SUBJECT: Foundation Research Project on Water

The Florida Chamber Foundation, the research and leadership arm of the Florida Chamber,
is exploring research options for 1996-98. One potential project involves water policy--
specifically looking at whether Florida manages our water supply the best way possible for the
long-term good. Chuck Littlejohn has generously dcne some preliminary exploring of this idea.

I hope you are able to participate in an informal discussion of the research project idea on
Monday, November 13, from 9 AM to 10:30 AM at the Chamber Conference Room, 136 S.
Bronough Street.

The project would result in a research report that: (1) re-examines Florida's water supply
management policy since the enactment of the 1972 Water Resources Act; (2) explores
policy/organizational alternatives ranging from the status quo to establishing a new
state/regional water supply utility(ies); and (3) focuses on the most promising scenarios and
develops recommendations in time for the 1998 elections and legislative session.

As you probably know, the Foundation pursues research through contracted researchers
identified through competitive proposals. Research is guided by a private sector technical
research committee at the direction of the Board of Trustees.

meeting. Your participation on November 13 in no way commits you for further involvement.
