Alternative Funding Strategies for New Water Supply
Development in Florida: Revenue Potential

Methodology and Assumptions

Millage Revenue

Table I contains the FY 97 certified taxable values for each water management district used in
the calculation of potential revenues from an ad valorcm assessment dedicated to new water
supply development. The potential annual millage revenues for each water management district
are calculated as:

MR Rx (TV/ 000)
where: MR annual millage revenues
R = the village rate dedicated to new water supply
development (.10 and .25), and
TV ," taxable value in the water management district.

Water Quantity Surcharges

Table 2 contains permitted and estimated water use data used in calculating revenues from
surcharges. Estimated revenues are calculated for application of the surcharges to total water and
public supply only water quantities. Although it would be ideal to use the same year data for
both surcharge applications (permitted and estimated), this is not possible. Permitted water use
is as of October 1996 because historic permitted water use is not readily available due to data
base designs at the various districts. Estimated water use is for the last full year of water use,
1995. Exceptions are noted in the table footnotes, Permitted water use does not change
dramatically from year to year whereas actual water use does (due to changes in rainfall).
Therefore, it may be more accurate to consider this a comparison of 1995, rather than 1996, data.

Annual surcharge revenues for each water management district are calculated as:

where SR = the annual surcharge revenue
S the surcharge amount ($.25, $.50, and $1.00) per thousand gallons
(kgal), and
Q = the quantity the surcharge is applied to (permitted or estimated
actual use) in thousands of gallons per day.

Impact of Public Supply Use Surcharges on Average
Monthly Residential Water Bills

Methodology and Assumptions

The difficulty in estimating the impact of the surcharges on the average household is that no
recent average monthly residential use data could be found, The first step was to estimate a daily
residential per capital water use. The USGS calculates residential per capital in Florida every five
years. This was last calculated for 1990 and the 1995 figure will not be ready for several weeks.
Since the SWFWMD does collect data on both gross and residential per capital, a ratio of 1994
residential-to-gross per capital use was developed from SWFWMD data which could then be
applied to the USGS 1994 statewide gross per capital. These calculations are reflected in the
tables entitled "Ratio of Residential to Gross Public Supply Water Use in the SWFWMD" and
"Estimated Statewide Residential Per Capita Water Use (gpd)".

The second step was to apply the most recent persons per household data (1994) and number of
days per month to convert the 1994 daily residential per capital number to the monthly household
water use, The increase in the monthly household bill is then calculated as:

Monthly Bill Change (MHU/1000) x S

where: MHU monthly household water use (in gallons), and
S the surcharge per thousand gallons ($.25, $.50, $1.00)
