Subject: Water Supply Working Group

Dear Mr. Whitfield:

Per your request for our confirmation of the top three issues to be
considered as part of the work of the water supply working group:

1. We are not convinced the group is clearly focused on a statewide
problem. We recommend the top priorities should clearly identify the
problems where and when they may exist.

2. If problems are clearly identified and proven to be more than just
rhetoric, clearly identifying the role and responsibility of the various
governmental entities should be the second priority.

3. Finally, our third priority would be to explore a variety of funding
alternatives for water supply planning and development.
