Project Process Description


SJRWMD staff developed an initial set of proposed evaluation factors
for salt water intrusion and existing legal user impacts and forwarded
these to the consultant team on June 15, 1993. These proposed
evaluation factors are enclosed in appendix C and appendix D of this
report. Each consultant was required to consider these factors and
provide a written analysis and recommended alternatives.

All consultants were provided with a complete set of responses from
the consultant team members and were asked to review these in
preparation for the first of two day-long meetings of the consultant
team. The consultants' responses are included in appendix E of this
report.

The consultant team met for the first time on September 10, 1993. An
agenda for this meeting is included in appendix F of this report.
(The proceedings of this meeting are available on cassette tape which
can be obtained by contacting the District Clerk.) Follow-up
correspondence from consultant Peter F. Anderson, P.E., GeoTrans,
Inc., is included in appendix G.

Following the September 10, 1993, meeting, the staff considered the
comments of the consultants and prepared a revised set of proposed
evaluation factors which are included in appendix H and appendix I of
this report. The revised proposed evaluation factors for existing
legal user impacts (appendix I) were forwarded to the consulting team
members on September 30, 1993. The revised proposed evaluation
factors for salt water intrusion (appendix H) were forwarded to the
consulting team members on October 22, 1993. The consultants were
required to consider these proposed revised evaluation factors in
light of the SJRWMD mission statement (appendix J) and provide a
written analysis and written alternatives. These written responses
are included in appendix K of this report.

The second and final meeting of the consultant group was held on
December 2, 1993. The agenda for that meeting is included in appendix
L of this report. (The proceedings of this meeting are available on
cassette tape which can be obtained by contacting the District Clerk.)
A map titled Water Quality Classification in the Upper Floridian
Aquifer prepared by SJRWMD staff hydrologist David J. Toth, Ph.D,
P.G., was presented at the meeting and is included in appendix M of
this report.
