Gentlemen:

The Board of County Commissioners of Hardee County has retained the firm of
Seaburn & Robertson, Inc. as consultants to review DRI's and advise the County
in matters concerning Hydrology due to the increasing demand for water as phos-
phate mining is moving into the County.

The Board and staff are of the opinion that now is the time to conduct certain
specific studies in this field which will enable us to have a handle and, hope-
fully, be in a position to control this vital natural resource.

The attached documents were prepared by Seaburn & Robertson, at our request, to
start a site specific program in this matter.

Our staff has had some discussion with your staff and we felt that they were in-
pressed with these projects and that it would be advantageous to both SWFWMD
and the Basin Board, if this information, once gathered, was available. We be-
lieve that this data would aid you in the decisions which you will have to make
in the very near future, because of the fact that phosphate mining will be in-
creasing its activities in Hardee, Manatee and DeSoto counties.

The Board is in the process of seeking funds to aid us in these projects. The
purpose of this letter is to respectfully request from your Board financial
assistance to help fund these projects. Any consideration that you give this
matter will be greatly appreciated by all citizens of Hardee County.

LITERATURE SURVEY AND HYDROLOGIC DATA SUMMARY


OBJECTIVE: To build a water resources management program for Hardee County,

a thorough assessment of hydrologic data and information is necessary. The

principle purpose of this project is to assemble and review all hydrologic

reports, data and pertinent information relative to Hardee County. A report

summarizing each of the reports reviewed and providing an evaluation of each

will be prepared. From this summary new hydrologic information can be

referenced. Projects and hydrologic information needs can be better defined.

This summary would be a complete reference of hydrologic.information available

for Hardee County.


BUDGET: $2,000


TIME REQUIRED: 2 Months

WATER RESOURCES MONITORING PROGRAM


OBJECTIVE: Review existing surface.water and groundwater monitoring activities

within Hardee County and define a unique monitoring network to meet the

County's long-term needs. This network could be used to justify specific

monitoring locations required by new mining proposals and other water users.


The monitoring network would include all existing or proposed monitors

defined by U.S. Geological Survey and the Southwest Florida Water Management

District. A practical program for reducing and utilizing the hydrologic data

to manage the water resources of Hardee County would be developed.

TIME REQUIRED: 3 Months

HARDEE COUNTY WATER RESOURCES


OBJECTIVE: This project would be a complete review and assessment of Hardee

County's water resources. This project would update the W.E. Wilson ground-

water study and include the surfacewater component. All major uses existing

or proposed would be evaluated in view of the potential sources available.

The project would summarize the County's water uses and needs.


BUDGET: $3,000


TIME REQUIRED: 3 Months

INTERIM WATER MANAGEMENT GUIDELINES FOR HARDEE COUNTY


OBJECTIVE: Utilizing the existing and projected water needs for Hardee

County interim and practical water management guidelines will be established

for the County. Methods of protecting the available fresh water resources

within the County would be presented. These methods would consider for

example, allocations, management levels and water crop criteria. A

recommended set of guidelines could be adopted by the County to oversee and

manage water uses. The plan could be developed to various interim stages

with a procedure defined for continual refinements. Includes completing

monitoring program and Literature Summary.


BUDGET: $10,000 Interim Plan (Includes Item 1 and 2 above)


TIME REQUIRED: 9 Months

GENERAL HYDROLOGIC CONSULTATION



OBJECTIVE: To provide, at the request of Hardee County, hydrologic consultation

services. These general services will include review and comment to the County

on proposed phosphate mining projects, DRI's, agricultural water use and

various water management programs within the County. Services also include

review and suggested modification to mining ordinance and comprehensive plans.

Within these services time could be devoted to developing public information

programs relating to water resources for presentation to the County Commission

and the Public.
