Critical Issues for Water Supply

Planning, Regulation & Implementation

for Investor-Owned Utilities



1. Consistency of Regulations between DEP, WMDs and PSC

Longer PSC Margin Reserve Period should be consistent with DEP and
WMD requirements

Used & Useful methodology should parallel environmental and
engineering requirements

Automatic Environmental Cost pass-through process for required
projects

100% Used & Useful treatment for all components of reuse facilities

Specific Authority to set conservation rates

Statewide oversight of economic (ratemaking) and environmental
policies



2. Interconnection of water supplies

Remove barriers to interconnects between private and government-
owned utilities

Bulk sales from private utilities for resale should be exempt from PSC
Regulation



3. Allow private utilities access to public funding sources

4. Water Supply and Growth Management Linkage should not confer
regulatory powers to local governments
