturaleza de este problema es critical debido a que la
informaci6n que Ilega a Dublin desde Amsterdam es frecuent-
emente incomplete, inexacta o ambas a la vez.

ACCION DE APOYO DEL CENTRO DE IN-
FORMACION Y EL SECRETARIADO

Organizaciones miembros estan al corriente de que SETA
(Finlandia) esta pendiente de acci6n en contra del Gobierno
Finlandes segun el Articulo 4. (2) del PROTOCOLO DIS-
CRECIONAL DE LA U.N. INTERNATIONAL ACUERDO
SEN LOS DERECHOS CIVILES Y POLITICOS.


El Comite de Derechos Humanos ha aceptado formalmente
y procesado el Comunicado de SETA. Olli Stalstrom de
SETA fue a Dublin ha encontrarse con los miembros del
Centro de Informaci6n y el Secretariado para informarees
de la situation y pedir consejo. El Secretariado asisti6
SETA poniendoles en contact con un consejero legal que
accedi6 ha asistir al personal legal de SETA en la preparci6n
del borrador para el Comite de Derechos Humanos.

FUTURE

Desde la creaci6n de la IGA en 1978 hemos sido testigos
del crecimiento de las asociaciones. En 1979 inaguramos
en Washington nuestra primera Liason Office, en 1980
tuvimos la formation de ILIS y la creaci6n de los archives
de la IGA.
Que sucedera en el future? Es nuestro deseo el poder con-
tinuar trabajando eficazmente en favor de la Liberacion
Gay a nivel Internacional.
Como parte de la constant contribuci6n a la IGA, el Centro
de Informaci6n y el Secretariado propondran la introducci6n
de Radio IGA para los Gay y la media, se propondri que
Radio IGA conste de 2 cintas de 15 minutes cada una que
se pondran en el aire en todas las estaciones Gay de todo
el mundo con la intenci6n de diseminar informaci6n sobre
acciones political tomadas por los miembros de IGA indiv-
ualmente o collectivamente, y al mismo tiempo para levantar
fondos, animando organizaciones gay y gays a suscribirse a
la IGA.

CONCLUSION

En este informed las actividades del Secretariado y el Centro
de Information en Dublin se han perfilado.
En el pasado anio ha sido nuestra obligaci6n el poner en
prfctica las decisions tomadas en la Conferencia Anual con
respect al Secretariado y el Centro de Informaci6n. Esta
tarea no se habria podio llevar acabo sin el apoyo de las
Organizaciones miembros, el Secretariado y el Centro de
Information quieren agradecer a todas las organizaciones
miembros su cooperation durante el pasado aiio y deseamos
reinforzar nuestros esfuerzos en este proximo aino.
