1 On pages 3 and 4, strike all of item 3 and insert the following:

4 3. The WMDs should conduct regional water supply planning in an
5 open public process, in coordination and cooperation with
6 local governments, private suppliers, self suppliers, and
7 other affected and interested parties. We recommend that
8 Chapter 373, F.S., be amended to direct the WMDs to develop
9 regional water supply plans, through a public process, and
10 require RWSPs to include, among other things:
11
12 a. A quantification of the water supply development needs;
13
14 b. A menu of options of water sources for water supply
15 development that will more than meet the needs of the
16 quantities identified in a. above and from which local
17 government and water supply decision makers may choose;
18
19 c. For each water supply development option on the menu,
20 an estimate of the costs of developing the option, an
21 estimate of the amount of water available for use, and
22 the identity of potential sources of funding from the
23 WMD;

25 d. A listing of water resource development projects; and
26
27 e. A listing for each water resource development project
28 identifying (1) the timetable for implementing or
29 constructing the project, (2) the estimated costs for
30 constructing, maintaining and operating, (3) an
31 estimate of the amount of water available for use, (4)
32 sources of funding, (5) the existence of any funding
33 shortfall, (6) who will implement the project, and (7)
34 how the project will be implemented.

36 In addition, each RWSP shall include consideration of how the
37 option or options addressed result in overall cost savings
38 through avoiding the loss of natural resources or avoiding
39 greater expenditures later associated with other potential high
40 cost projects for water resource development or water supply
41 development.
