28-26.001 Purpos. Pursuant to Section 7,
Article II, of the Florida Constitution, and Section
380.05, Florida Statutes, it is the purpose of these
rules to define the boundary of the Green Swamp
Area of Critical State Concern and to provide
principles for guiding development within the
critical area in order to conserve and protect the
natural environmental and economic resources and
public facilities within the Green Swamp Critical
Area and ecologically linked areas.

28-26.002 Boundary. The following area is
hereby designated as the Green Swamp Area of
Critical State Concern:
All that certain lot, piece or parcel of land
situated, lying and being in Lake and Polk Counties
in the State of lorida being more particularly
bounded and described as follows:
Beginning at a point in Polk County in Section
12, Township 27 South, Range 23 East, which
point is the point of intrsection of the south
boundary line of the northernmost quartcr-eion
of said Section 12 and the cast. right-of-way line of
United States Route 98 (State Road 700), and
running thence
(1) in a northerly direction along the catarly
right-of-way line of United States Route 98, a
distance of approximately 7.65 miles, to the point of
intersection of United States Route 98 with the west
boundary line of Section 16 in Township 26 South,
Range 23 East; thenme
(2) North along the west boundary of Sections
16,9 and 4 in Township 26 South, Range 23 East a
distance of 2.75 miles more or less; thence
(3) North along the west boundary of Seciorn
33, 28, 21, 16 and 9 in Township 25 South, Range
23 East to a point in the thread of the Withlacoche
River, which point is the boundary between Polk
County and Sumter County, a distance of 4.5 miles
more or less; thence
(4) In an casterly direction along the thread ol
the Withlacoochee River to a point, which point is
the point of intersection of the thread of the
Withltaoochee River and the north boundary line of
Section 18, Township 25 South, Range 24 East;

Demelopment
(1) Objective to Be Achieved
(a) Minimize the adverse impacts of
development on resource of the Floridan Aquifer,
wetlands, and food-dctention areas.
(b) Protect the normal quantity, quality and
flow of ground water and surface water which are
necssary for the proenion of resource of state and
Regional concern.


(c) Protect the water available for aquifer
recharge.
(d)' Protect the functions of the Green Swamp
Potentiometric High of the Floridan Aquifer.
(c) Protect the normal supply of ground and
surface water.
(f) Prevent further sal-water intrusion into the
Floridan Aquifer.
(g) Protect or improve existing ground and
surface-water quality.
(h) Protect the water-retention capabilities of
wetlands.
(i) Protect the biological-filtering capabilities of

(j) Protect the natural flow regime of drainage
basins.
(k) Protect the design capacity offlood-dtention
areas and the water-management objectives of these
areas through the maintenance of hydrologic
characteristics of drainage basins.
