THE PROBLEMS WITH FLORIDA'S PLANNING
PROCESS



0 LOCAL AND REGIONAL PLANS HAVE NOT BEEN PROPERLY PREPARED
AND IMPLEMENTED BECAUSE THE STATE HAS NOT CLEARLY EXPRESSED
A COMPREHENSIVE GROWTH MANAGEMENT STRATEGY TO GUIDE FUTURE
DEVELOPMENT.





STHE STATE'S ROLE IN THE CURRENT PLANNING PROCESS IS
MINIMAL. FOR INSTANCE, ONE PLANNER IN THE DEPARTMENT
OF COMMUNITY AFFAIRS IS REVIEWING ALL THE COMPREHENSIVE
PLANS AND HIS AUTHORITY IS ONLY TO RECOMMEND, NOT
ENFORCE CHANGES.





o THE STATE DOES NOT HAVE A PLANNING SYSTEM WHICH CAN
RESOLVE CONFLICTS WITHIN THE STATE LEVEL OF GOVERNMENT.










THE FLORIDA GROWTH MANAGEMENT COMMISSION
(GOVERNOR AND CABINET)



o Prepares the State Growth Management Strategy (composed of
Goals, Objectives, and Policies) to Guide State, Regional,
and Local Planning Efforts.

o Reviews all Regional Plans to Ensure Compliance with the
State Growth Management Strategy.

o Reviews Local Plans if a Local Government Wishes to Appeal
a Decision Made by the Applicable Growth Management District.



REGIONAL PLANNING COUNCILS


o Prepares Growth Management Plans at the Regional Level
which must be in compliance with the State Growth Management
Strategy.
o Provisions of the Growth Management Plan which relate to
water are prepared by the Water Management District.
o Reviews all Local Plans in its Jurisdiction to Ensure that
all Local Plans are in Compliance with the Regional Plan.
o The Focus of the Regional Planning Councils is on Land and
Transportation.

o Membership of the Regional Planning Councils are changed to
15 members appointed by the Governor of which one is a local
government official.



LOCAL GOVERNMENTS



o Updates Existing Comprehensive Plans so that the Plans
are in Compliance with the State Growth Managemetn Strategy.
o Updates Existing Comprehensive Plans so that the Plans are
in Compliance with Regional Plans.
