RE: NOTES AND OBSERVATIONS WCRWSA MEETING


On Thursday, October 16, 1997, we met with Jerry Maxwell and his staff in
our initial meeting on the proposed partnership agreement. The purpose of this
memorandum is to set forth various comments and observations from our meeting.

1. We discussed the reverse osmosis proposal by Dupont. WCRWSA
wants to have the agreement with Dupont, rather than Pinellas. This proposal is
expected to produce 5-10 mgd. If WCRWSA has the agreement, WCRWSA will
be able to reduce groundwater withdrawals. If Pinellas has the agreement, Pinellas
will reduce pumpage at Eldridge-Wilde, which is not the most stressed wellfield.

2. Jerry Maxwell explained that Pinellas has agreements with
WCRWSA such that Pinellas can get water from WCRWSA cheaper than the
water it produces at Eldridge-Wilde. If I understand this correctly, Pinellas can
force WCRWSA to produce water from wellfields in Pasco County. The impacts
are on Pasco County and the water is cheaper This is obviously a good deal for
Pinellas. 4Y lheteW

3. WCRWSA wants to add two projects to Exhibit 1. The two projects
are (1) water from the Tampa Bypass Canal ("TBC") and (2) excess water from
the Hillsborough River. He indicated that as much as 40 mgd may be available
from the TBC. Currently the City of Tampa has a permit for 20 mgd and is using
less than 6 mgd. Jerry thinks that 14 mgd are currently going to waste.








4. I learned that responses to WCRWSA desal RFP are due on
December 1, 1997. Current estimates are that the cost of desal water is about j6 Iaf
$3.50 per 1000 gallons. The capital costs account for $2.39 and operation and ) oPSe -
maintenance account for $1.11. Gene Schiller indicated after the meeting that the Co. \.11
Governing Board's decision on MFLs has had a very positive impact on those o4PA t.9
responding to the RFP. 5

5. I found it very interesting that J. Maxwell indicated that if WCRWSA
can get to 2010, it will have the financial capability to build significant new water
supply facilities.

6. In light of WCRWSA's interest in the TBC, is this considered an
alternative water supply? It does not appear to be an expensive project. 6ewt
