August 14, 1996


The next meeting fo the water supply group is set for Monday, August 19, at the Florida Home
Builders Association from 11:00 a.m. to 1 30 p.m. The purpose of the meeting is to r' iew the
two page summary document on water supply development that we promised the Lt. Governor.
A copy of the draft summary is attached for your review.

Currently, we are planning another meeting for Monday, August 26 from 10:00 a.m. 1:30 p.m.
at Hopping, Green. This meeting will focus on who should be the water supply develop: sr --
water management districts, a regional utilty, or some other structure. We need to relive this
issue ASAP, so we can go on to minimum flows ax'd levels, funding, etc.

FLORIDA SHOULD FOCUS ON WATER SUPPLY GOALS WHICH BRING
COMMUNITIES TOGETHER TO SOLVE PROBLEMS RATHER THAN DIVIDE THEM
INTO WARRING FACTIONS

GOALS Florida should have an affordable/dependable source of water for all
existing and future water users; human and environment.

Florida should continue to recognize that water is considered a straw
resource, and water management districts should continue to regulate
the consumptive uses of water. (WMDRC # 24, HB ( 5.)

DEVELOPING WATER SUPPLY ALTERNATIVES FOR FLORIDA'S FUTURE

Traditional and non-trauitional sources
Locallyregionally based *%rticipatory effort tailored to solve
real problems
Streamlined review ant implementation

1st STEP Determine the extent to which supplies fall short of the goal, locallyy
or regionally), what is available and what is not available.

Present and projected environmental needs; including restoration

2nd STEP Propose alternatives to ensure goal becomes reality.

Regulatory/financial incentives for supply augmentation

Public works projects to rectify past public decisions affecting supply

Develop multiple funding alternatives to fit local, regional

3rd STEP Propose suitable alternatives for identified problems taking into
account funding source, nature/magnitude of supply shortfall.
