Water Supply Development and Funding Work Group

1 am writing in response to your request that the various Work Group participants
review the issues list distributed at the September 30, 1996 meeting and submit any
comments and priorities regarding this list. We would recommend that the Work
Group focus its attention on three general issues, in a logical sequential order, as

1. What are the current roles of the various participants involved in water supply
development and funding in Florida? Should these various roles be modified
for efficiency or effectiveness purposes? This analysis should include federal,
state, regional and local units of government as well as the private sector.

2. What are the water supply development issues or problems that exist today or
are anticipated and how should these be resolved? This should include an
analysis of the areas throughout the state currently designated as Water
Resource Caution Areas by the districts, the corrective or preventative actions
that are currently being implemented, and options for other actions to be

3. What are the options for funding of water supply development solutions? This
should include an analysis, and relative comparison, of both existing funding
sources (e.g., wmd ad valorem taxes, rate structures, etc.), as well as potential
new options (e.g., a water use fee, regional surcharges, etc.).

I hope that this list is helpful and look forward to working with you and the entire
group in addressing these issues.

Dear Mr. Whitfield:

I have recently received your memorandum regarding a Water Supply
Group meeting to be held on October 17, 1996. Please note that the
Florida Association of REALTORS is anxious to participate in any and all
discussions of water supply policy and planning. Unfortunately, with this
short notice, I will be unable to altend the meeting. I will, however, have a
member of the Florida Association of REALTORS' Management Team,
Mr. Louis E. Goldman attend on my behalf.

I would also like to ask that you give utmost consideration to appointment
of a representative from the Florida Association of REALTORS to serve
on the Water Supply Development Sub-Committee, which you are
developing. If the group is to be made up primarily of staff persons, I
would like to be considered for si.rving on that sub-committee. If the
group is to be made up of principals, I will be happy to furnish you with
two or three names of REALTOR Association members who are
knowledgeable and vitally interested in water policy issues.

I appreciate the opportunity to participate in this group and I look forward
to working with you and Mr. Stengle in developing water supply policies.
Again, I would appreciate if you would give the Florida Association of
REALTORS the utmost in consideration for membership on this sub-
