Dear Jake:

Attached please find the working draft of the topics and
speakers for the Water Law and Policy Seminar. This was prepared
by the Steering Committee consisting of Dan Thompson, Steve Walker,
Ed de la Parte and myself. There may be one or two last minute
speaker changes.

Please note that course materials are due to The Florida Bar
no later than April 1, 1991. I am asking each speaker to spend the
time required to produce high quality written materials so that the
course booklet provided to participants will be a valuable
resource.

I am also requesting that each speaker send out invitations,
notices or letters to as many associates, clients and consultants
as possible (but please no less than 10) to maximize turnout for
this seminar. This is necessary due to Florida Bar restrictions on
properly advertising seminars. The last water law seminar was
apparently poorly attended. Please help me in soliciting a big
turnout at this one. Thanks.
