This informal group of representatives of publicly-owned water supply authorities,
investor-owned water utilities, agricultural interests, business, and developmental interests met
in Tampa on November 6, 1996, to discuss the possibility of an informal coalition on water
supply issues. The meeting appeared to be very productive, with each of the group, identifying
problems they had with the current laws and impediments they believe prevented the creation
of an adequate supply of water. All groups in attendance felt that there were -.ures to the
problems.

The responsibility to draft provisions and positions discussed by the group was assigned
with Jim Gardner and a subcommittee taking on the responsibility to prepare something in time
for the next meeting of the group which will be held in Tallahassee at the offices of Hopping
Green Sams & Smith, commencing at 9:30 a.m. on Monday, November 18. Since this is an
informal group, all recipients of this memorandum are invited to attend.

The purpose of the November 18 meeting is to further define areas of cor mon interest
and opportunities for common viewpoints as we move forward in the water supply debate, both
on the Governor's Task Force and in the legislative process. The best news from the meeting
was that most of the interest represented, notwithstanding some very divergent ideas, have an
underlying and fundamental belief that be6cuse Florida receives 54 inches of rainfall a year, if
we adequately manage that rainfall, we can provide adequate supplies of water for all users.
