Subject: Subcommittee Assignments
Date: March 24, 1994

During the first four Task Force meetings, there have been recurring topics of debate. In
order to allow for a forum for detailed discussions and development of recommendations,
three subcommittees have been established to consider: (1) state issues, (2) regional issues,
and (3) the role of the Evaluation and Appraisal Report process as these relate to land use
and water planning. Each Task Force member has been assigned to participate on one
subcommittee, and each subcommittee is charged to review specific issues, as shown on the
attached list.
For each subcommittee, a Chair, Vice Chair, and staff support have been assigned. It is the
responsibility of the subcommittee chair to coordinate and conduct meetings. The meeting
times and locations are to be scheduled through the Executive Office of the Governor in
order that they may be properly noticed. Please contact Teresa Tinker or Paul Carlson at
904-488-7793 regarding all subcommittee meetings.
Subcommittee chairs should have the lead staff support contact each member and other staff
to schedule meetings as well in advance as possible. The subcommittees may meet as often
as they feel necessary to meet their charge, however, at a minimum you may wish to meet
during the morning of the next two scheduled full Task Force meetings.
Time at the April 29, 1994, meeting in Orlando, will be set aside for each subcommittee to
give the first interim report to the full committee.

OVERALL CHARGE: Each subcommittee shall include the tasks identified in sections
I and III of the DRAFT Outline (March 17, 1994, copy attached) as part of the individual
subcommittee assignments. The subcommittees shall not be limited in their consideration
of issues to those identified in the charge but may consider and make recommendations
on issues they feel are relevant. Below we have attached a list of telephone and fax

2. the relationship among the translational plans, including potential duplication;
3. how the translational plans should reflect the Growth Management Portion of the
State Comprehensive Plan;

management plans to the strategic regional policy plans; and, in particular,
2. the linkage between the district water management plans and the natural resources
of regional significance to be identified in the strategic regional policy plans;

the local government comprehensive planning process.
