Water supply development, and how to fund that development, likely will be the major
environmental issues for the 1997 legislative session. During the last seven months, a number
of groups and other interested parties have participated in water-supply discussions. Among
the topics of discussion have been: how to assess the availability of water for public suppliers,
agriculture, industry and other users; how to make better use of existing water sources and
promote development of alternative sources; how to pay for water-supply development; and
how to provide for the sustainability of hydrologic and natural systems. At least different
versions of major water policy legislation are expected from: the Governor's Working Group on
Water Supply Development and Funding, the Department of Agriculture and Consumer
Services, and a coalition of business, agricultural and utility interests.

The Legislature also will consider the Tri-Rivers Interstate Compact, a product of more than
three years of negotiation among Congress, the U.S. Army Corps of Engineers, and the statess
of Florida, Alabama and Georgia. The compact seeks to resolve water-use differences
between the three states by reaching an agreement for their shared uses of the Apalachicola,
Chattahoochee and Flint rivers, and provide protection of hydrologic and natural systems
functions throughout the region. The compact establishes certain principles and guidelines, to
be used by a special commission that will make the actual decisions on water allocation.

The Legislature also expects to consider bills that provide more funding for management of
public lands, and which promote multiple-use and revenue-generating activities on these lands,
where appropriate and compatible. Also, in response to continuing enforcement problems with
the constitutional ban on certain types of commercial fishing nets, legislation is expected that
clearly defines what is a legal net.
