This memorandum is in response to your request for comments on the proposed draft of
main issues for discussion by the Water Supply Development and Funding Group.


Each of the issues appears to be worthy of discussion.
suggested for early discussion:


The following issues are


Development Issues
water supply levels of service
determinations of feasibility
cost benefit analysis

Funding Issues
funding for demonstration projects
long-term funding mechanisms

It is not clearly understood what the working group is expected to produce or how the
product is expected to effect the fulfillment of the Executive Order by the Department and
the water management districts. A better understanding of the relationships and
expectations of the work group and committees would be helpful and could affect our view
of the relative importance of the issues.
