Steps
1. Review and seek agreement on the draft committee agenda

a. Presentation on and/or general discussion
b. Recommendations may be suggested during or at the end of the
discussion, at the chair's discretion. Recommendations may:
State conclusions that provide a basis for other recommendations
Specify who needs to do what, by when
Clarify how the actions fits into existing or proposed processes
Indicate how the recommendation will be formalized: legislation,
rule, policy, voluntary initiative, etc.
c. Review, revise and seek consensus on recommendations

3. Identification of concerns
4. Suggest and seek consensus on amendments
5. Test consensus on the recommendations using computer scorable
forms (5 = Wholeheartedly support, 4 = Good, but could be better;
3 = Neutral, there are pros and cons; 2 = Serious concerns; 1= Opposed)
6. Committee Plan for Needed Next Steps
7. Committee report on proposed next steps
8. Full group comments and suggestions to the committee
Discussion of Over-Arching Questions (see entities/roles matrix)
1. Individually identify:
Needed connections between committee efforts
Under-lying issues that must be resolved
Differing interests and dilemmas that must be balanced
Issues related to effectiveness of this group
